This Commission will accept both written testimony and oral testimony. Oral testimony can be
provided at the beginning of the meeting, when the respective agenda is called, or at the sole
discretion of the Chair. All written testimony will be a part of the permanent record and must be

4. COMMISSIONER’S DISTRICT REPORTS:
a. Each Commissioner will provide updates and share concerns about their
respective districts; Commissioners to decide on whether to add those
topics at the next meeting and to invite the public, to provide testimonies
and presentations at their meeting. Permitted Interaction Groups may be
created at this time. There will otherwise be no discussion or voting, which
will be reserved for when it is itemized on a future agenda.
5. OLD BUSINESS:
a. Nomination for Chair and Vice Chair.
b. GMAC’s “Mana Aina Award”: Continue discussion and/or finalizing the
nomination form, and other related materials, to honor outstanding
individuals or groups who have demonstrated exceptional dedication to
support the hunter-gatherer community and protecting our natural
resources. This award recognizes efforts that embody the spirit of
stewardship and respect for the land and community.
c. Discussion on GMAC’s Draft 2024 First Quarter Report to Mayor and
County Council, Commissioner Robert Duerr.

d. Discussion on GMAC’s Draft 2024 Second Quarter Report to Mayor and
County Council, Commissioner Leomana Turalde.

a. 2025 Legislative Opening Report, Commissioners Leomana Turalde and
Brian Ley.
b. Discussion on inviting speakers from Hawaii Division of Conservation and
Resources Enforcement (DOCARE) to provide status update on policy and
operations on Hawai’i Island.
c. Discussion on the Skeet Shooting Range Shutdown, Commissioner Robert
Duerr.
d. Discussion on Hawai’i County DOFAW Game Bird Crop Study,
Commissioner Robert Duerr.

a. Open Forum: Public’s opportunity to submit a request to place specific items

9. ADJOURNMENT.
Executive Session: This Commission anticipates it may convene in one or more executive
sessions regarding the above matters listed on the agenda, pursuant to HRS Sections 92-4 and
92-5 (a)(4), for the purpose of consulting with the Board’s attorney on questions and issues
pertaining to the Commission’s powers, duties, privileges, immunities, and liabilities. A two-thirds
(2/3) vote pursuant to Hawai‘i Revised Statute Section 92-4 is necessary to hold an executive
session. Executive sessions are closed to the public.
Note: This meeting shall be automatically recessed for up to 30 minutes to restore communication
when audiovisual communication cannot be maintained with all Commission members
participating in the meeting or with the “in-person” location identified in this agenda. This meeting
