B) TIME: Site Visit Immediately Following Recess of'Regular Board Meeting
PLACE: Assemble at Waimea Water Treatment Plant,(65-1190 Silencer Road,Kamu lay, f-I1).
Members of the public must have their own transportation to the site, Meeting will recess
during transit and reconvene in front of the Waimea.Water Treatment Plant site., Gates to
the site will be closed but unlocked so that members of tile public call gain access.

This project consists of furnishings and installing power transfer switches, conduit,conductors„ supports,
acc.essc>ries, 111(,l incidentals, in ►►ecordance with the plans and specifications,
Bids for this project were opened on February 6,2025,at 2:00 p.m.,and the following are the bid results:

Total Cost:
Funding for this project,will be from I7'W 's CIP Budget:and the Housing and Urban Development,
Community Development Block Grant- Hazard 'Mitigation. The contractor will have 510 calendar days
to complete this project. The Engineering estimate for this project was $775,000.00,
R.ECCJMMENQAA ION: It is recommended that the Board award the contract for JOB NO, 2023-1233,
EMERGENCY POWER TRANSFER SWITCHES AT`0L.A`A##3, `OL..A`A##4,PI`ILIONUA##I,AND
PI`II IONUA 0,to the lowest responsible bidder, Wasa Electrical Services, Inc., for their bid amount of
$838,105.00, plus$83,795.00 for contingencies, for a total contract amount of$921,900.00. It is further
reco►nmctided that either the Chairperson or the Vice-Chairperson be authorized to sign the contract,
subject to review as to form and legality by Corporation Counsel.
B. DISCUSSION OF EFFECTIVE UTILITY MANAGEMENT"ROADMAP

Discussion will follow along;with any recommendations that should be considered for future action.
C. DEPARTMENT OF WATER SUPPLY PROPOSED OPERATING AND 5-YEAR CAPITAL
IMPROVEMENT PROJECTS C.I.P. BUDGETS FOR FISCAL YEAR 2026:

The Department's Fiscal Year 2026 Operating,Budget,totaling$77,597,000.00,and 5-Year
C.I.P.Budget for Fiscal Year 2026-2030,totaling$235,500,000,00 have been distributed for the
Board's review.
RECOMMENDATION: It is recommended that the Board approve a public hearing to be held on
Tuesday, March 25, 2025,at 9:30 a.m., prior to the Water Board`s regular rmeeting, to accept public
testimony regarding the Department's Fiscal Year 2026 Operating and C.C.P. Budgets,

Site visit to Waimea Water Treatment Plant,(65-1190 Spencer Road, Kaniucla, 1-11). Directions:
From Kawailrae Road,turn on Lindsey Road past Parker School and continue rnauka;turn right onto
Kapi'olani Street arid keep going to the end of the street. Turn left onto Spencer Road. At the first
paved driveway to the riv-lit is the Department of'Water Supply gate(this is thefirst gate leading to the
Waimea Water Treatment Plant), Meeting will take place at the Tf7ahney Water Treatment Plant site,
which is at the end of the twad after t7assin throtwh a second Berle.
