Description
Requires newly installed or modified individual wastewater systems that are near the shoreline, or likely to pollute groundwater, to include denitrification capacity.Requires the Department
of Health, in consultation with various agencies and professionals, to review rules and practices and propose changes that have the potential to make wastewater systems and cesspool
upgrades more affordable without compromising water quality. Appropriates funds.Allows an individual wastewater system to serve up to five bedrooms, regardless of the number of dwelling
units or accessory units, whether attached or detached. Permits, until 6/30/2030, certain new buildings constructed within a priority level 3 area, as designated by the Hawaii cesspool
prioritization tool, that contain up to five bedrooms to be served by an existing cesspool.Establishes and appropriates funds for a three-year new wastewater system and individual wastewater
system technology testing pilot program within the University of Hawaii Water Resources Research Center. Requires interim and final reports to the Legislature.Creates within the Department
of Health's Wastewater Branch a Cesspool Conversion Section, which shall be responsible for facilitating the conversion of cesspools within the State. Establishes and appropriates funds
for positions within the Cesspool Conversion Section.Part II: Requires certain priority level 1 cesspools to be upgraded, converted, or connected before 1/1/2035, and priority level

Requires the Department of Health, to the extent allowable under federal law, to prioritize the use of Water Pollution Control Revolving Fund moneys for projects by homeowners to upgrade
cesspools to director-approved wastewater systems or connect homeowners' properties to sewerage systems, including projects for the installation of cluster systems or community package
plants.Requires the Department of Health to amend its administrative rules to: (1) Authorize not more than five dwelling units per dwelling connected to a single individual wastewater
system; and (2) Provide that not more than five tiny homes with a total of one dwelling unit each may be connected to a single individual wastewater system.Creates within the Department

Establishes and appropriates funds for a cesspool conversion on-bill financing program to be administered by the Hawaii Green Infrastructure Authority to provide low-interest loans to
eligible homeowners for the upgrade, conversion, or connection of cesspools.Authorizes the Director of Health to grant an exemption from the requirement to upgrade, convert, or connect
a cesspool if the State is unable to present evidence that the cesspool is affecting the State's drinking water supply or recreational waters.Accelerates the dates for the required

Requires that all county sewer transmission lines on Hawaiian home lands in compliance or brought into compliance by the Department of Hawaiian Home Lands, are licensed or dedicated
to the respective county within sixty days after the receipt by the appropriate county agency of a completed application for maintenance request.Requires that all county sewer transmission

district and lands designated as national conservation areas.

Requires the Hawaii State Energy Office to establish a public private partnership to develop a waste-to-energy generating facility in each county having a population below 800,000.After
1/1/2026, prohibits businesses where food or beverages are packaged and sold on the business' premises for individual consumption from using, selling, or distributing certain disposable
or single-use food ware and beverage service items, including items containing PFAS.Expands the Electronic Device Recycling and Recovery Act to include the collection and recycling
of certain lithium-ion batteries. Requires manufacturers of lithium-ion batteries to recycle or arrange for the recycling of lithium-ion batteries sold in the State, and ensure the
safe collection, storage, transportation, and recycling of batteries.Authorizes the Hawaii Housing Finance and Development Corporation to secure a line of credit or other instrument
of indebtedness for the Bond Volume Cap Recycling Program.Requires the Department of Health to conduct a statewide needs assessment to determine what will be needed to reduce waste
