A. Public outdoor recreation and education,including access to beaches and mountains: • Provide a wide variety of recreational opportunities for the residents and visitors of the County. • Maintain the natural beauty of recreation areas. • Provide a diversity of environments for active and passive pursuits. B. Preservation of historic or culturally important land areas and sites: • Protect,restore, and enhance the sites,buildings,and objects of significant historical and cultural importance to Hawaii. • Appropriate access to significant historic sites,buildings, and objects of public interest could be made available. • Possesses unusual richness and diversity of culturally important archeological features. C. Protection of natural resources, significant habitat or ecosystems, including buffer ones: • Protect and conserve the natural resources from undue exploitation, encroachment and damage. • Protect and promote the prudent use of Hawaii's unique, fragile, and significant environmental and natural resources. • Protect rare or endangered species and habitats native to Hawaii. • Provides an ecological balance between the quality of life for residents and visitors and sustainability of natural resources. • Maintain and,if feasible, improve the existing environmental quality of the island.
