This area is one of the few places in the area that the general public can easily access and enjoy the oceanfront. It is rare to not see someone fishing off this site or sitting in their beach chairs,visiting it to enjoy the vista,during their daily walk(s)or simply stopping on Papio Street to look over it. From►observation-it is estimated that the site is physically visited by some 100 to 200 people a day with additional tourists taking pictures of the site from the roadway. People also access this site to watch for whales and turtles and the site is used for the annual whale count. Resource Value to be Fulfilled:Preservation of historic or culturally important land areas and sites: This is in the midst of Waiakahi'uta Village. If today's fisherman are finding it a prime site for catching fish,-likely the native Hawaiian fishermen of those days also favored it. While the writer is not aware of any known petroglyphs or other artifacts are on the site,vegetation removal, might result in artifacts being found. The historical value of this site should betaken in context with the historic canoe shed and foundations in Waiakahi'uta Park roughty 500 feet to the North and the many sites on Honolulu Landing roughly 2000 feet to the South. A separate propose[by another group would protect an additional area with important historic rernains,roughly 500 feet to the NW of this site. The authors of this proposal support the acquisition of this area(TMK's 3-1-5-063-42 and43). It should also be realized that just as waterfront sites are prime locations for occupation today-they would have been historically. It is important that the many local people of Hawaiian origin whose ancestors would have fished at this site continue to have access, as well as others. (Many local people face food insecurity and need caught fish to feed their families.) Resource Value to be Futf![led:Protection of coastail areas and natural beauty: The site is exceptionally beautiful with ocean waves reachiing up through a blow hole as well as breaking against the many little islands just off-shore. This is the kind of scenic beauty that local residents treasure and tourists come to see. It is easily accessible both at the oceanfront and looking down upon it from Papic,Road (which becomes Government Beach Road). Building activity on these lots would obscure the view of this Lovely stretch of ocean and rocks and the blowhole, Intent/longterm vision/strategy: This site is at the bottom of the densely populated area known as Hawaiian Beaches and Hawaiian Shores subdivisions in P,ahoa. It is a rapidly growing area that provides housing to many individuals who work in Hilo and their families. It is one of the more affordable locations in Hawaii and serves a population that is heavily native Hawaiian. This would permanently ensure ocean access for these mainy residents including local fisherman. These residents have very few options for ocean access. Most of the accessible waterfront is in private ownership. This is a unique opportunity,for very little money,to acquire these lots as they become available to stitch together public space that would be enjoyed by many thousands each year. Together the direct waterfront parcels have a tax assessed value of$477,200, The proposal also includes the lots between the waterfront parcels and the adjoining road (Papio Street which becomes Government Beach Rd). The acquisition of the Mauka parcels would provide some ....................................... parking back from the oceanfront as well as ensure that houses would not be crowding the oceanfront. The combined tax value of those lots is$289�,600. The properties witl have to be acquired as they become available. If approval has already been given by the commission,given the relatively low values,in is hoped that funding will be available on a timely basis for acquisition, Getting any of them into public ownership would be good and development for public purposes can be done overtime as they become available. It is recommended that the site be left in a relatively natural state. The upper,steep areas should be cleared of invasive species and planted with Naupaka that is both indigenous and grows well close to the ocean. The parcels already have significant areas of Naupaka so this should not be difficult. If the Papio St parcels can be secured,an area on them should be cleared for parking. The neighborhood surrounding these lots has many public spirited, retired individuals who would be willing to do the necessary clearing of invasive species and keeping the property up. I recently was named kahu 'ciina or cultural steward of Wai,akahil'ula Beach Park, where it is my kuleana to not only care for the traditional sites of the old fishing village, but to lead ceremonies and Hawaii protocols at the park. khave since formed a group with Kumu Hula Taup6uri Tan and called Kawai'ula, in which we are training individuals of Puna, to lead kipaepa,e, or Hawaii cultural ceremonies with, a focus on Waiakahi'ula. One the the tasks of this,group is to form connections with the akua, or elements, of Waiakahi'ula, which includes Ka:nialoa, our akua of the sea, Ku'ula:kai, our akua of fishing, and many more. The properties being spoken of in this document would allow us easy access to these akua, and well as their kino lau, or plant forms (naupaka, limu, etc). My 'ohana has used the areas mentioned in this document for fishing since I was a child and continue to use them for these same purposes today. We often feared that these properties would eventually become developed, and access to our fishing trails would be cut off. We've seen it happen with numerous areas along the cliffs already, so I am seeing this as a way to prevent this from happening again in the near future. I also have personally observed other public usage as follows: I have seen many families, Native Hawaiian and other locals alike, utilizing these properties to access the ocean for fishing purposes. I can only hope that with PONC purchasing these lots, these practices can continue. Other reasons that I support this acquisition are,: The primary reason I have am supporting this acquisition again has to do with protecting these areas from further development so that future generations can continue to utilize these spaces. Over the 15 years that this author has visited the site it has been kept cleared and clean, Eliminating the invasive species and replacing there with rapidly growing Naupaka should'minimize continued clearing requirernenits, Clearing is in the best interests of adjoining property owners whose homes overlook these lots. It couild reasonably be assumed that they would hiaip make sags that the properties remained clear of aggressive invasive species. Trash has also been minimal. Most queers of the site leave nothi�nig behind. How wouited this proposed acquisition benefiitthe generat paubtic? Securing;permanent access to oceanfront property this is already getting high levels of usage from local residlents as well as usage by tourists. Question 2, Describe any significant historic, cutturat or naturat resources on this property, This site would have been,part of the native Hawaiian village,Waiakahi'uta. It continues to be used by both people of native Hawaiian ancestry as well as the general public for fishing and sightseeing purposes. The blow hole and little islands have scenic value. Given its importance to local fishermen now, it is likely,that it would have been a prime fishing site historically. Question 3.Describe any significant relationship to larger historical,cultural and/or natural landscape. The County has already recognized the historical importance of the area in renaming Kahakali Park as Waikahi'uta and preserving the archeological artifacts at that site. This area is about 500 feet away from the park and would have been part of the original village which continued down the coast to at Least the area known as Honolulu Landing and already recognized by PONC as a property for acquisition. Attachment A-1 shows the relationship between this proposed area,the County park,the concurrently proposed area to be protected under a separate proposal and Honolulu Landing. Question 4. Describe the level of urgency. The 3 properties first listed are oceanfront property and thus high priority for development. The2 properties behind them, also in the application, have an unobstructed ocean view and white complicated to develop because of a steep slope at the Papio St end could be lost to development at any time. Having the County ready to buy whenever the owners decide to sell would help protect the future of this unique site. Question 5. describe any special opportunities for acquisition that presently exist. We are unaware of any special opportunities and with the relatively low value of these individual Lots and uncertain potential acquisition dates, co-funding is probably not likely,unless it were to come from local community members on a case-by-case basis. Question 6.Have partnerships with other government agencies or private or nonprofit entities been Identified to,leverage resources? Given the uncertainty as,to when owners will become ready to sell and the relatively tow cost of any individual tot, no effort has gone into finding leveraged funding. Question 7. Are prop"easements available for acquisition? It would be unlikely that these Properties would be available for control through easements. Question 8. Are there any covenants,encumbrances,restrictions or easements on the property? Unknown, Question 9. Describe any known hazards on,the property. Like almost all of the Eastern coast of Hawaii Island the properties are lava covered and include vertical drops into the ocean. The risks of this situation are obvious and commonplace in this area. ...........
