Dear Commissioners,
About 3 1/2 hrs into your Planning Commission Hearing last week Thursday, Feb 20th, Commissioner De Francoexpressed concern over testifier, Laura Kahulamu's testimony in which she voiced her concerns about 15 minuteSmart Cities and AI. The County Planner, Ms. Morrison, assured Commissioner De Franco that the Hawaii CountyGeneral Plan 2045 does not mention any Smart Cities or AI.However. on page 19 of the Glossary there's a definition for Smart Growth and that definition, in my opinion, is theframework for 15 minute smart cities. Also on page 87 to 90, Objective 13, Increase the Use of Smart GrowthPrinciples..... All you need are your track and trace devices like your Smart phone or your Smart chip embedded inyour hand, or your EV or even your Smart Meter. Add a whole bunch of facial recognition machines all over andvoila, there you have your Smart 15 minute city. They can shut your EV down, if youre traveling too much, they canlock you up in your apt bldg during a pandemic and they can refuse your purchases at the food store if your creditscore sucks like Communist China.If you think that what I am saying is too far fetched, well remember when Lahaina, Maui was incinerated in August2023? Well some very astute investigators found out that Hawaii's very own, Governor Green MD had already setup.plans, previous to the fire, to turn Maui and specifically Lahaina into a Smart City. He has already held about 1or 2 Smart City Conferences on Maui and he has been making trips to the UN to report on his Smart City progress.This is alarming, in my opinion. So I strongly urge you to take Laura's testimony seriously. We dont want any Smart15 minute cities or AI tracking and Tracing us in Hawaii County.
Also, I believe that your Climate Change Chapter has a lot to do with 15 minute Smart cities. One large catastrophicevent like what happened in Lahaina and what is currently happening to LA with the fires and now flooding andlook whats happening to their future, both have plans for Smart City Development.
As far as the Ahupua'a, I dont have the expertise to provide a definition for the Glossary however I can tell from itssparse definition, that not many Hawaiians with tons of knowledge on this subject have read this document. Pleasefind someone who really knows this land use system to help with a better more comprehensive definition.TheAhupua'a land use system is such an important part of Hawaii's existence that not only does it need a betterdefinition BUT it needs its own Chapter in this General Plan 2045.
Bottomline, it really disappoints me that you must make a favorable recommendation for this plan.
