COUNTY OF HAWAI`I GENERAL PLAN 2045
Discussion and action on the County ofHawai`i General Plan 2045, Final Recommended
Draft dated July 2024, transmitted by the Planning Director. The General Plan is the primary
policy document for the long-range comprehensive development of the island of Hawaii.
The General Plan shall contain a statement of development objectives, standards and
principles with respect to the most desirable use of land within the county for residential,
recreational, agricultural, commercial, industrial and other purposes which shall be consistent
with proper conservation of natural resources and the preservation of our natural beauty and
historical sites; the most desirable density of population in several parts of the county; a
system of principal thoroughfares, highways, streets, public access to the shorelines, and
other open spaces; the general locations, relocations and improvements of buildings, the
general location and extent of public utilities and terminals, whether publicly or privately
owned, for water, sewers, light, power, transit, and other purposes; the extent and location of
public housing projects; adequate drainage facilities and control; air pollution; and such other
matters as may, in the council's judgment,promote the general welfare, health , and
prosperity of its people.

Action: Vice Chair Louis Daniele moved to forward an unfavorable recommendation to the
County Council, however, the motion failed due to a lack of a second. [YOUTUBE

Commissioner Wayne De Luz moved to forward a favorable recommendation to the
County Council [YOUTUBE TIMESTAMPED 3:56:08] and the motion was seconded

Chair Dennis Lin explained that the recommendation motion on the draft Plan to the County
Council will remain open for several months until the final review meeting. This allows the
commissioners to propose subsidiary motions for changes, such as additions, deletions, or
replacements, to refine the draft. At the final meeting, the Commission will vote on the main
motion and then submit its recommendation to the County Council.
Subsidiary Actions:
1) Commissioner Wayne De Luz moved to amend the main motion that the flow chart on
Page 31, named Figure 2 `Comprehensive Review Process' provide more detail in the
`Planning Commission Review' box and clarify that the Planning Commission only
reviews and the County Council has the final approval of the General Plan. [YOUTUBE

3) Chairman Dennis Lin moved to amend the main motion to add examples and
explanations on the incentives the County provides within the Draft General Plan.

following language at the end of the second sentence in the section on Authority Limits
of the General Plan on page 29, by inserting the following language "and no authority
over lands governed by the Department of Hawaiian Home Lands"to read"Further, it
contains no authority to change previously existing subdivisions or zoning, and no
authority over lands governed by the Department of Hawaiian Home Lands."

following sentence on page 217, in the second paragraph of the section on Community
Development Plan Framework: "All communities, including North and South Hilo and
North Kohala, shall have an updated community plan and shall have Community

The motion to insert on page 217, in the second paragraph in the section titled
"Community Development Plan Framework"the following sentence "All communities,
