AMENDED), RELATING TO ZONING DISTRICT REGULATIONS FOR
MEETING FACILITIES, CHURCHES, TEMPLES, SYNAGOGUES, AND
COMMUNITY BUILDINGS
Aloha Chair Danielle, Planning Commissioners, and Director Jeff Darrow-
The Director did not advertise any community meetings for the public to ask
questions about these significant amendments to the zoning code. I have questions
that I am going to ask the Director, as this appears to be my only opportunity.
As you are aware, my next-door neighbor, Hui Ho'oleimaluo advertises that
they provide opportunities for STEAM [Science, technology, Engineering, Art, and
Math] skill building, place-based learning, and community engagement through the
maintenance and management of loko i`a ecosystems"' on three contiguous parcels,
named "Kaumaui", in Keaukaha in the residential zone where on and off-street

My questions are:
1. Will this proposed Bill for a zoning Ordinance, in its present form, allow Hui
Ho'oleimaluo to hold community gatherings and meetings for up to 75
attendees twice a week, (three parcels), permitted as of right in the single-
family zone under "Section 25-4-17(c): "A meeting facility only au-Plies on
building sites that have Gatherings more than two times per week
with more than 25 attendees"?
2. How would the department's zoning enforcement officers count heads in the
event of an inspection and determination that there appeared to be too many
attendees (see photo of gathering milling around)?

4. Can you give me some examples of how an injured neighbor could produce
prima facie evidence sufficient to count heads for your department's zoning
officers to act and enforce a violation of the zoning code?
