POLICE CHIEFS REPORT ON DEPARTMENT ACTIVITIES Including, but not limited to: • Crime Report • Traffic Report • Personnel Report • Finance • Commendations • Other Department Activities UNFINISHED BUSINESS • The Police Commission's Permitted Interaction Group, formed to investigate proposed amendments to the Police Commission Rules of Practice and Procedure, will present its findings and recommendations. Hawaii Police Commission Meeting Agenda May 16, 2025 Page 2 NEW BUSINESS • Correspondence No. 25-06: Memorandum from Mayor Alameda regarding county identification cards for volunteer board, commission, and committee members. • Correspondence No. 25-07: Save the Date for the 69t" Annual Hawaii State Law Enforcement Officials Association (HSLEOA) Conference. • Correspondence No. 25-11 : Moanike'ala Muna expressed concerns about Child Welfare Services, foster youth investigations, and procedural issues. • Discussion regarding the Memorandum of Understanding between the Hawaii Police Department and Homeland Security. EXECUTIVE SESSION (CLOSED TO THE PUBLIC) For the following agenda items, the commission will meet in executive session to consider charges against officers or employees of the police department, where matters affecting privacy will be involved, to consider sensitive matters related to public safety, and may consult with the board's attorney on questions and issues pertaining to the commission's powers, duties, privileges, immunities, and liabilities pursuant to HRS 92-5 (a)(2)(4)(6) and the Hawaii County Charter Section 13-20 (b). REQUEST FOR REPRESENTATION BY CORPORATION COUNSEL (EXECUTIVE SESSION — CLOSED TO THE PUBLIC) • Correspondence No. 25-05: Kameanui Tripp-Gouveia and her minor daughter v. County of Hawaii, ET AL., in Civil No. 24-00454. CONSIDERATION AND INVESTIGATION OF COMPLAINTS (EXECUTIVE SESSION — CLOSED TO THE PUBLIC) • HPC 25-01: Complainant alleges an officer used unnecessary physical force. • HPC 24-42: Complainant alleges violation of the collective bargaining agreement and prohibited practices (cont. from 1/24/25). The Police Commission's Permitted Interaction Group, formed to review complaint no. HPC 24-42 will present its findings and recommendations. Deliberation and decision-making on the findings and recommendations, if any, will occur at a future meeting. • HPC 25-02: Complainant is unsatisfied with the investigation into her complaint (cont. from 2/21/25). • HPC 25-12: Complainant is unsatisfied with the officer's report, alleging misclassification (cont. from 2/21/25). • Review requests to reconsider the commission's decision to decline investigations of complaints that do not comply with Rule 6. ADJOURNMENT Submitting Written Testimony: Written testimony may be submitted via email at Charisse.Correa@hawaiicounty.gov, by mail, or in person to the Police Commission's office at 101 Pauahi Street, Suite 9, Hilo, Hawaii 96720. Written testimony must be received by 12:00 noon, two business days before the meeting to ensure timely delivery to the Commission. Oral Testimony: Testimony must be related to an item on the agenda. The Commission will hear public testimony at the beginning of the meeting or when the respective agenda item is called, or as allowed at the sole discretion of the Chair. Testifiers will be limited to five (5) minutes; please plan accordingly.
