A. STRATEGIC PLAN UPDATE AND REQUEST FOR INPUT:
1. Provide a status update on working sessions held with DWS staff subsequent to the March 23 Board
meeting. These working sessions were held with staff on March 24, April 6 and April 20.
2. Present the Draft Strategic Plan to the Board. Topics to be covered include:
• Board Strategic Direction - confirmation of long range goals provided by the Board during the
March 23 meeting.
• DWS Draft Issues, Goals and Strategies - presentation of DWS issues and goals associated with
the Board's Strategic Direction and presentation of draft strategies to accomplish stated goals.
• Key Performance Indicators - discussion of how DWS will measure its performance in carrying
strategies forward.
• Core Values - discussion of proposed DWS organizational values.
• Work Functions - discussion of existing and future DWS work activities.
• Organizational Impacts - discussion of potential DWS organizational changes that may be
required to successfully perform future work functions.
3. Solicit input from the Board regarding the above topics and seek endorsement of progress and made
to date.
4. Identify Next Steps in the Strategic Planning process.

Next Meeting: The next meeting of the Water Board will be held on May 25, 2004, 10:00 a.m., in the
Royal Kona Resort, Discovery Room.
