A. JOB NO. 2004-852, KEONEPOKO NUI DEEP WELL NO. 1 REPAIR
(WELL NO. 3188-01):
Bids for this project were received and opened on March 10, 2005, at 2:00 p.m.; and
following are the bid results:

Project Scope: This project consists of installation of new column pipe, line shaft, and pump,
and also the installation of the existing discharge head and motor.
Project Cost:
1) Low Bidder (Beylik Drilling & Pump Service, Inc.) $178,972.50
2) Construction Contingency (12 %) 21,027.50
Total Construction Cost: $200,000.00
Funding for this project will be from the Department's C.I.P. budget. The contractor will
have 180 calendar days from the date of Notice to Proceed to complete this project.
RECOMMENDATION: It is recommended that the Board award the contract for JOB
NO. 2004 -852, KEONEPOKO NUI DEEP WELL NO. 1 REPAIR (WELL NO. 3188 -01), to

the lowest responsible bidder, Beylik Drilling & Pump Service, Inc., for their bid amount of
$178,972.50 plus $21,027.50 in construction contingency for a total contract amount of
$200,000.00, subject to review as to form and legality of the contract by Corporation
Counsel.
B. JOB NO. 2000-767, CONSTRUCTION OF THE OLAA NO.6 EXPLORATORY WELL:
The contractor, Water Resources International, Inc., requests a 29 working -day time
extension. This request is due to:
7 working -days due to shipping delays for casing material;
5 working days due excessive bailing of loose material in the well;
12 working -days due to complications of grouting the casing resulting from cascading water
in the well; and
5 working days for rainout.
Staff has reviewed the request and finds that the 29 working days are justified.
RECOMMENDATION: It is recommended that the Board approve a contract time
extension to Water Resources International, Inc., of twenty -nine (29) working days from
April 8, 2005, to May 19, 2005, for JOB NO. 2000 -767, CONSTRUCTION OF THE OLAA
NO. 6 EXPLORATORY WELL.
6) MISCELLANEOUS:
A. DEDICATION OF WATER SYSTEMS:
The Department received the following documents for action by the Water Board. The water
systems have been constructed in accordance with the Department's standards and are in
acceptable condition for dedication.

RECOMMENDATION: It is recommended that the Water Board accept these documents
subject to the approval of the Corporation Counsel and that either the Chairman or the
Vice - Chairman be authorized to sign the documents.
B. VEHICLE AND EQUIPMENT BID NO. 2004-08, FURNISHING AND
DELIVERING VEHICLES AND EQUIPMENT TO THE DEPARTMENT OF
WATER SUPPLY:
The contractor, Clark Automotive Group, Inc., dba Island Chevrolet, requests a 30- calendar
day time extension for Part "G" of their contract. This was due to a typographical error in
their original bid proposal.
Staff has reviewed the request and finds that the 30- calendar day extension is justified. This
is their first time extension request for the contract.
RECOMMENDATION: It is recommended that the Board approve a contract time extension
of thirty (30) calendar days from March 25, 2005, to April 24, 2005, to Clark Automotive
Group, Inc., dba Island Chevrolet, for Part "G" of VEHICLE AND EQUIPMENT BID
NO. 2004 -08, FURNISHING AND DELIVERING VEHICLES AND EQUIPMENT TO
THE DEPARTMENT OF WATER SUPPLY.
C. MONTHLY PROGRESS REPORT:
Review of progress report of projects.
D. REVIEW OF MONTHLY FINANCIAL STATEMENTS:
Review of financial statements and information.
E. ASSIGNMENT OF DEPUTY CORPORATION COUNSEL, AMY SELF, TO
WATER BOARD:
A separate Deputy Corporation Counsel will be assigned to the Water Board. The
Department of Water Supply will have its own Deputy Corporation Counsel for counseling,
drafting, and general advice.
F. JOB NO. 2003-829, WATER MASTER PLAN AND WATER RATE STUDY:
(Refer to attached Change Order No. 2.) R. W. Beck, Inc., has submitted a change order
proposal for additional work. Staff has reviewed the proposal and recommends acceptance of
the items, with the exception of Task 2 -21 in the amount of $24,000.00. Funds for the
additional work are available.
RECOMMENDATION: It is recommended that the Board approve Change Order No. 2, as
submitted by R. W. Beck, Inc., with the exception of Task 2 -21 listed thereon, for a total
amount of $197,000.00 for JOB NO. 2003 -829, WATER MASTER PLAN AND WATER
RATE STUDY, and further that the Adjustment to Project Schedule, detailed on Page 4 of
the proposal, be accepted.

G. EXECUTIVE SESSION:

The purpose of this meeting is to consult with the Board's attorney on questions and
issues pertaining to the Board's powers, duties, and liabilities, as authorized by Hawaii
Revised Statutes, Section 92 -4 and 92- 5(a)(4).

The purpose of this meeting is to consult with the Board's attorney on questions and
issues pertaining to the Board's powers, duties, privileges, immunities, and liabilities, as
