Subject: Comments Regarding Planning Department Recommendation Report
RE: Special Permit Application No. PL-SPP-2025-00089- To construct and operate a
church and related improvements
Applicant: His House of Prayer and Praise

Dear Chair Daniele and Members of the Windward Planning Commission,
Our client has received and reviewed the Planning Department's background and
recommendation reports. We appreciate the Planning Director's positive recommendation and
the time and consideration the Planning Department put into reviewing this application and
preparing their recommendations. The applicant would like to request a slight revision to one of
the Planning Director's recommended conditions. Condition 7 states the following:
The Applicant shall install, construct, and maintain improvements for Fire Department
Access Road(FDAR) access to the permit area and fire suppression improvements,
including but not limited to on-site water storage, as required by the Fire Department.
Upon successful completion of the improvements and prior to the commencement of the
proposed use, the Applicant shall provide the Planning Department documentation from
the fire Department that the improvements meet Fire Code standards.
It is noted that a fire hydrant is located at the corner of 21"Avenue and Paradise Drive, less than
100 feet from the subject parcel and the Hilo Fire Department has not commented that on-site
water storage for fire suppression is necessary. We request that the language of this condition be
amended slightly to read as follows:
The Applicant shall install, construct, and maintain improvements for Fire Department

including but not limited to on-site water storage, as--ifrequired by the Fire Department.
Upon successful completion of the improvements and prior to the commencement of the
proposed use, the Applicant shall provide the Planning Department documentation from

The requested revision allows the Fire Department to make the determination whether on-site
water storage is necessary. Otherwise, the applicant is in agreement with the Planning Director's
recommended conditions.
