HomeMy WebLinkAbout2025 CDBG Public Notice #3 PUBLIC NOTICE COUNTY OF HAWAII 2025-2029 CONSOLIDATED PLAN AND 2025 ACTION PLAN FOR THE USE OF FEDERAL FUNDS FROM THE U.S DEPARTMENT OF HOUSING AND URBAN DEVELOPMENT (HUD) The Hawaii County Council has approved the submittal of the County of Hawaii’s 2025-2029 Consolidated Plan (CP) and 2025 Annual Action Plan (AP) to the U.S. Department of Housing and Urban Development (HUD) and has authorized the Mayor to execute and submit its 2025- 2029 CP and 2025 AP to HUD for its Community Development Block Grant (CDBG) program and Emergency Solutions Grants (ESG) program. 2025 COMMUNITY DEVELOPMENT BLOCK GRANT (CDBG) PROGRAM The County of Hawaii’s 2025 CDBG allocation is $2,743,195.00 plus $100,000.00 of anticipated program income (PI) from the Residential Repair program for a total of $2,843,195. To meet the County’s five (5) year CP, Priorities and Objectives, the following projects were included in the 2025 Action Plan: 2025 CDBG Projects Amount Arc of Kona - Kona Krafts Home Cesspool Conversion and Improvements $ 197,500.00 Mental Health Kokua - Hilo Hale Residence ADA Improvements $ 175,000.00 Ouli Ekahi Rental Housing - Wastewater Treatment Plant and Property Improvements $1,550,000.00 ARC of Hilo - Adult Day Care Facility Renovations and Expansion $ 400,000.00 Administration, Planning & Fair Housing $ 520,695.00 Total $2,843,195.00 The project amounts may be adjusted based on the actual funding, PI received, or if there are any canceled project(s) or reprogramming of CDBG funds. In its efforts to expedite and timely implement its projects, the public is advised that the County of Hawaii may utilize County funds for the Ouli Ekahi Rental Housing – Wastewater Treatment Plant and Property Improvements project to incur pre-award cost that will not exceed 25% of the current CDBG allocation ($685,000.00) under CDBG regulations 24 CFR 570.200(h)(1), Reimbursement for pre-award costs. EMERGENCY SOLUTIONS GRANTS (ESG) PROGRAM In PY2025, the County of Hawaii is receiving a direct allocation of ESG funds in the amount of $275,851.00. Funds will be utilized for homeless services and prevention. 2025 ESG Projects Amount ESG Projects Allocation $ 255,163.00 ESG Administration $ 20,688.00 Total $ 275,851.00 As required by the Housing and Community Development Act of 1974, as amended, the County’s 2025-2029 CP and 2025 AP will be available at www.hawaiicounty.gov/cdbg for public review from June 6, 2025 to June 13, 2025, and at the following locations Monday through Friday, 7:45 a.m. to 4:30 p.m., excluding holidays.
