HomeMy WebLinkAbout2005-11-22 Water Board AgendaDEPARTMENT OF WATER SUPPLY COUNTY OF HAWAII WATER BOARD MEETING AGENDA MEETING DATE: November 22, 2005 PLACE: Hilo Operations Center Conference Room; 889 Leilani Street, Hilo, Hawaii TIME: 10:00 a.m. 1) CALL TO ORDER - 10:00 a.m. 2) STATEMENTS FROM THE PUBLIC 3) APPROVAL OF MINUTES - Minutes of the October 25, 2005, Water Board Meeting 4) APPROVAL OF ADDENDUM AND /OR SUPPLEMENTAL AGENDA (if necessary) (Note: Addendum requires Roll Call Vote) 5) SOUTH HILO: A. JOB NO. 2005-869, NON - REVENUE WATER LOSS STUDY FOR HILO, PHASE I: The contractor, Fluid Conservation Systems, Inc. (FCS), has requested for a contract time extension of 120 calendar days due to the large number of leaks found in the initial phase of this study. See attached letter for details. Additional time will allow the Department to fix the major leaks and allow FCS to better evaluate the economic impact. This would be the first time extension to the contract. Staff has reviewed the request and finds that the 120 calendar days are justified. RECOMMENDATION: It is recommended that the Board grant this extension of contract time of 120 calendar days for JOB NO. 2005 -869, NON - REVENUE WATER LOSS STUDY FOR HILO, PHASE I, to the contractor, Fluid Conservation Systems, Inc. If approved, the completion date will be extended from November 30, 2005, to March 30, 2006. B. JOB NO. 2004-848, CONSTRUCTION OF THE KULAIMANO BOOSTER STATION IMPROVEMENTS: The contractor, Ed Higa General Contracting, requests a 17 working -day time extension due to the following: Page 1 of 5 11 -22 -05 Agenda.doc 6) • 7 working days due to additional work (Change order No. 1) • 10 working days for rain -out (See attached letter from contractor). Staff has reviewed the request and finds that the 17 working days are justified. RECOMMENDATION: It is recommended that the Board approve a contract time extension of seventeen (17) working days from November 23, 2005, to December 19, 2005, to Ed Higa General Contracting for JOB NO. 2004 -848, CONSTRUCTION OF THE KULAIMANO BOOSTER STATION IMPROVEMENTS. SOUTH KOHALA: A. JOB NO. 2004-851, CONSTRUCTION OF THE LALAMILO DEEPWELL D MOTOR CONTROLLER REPLACEMENT: One bid was received and opened on November 3, 2005, with the following results: Bidder Able Electric, Inc. Amount $193,108.20 The contractor will have 120 calendar days to complete the project. RECOMMENDATION: It is recommended that the Water Board award the contract for JOB NO. 2004 -851, CONSTRUCTION OF THE LALAMILO DEEPWELL D MOTOR CONTROLLER REPLACEMENT, to sole bidder, Able Electric, Inc., for the bid amount of $193,108.20 plus $6,891.80 for contingencies for a total of $200,000.00 and that either the Chairman or the Vice - Chairman be authorized to sign the contract, subject to review as to form and legality of the contract by Corporation Counsel. 7) MISCELLANEOUS: A. DEDICATION OF WATER SYSTEM: The Department received the following document for action by the Water Board. The water system has been constructed in accordance with the Department's standards and is in acceptable condition for dedication. 1. GRANT OF EASEMENT AND BILL OF SALE ESTATES OF MAUNA KEA (PHASE 1 & 2 AND DRIVEWAYS 1 & 2) aka KANAOA AT MAUNA KEA Subdivision Application No. 2000 -041 Grantor: Kohala - Woodvale Associates, LLC E.W.O.: 2004 -079 & 2004 -093 T.M.K.: 6-2-019:024,0-26,029 TO 036, INCLUSIVE Lots: 32 Zoning: RM -20 Facilities Charge: $201,600.00 (112 units @ $1,800.00) Paid: 12/21/92 Final Inspection Date: 11110105 Water System Cost: $585,166.00 Page 2 of 5 11 -22 -05 Agenda.doc RECOMMENDATION: It is recommended that the Water Board accept this document subject to the approval of the Corporation Counsel and that either the Chairman or the Vice - Chairman be authorized to sign the document. B. PROFESSIONAL SERVICES AGREEMENT: Professional Service Agreement contract for the following Department of Water Supply project is currently being considered. However, the project is not listed on the Department's current 5 -year Capital Improvements Projects list. 1) Job No. 2005 -881, Service Lateral Installation Plans Within State Right- of-Way This project is to provide the Department with the final plans to obtain permits to install service laterals within the State highway right -of -way and will be done on an as- needed basis. Currently, plans are being provided by Imata & Associates, Inc., at a cost of $3,000.00 plus surveying fees. The surveying fees are currently $600.00 for the Hilo and Puna districts, $800.00 for the Hamakua and Ka`u districts, and $1,200.00 for the Kamuela, Kohala, and Kona districts. Estimated yearly expense for plans and surveying - $60,000.00. Funding for the project will be from the Operations Division's contractual services budget. RECOMMENDATION: It is recommended that the Board approve the request to have a professional services agreement for Job No. 2005 -881, Service Lateral Installation Plans Within State Right -of -Way, subject to the results of the procurement process, and that either the Chairman or the Vice - Chairman be authorized to sign the documents, subject to approval of our Corporation Counsel. C. MONTHLY PROGRESS REPORT: Submission of Progress Report of Projects by Department (see attached). Department personnel will be available to respond to questions by the Board regarding the status /progress of any project. D. REVIEW OF MONTHLY FINANCIAL STATEMENTS: Submission of financial statements and information relating to the financial status of the Department. Department personnel will be available to respond to questions by the Board relating to the financial status of the Department. E. PROPOSED REVISION TO SERVICE LATERAL INSTALLATION CHARGES FOR STATE RIGHT -OF -WAYS: See attached options for a proposed change to the published Water Rates. Page 3 of 5 11 -22 -05 Agenda.doc RECOMMENDATION: It is recommended that the Board agree in concept to an option provided to revise the published Water Rates and that the Department schedule public hearings in 2006, for that purpose, to accept public input. F. WATER VARIANCES: Information to be provided by Manager regarding the procedures and authority in granting variance to the Subdivision Ordinance regarding water system construction. G. PRESENTATION BY R. W. BECK INC.: R. W. Beck, Inc., will provide the Board with an update of the Water Master Plan status. The update is for informational purposes and for discussion. See attached summary from R. W. Beck, Inc. H. WATER USE AND DEVELOPMENT PLAN: Mr. Jon Nishimura of Fukunaga and Associates will provide an update of the Water Use and Development Plan status. I. MANAGER'S REPORT: 1) The Manager will provide a report/update of the construction /status of the Kona Coastview/Wonderview Improvement District project. 2) The Manager will provide an update on the status of the projects undertaken by the USGS Drilling Program and will discuss participation in the Program in general. 3) The Manager will provide a report on Kona water quality and various steps being undertaken to improve said water quality, including the obtaining of corridors from various developers /private landowners. 4) Water Board Schedule for 2006 5) Letter to State of Hawaii, Department of Transportation J. CHAIRMAN'S REPORT: Chairman to provide comments and/or information relating to matters of concern to the Water Board. K. EXECUTIVE SESSION: The Board anticipates convening an executive meeting to consider the evaluations of the Manager, as authorized by Hawaii Revised Statutes, Sections 92 -4 and 92- 5(a)(2). A two - thirds vote, pursuant to HRS Section 92 -4, is necessary to hold an executive meeting. L. MANAGER'S EVALUATION: Discussion /Action on Manager's evaluation.
