Potable Water in Kawaihae – Established 7/23/2018 Goal unclear Founding member(s): Diane Kanealiʻi, Eddie Akau Source: 7/23/2018 SKCDP AC Minutes Dissolved Per 5/9/2022 minutes, Chair Ruth Smith requested clarification on the item regarding potable water in Kawaihae. Staff Heather Bartlett informed that there has been an ongoing concern with Kawaihae receiving water from Kohala Ranch, as it is a private source. She explained that their price of water is expensive, and the cost continues to rise, resulting in an initiative to connect to County water from Waimea. Vice-Chair Kevin McLaughlin also informed that there has been an issue with the ability to grant new leases to residents because they are limited by the amount of potable water that is available for new homes. Revised January 3, 2024 Puakō – Established 5/24/2010 Goal: Evacuation route out of Paniau Current member(s): Karen Anderson Founding member: Jeannie Palermo Source: 5/24/2010 SKCDP AC Minutes Most recent update: Per 11/8/2021 minutes, Committee Member Anderson – the State gave the County $1.5 million to fund the Puakō wastewater system, and with the County’s percentage of matched contribution, a total of $1.75 million is available. If the encumbered funds are not used by early middle 2022, then the monies will return to the Stateʻs coffers. It is Ms. Anderson view that the County is hesitant to take over and move forward as they do not want to be responsible for another treatment plant. Over the past six years, the Puakō Community Association has been working with the County, and various engineering firms to determine the best solution. It was determined that a good solution would be to create their own mini plant, similar to the one above Costco. There has been an ongoing discussion on whether the future plant would be operated by the county or a private entity and meanwhile the community is concerned about the encumbered funds expiring. Committee member Anderson asked if there was any way to extend the window they have to use the money. Committee Member Sanborn advised that they seek out other public or private connections to assist. He suggested reaching out to Cal Water, who has done sewage systems in Waikoloa. He explained that they may need to find an alternative option while they wait on a response from the County. Committee Member Sanborn will provide contact information for the manager at Cal water. Waimea – Established 5/24/2010 Goal: Kawaihae bypass, or as an alternative, walkways, and bikeways Current member: Bill Sanborn Founding member: Leonard Librizzi Source: 5/24/2010 SKCDP AC Minutes Most recent update: Per 11/8/2021 minutes, Committee Member Sanborn – The State has been in negotiations with the County to take ownership of Mamalahoa Highway through Waimea. The issue was raised that when the State takes over, they will no longer have the same connections with the State as they currently have with the County, with regards to problems such as pot holes, traffic safety, etc. Committee Member Sanborn would also like to find a way for them to be informed about the different road negotiations and their outcomes, that affect South Kohala, so that the community can be informed beforehand. Ms. Mercado suggested that Long Range Planner Natasha Soriano would be a good person to start with because she works closely with both the State DOT and DPW. Committee Members Sanborn and Hendricks were in favor of setting up a meeting with Ms. Soriano.
