NOTICE IS HEREBY GIVEN of the following matters to be considered by the Transportation Commission
of the County of Hawai‘i in accordance with the provisions of Chapter 91 and 92, of the Hawai’i Revised
Statutes, and Chapter 18, Divisions 2 and 3 of the Hawai’i County Code.

NOTICE REGARDING INTERACTIVE CONFERENCE TECHNOLOGY (ICT): This meeting will be
held by Interactive Conference Technology (ICT) through Zoom conferencing technology pursuant to Hawai‘i
Revised Statutes 92-3.5. If internet connection is lost, the public meeting will be automatically recessed to
restore communication. If lost connection exceeds 30 minutes, the meeting will be terminated.
SUBMITTING ORAL OR WRITTEN TESTIMONY: The public may attend at the location address
provided above and if interested, provide oral testimony in person or by Zoom. To provide oral testimony
please email heleonbus@hawaiicounty.gov or call 808-961-8744 to obtain meeting login information. To
ensure timely delivery to Commissioners prior to the meeting, written testimony must be received no later than
12:00 noon on the business day prior to the meeting by: (1) email: heleonbus@hawaiicounty.gov (2) fax: 808-
961-8745; or (3) mail/walk-in: Mass Transit Agency 2299 Ho’olaulima Road, Hilo HI 96720. Please indicate
agenda item submitting for and submit separate testimony for each item. All written testimony, regardless of

PUBLIC COMMENT ON AGENDA ITEMS: Comments may be made either during the public comment
portion of the agenda or just prior to the relevant business item. Comments will be limited to three (3) minutes
in length per agenda item.
MEETING MATERIALS/BOARD PACKET: Pursuant to Hawaiʻi Revised Statutes Section 92-7.5, the
meeting materials provided to members of this commission for this meeting is available for public inspection

Interested persons who want to provide oral testimony on any agenda item may do so now, or at the

6. OLD BUSINESS
1.) Hearing on revocation of Certificate of Public Convenience and Necessity, certificate number
CH622 issued to Branden Henson dba B.H. Taxi, for failure to renew his taxicab license by June
30, 2024.
7. NEW BUSINESS
1.) Review Sunrise Taxi’s application for a NEW Certificate of Public Convenience and Necessity to
operate in the County of Hawai’i (Tom Diaz will be present on behalf of Sunrise Taxi).
8. MASS TRANSIT ADMINISTRATOR’S REPORT
Follow up:
Report on timeliness of bus pick up and drop off at Hilton Waikoloa.
Report of the minimum conditions a taxicab must meet before receiving a taxicab license
pursuant to Hawaii County Code, Section 18-37.9.
Update on Hele-On’s fare-free program, which currently has an end date of December 31,
2025.
New report:
Report on the County’s inspection of its new Gillig buses and Promaster vans conducted in
April 2025.
Construction of a new bus shelter at Mohouli senior housing in April 2025.
Mass Transit Agency employees received training in May 2025 regarding Title VI of the
Civil Rights Act of 1964, which prohibits discrimination based on race, color, or national
origin in programs and activities that receive federal funding, including transportation.
Mass Transit Agency’s participation in the Center for Transportation and the Environment’s
June 2025 Zero emission conference.
Update on Kona transportation hub progress.

Update regarding the improvement of the County’s bus stops and bus shelters.
Update regarding the arrival of 8 Hometown diesel buses.

Update regarding Albizia tree roots causing plumbing issues at Mass Transit Agency’s Hilo
base yard.

Commissioners to discuss date of next meeting, which will be sometime between September 22,
2025, through September 26, 2025.

lobbyist means "any individual engaged for pay or other consideration who spends more than five hours
in any month or $275 in any six-month period for the purpose of attempting to influence legislative or
administrative action by communicating or urging others to communicate with public officials." {Article
