This meeting will be held through a combination of some board members being physically present
at the meeting location and some members participating in an interactive video conference

1. CALL TO ORDER/ROLL CALL:
Commissioners attending the meeting from private locations shall advise if any
person is with them (except for the names of minors).
2. STATEMENTS FROM THE PUBLIC ON AGENDA ITEMS:
Interested persons who want to provide oral testimony on any agenda item may
do so now, or at the time the specific agenda item is called.
3. PRESENTATION:
a. Presentation by Chuck Flaherty on the Hawai’i County draft General Plan
2045, Comprehensive Review as it relates to public access, recreation,
trails, cultural and environmental resources.
4. NEW BUSINESS:
a. Discussion and Decision-making: The Commission intends to discuss and
decide on a written draft for testimony to submit to the Hawaiʻi County
Council regarding the Hawaiʻi County Planning Department’s “Final
Recommended Draft General Plan 2045” and its recommendations relating
to the preservation of subsistence hunting, fishing and traditional and
cultural gathering rights.

6. ADJOURNMENT.
Executive Session: This Commission anticipates it may convene in one or more executive
sessions regarding the above matters listed on the agenda, pursuant to HRS Sections 92-4 and
92-5 (a)(4), for the purpose of consulting with the Board’s attorney on questions and issues
pertaining to the Commission’s powers, duties, privileges, immunities, and liabilities. A two-thirds
(2/3) vote pursuant to Hawai‘i Revised Statute Section 92-4 is necessary to hold an executive
session. Executive sessions are closed to the public.
Note: This meeting shall be automatically recessed for up to 30 minutes to restore communication
when audiovisual communication cannot be maintained with all Commission members
participating in the meeting or with the “in-person” location identified in this agenda. This meeting
may be in-person when either audiovisual communication is restored, or audio-only
communication is established after an unsuccessful attempt to restore audiovisual
communication. If it is not possible to reconvene the meeting as provided in this subsection within
30 minutes after an interruption to communication, the remaining items on this agenda shall be
continued to the next meeting.

Notice to lobbyists: If you are a lobbyist, you must register with the Hawaiʻi County Clerk within
five days of becoming a lobbyist. \[Chapter 2, Article 15, Section 2-91.3(b), Hawaiʻi County Code.\]
A lobbyist means “any individual engaged for pay or other consideration who spends more than
five hours in any month or $275 in any six-month period for the purpose of attempting to influence
legislative or administrative action by communicating or urging others to communicate with public
officials.” \[Chapter 2, Article 15, Section 2-91.3(a)(6), Hawaiʻi County Code.\] Registration forms
