I. Call to Order
The meeting was called to order by Chair Greenwell at 10:00 A.M., in the Kona Meeting
Room, Department of Liquor Control, Hanama Place, 75-5706 Kuakini Highway, Suite 107,
Kailua-Kona, Hawaii.
The following were present and constituted a quorum:

Lanikai Brewing Company that wholly owns LBC Volcano LLC (Limited Liability
Company).
Greenwell: Okay, describe your business, please.
Haumschild: Our primary business is beer and alcohol production, but we also have a
restaurant group on Oahu and building a few other restaurants. This particular one is
taking over the former `Ohelo Cafe space, and it will be just a restaurant location that
serves our beer, alcohol, locally -sourced foods.
Gonzalez: What kind of food are you going to be serving?
Haumschild: We have a wood fire pizza oven which is what we also have on `O`ahu,
that will be the initial primary purpose will be starting with pizzas to keep it simple, and
then expanding from there.
Greenwell: Have you received the application report?
Haumschild: I did prior to the first hearing, yes.

Haumschild: No.

Ueoka, on behalf of Duke's Kona. Present to my right, Mr. Dylan Ching, he is the Vice
President. We have no changes to the investigator's report. This is for a restaurant to
open in the existing Outrigger Kona Resort and Spa, similar restaurant to our other
Duke's restaurants in Waikiki, Kauai, and Maui as well. We're looking to open in March
2026, so we're asking to get the approval right now so we can hopefully go through final
inspections smoothly and get the restaurant open in March.

Ueoka: Yes, at Outrigger, it was there before, yeah the one right by where they look at
the manta rays, I think overlooks Keau hou Bay, yes.
Gonzalez: Mr. Ueoka, that's the next item that we have you to clarify because the hotel
is also your client?
Ueoka: Correct, I do represent Outrigger as well.

Ueoka: Robert Ueoka on behalf of Outrigger Kona Resort and Spa for a reduction
which corresponds with the Preliminary Hearing matter for Duke's Kona.
Greenwell: Commission, is there any discussion or questions?
Nishimoto: I have a question, a reduction of 24,000 square feet, so how much does
that leave you?
Ueoka: We have the hotel license so it's huge, I mean I think the property is several
acres, so we still have a lot of space.
Gonzalez: Mr. Ueoka, so this is just to document that Duke's is applying for a license
for the restaurant space that was formerly Rays on the Bay which is approximately
24,000 square feet?
Ueoka: Correct.
Gonzalez: And they're not taking over the whole hotel?
Ueoka: Not at all, just the restaurant space.
