HomeMy WebLinkAboutCommunication No. 2024-10 Letter of Endorsement by the HCDP Action CommitteeLETTER OF ENDORSEMENT BY THE HAMAKUA COMMUNITY DEVELOPMENT PLAN ACTION COMMITTEE FOR NOMINATION OF PROPERTIES TO THE PUBLIC ACCESS, OPEN SPACE AND NATURAL RESOURCES COMMISSION FOR CONSIDERATION OF ACQUISITION BY COUNTY OF HAWAII
This Letter is an expression by the Hamakua Community Development Plan Action Committee of concurrence toward the nomination of the Properties located at 27-920 Old Mamalahoa highway 27-870 Old Mamalahoa Highway and identified by Tax Map Key of 2-7-11:01 & 2-7-10:27, to the Public Access, Open Space and Natural Resources Commissionfor consideration of acquisition by County of Hawaii. Each property is approximately 40 acresand owned by Na Aina Kai Botanical Garden (Kauai) and located in the Kawainui and OnomeaAhupua’a of the Big Island. It is found by this Hamakua CDP Action Committee that this nomination satisfies the intent of the Hamakua Community Development Plan in envisioning the collective goals of Hamakua’s future. Acquisition by the County of Hawaii of the properties identified, in service to the purposes and vision to which the PONC process is committed, also is found to serve those ideals which are inscribed in the Hamakua Community Development Plan. Those Ideals are described in the Introduction to the Hamakua CDP:
Section 1.1.3: What does the Hamakua CDP do? — Protects coastal areas, agricultural land, and Mauka forests from development
— Protects open space, areas with natural beauty, and scenic view planes
— Guides the development of programs to strengthen protections for coastal and agricultural lands as well as open space and view planes
— Preserves historic resources
— Guides the restoration of historic sites and buildings, the retention of village and town character, and the documentation of oral, written and video histories
— Guides the expansion of lands held in public trust
— Ensures appropriate public access to the shoreline and Mauna forests
— Guides the development of a regional network of trails
— Guides collaborative stewardship and enhancement of coastal and forest ecosystems, cultural resources, agricultural lands, public access, and trails.
This Hamakua Community Development Plan Action Committee identifies that these foundational intentions of this Plan are remarkably well served by County of Hawaii acquisition toward the ideals embodied in the Public Access, Open Space and Natural Resources Commission.
This Hamakua Community Development Plan Action Committee enthusiastically endorses nomination of the properties described above to the Public Access, Open Space and Natural Resources Commission process toward acquisition by the County of Hawaii.
