FIRE CHIEF’S REPORT
August 13, 2003
Presentations
• Introduction of 29th Firefighter Recruit class members
• HazMat Demonstration
• Firefighter Recruit Training Video
Budget
• Possible 10% budget reduction in EMS Program for FY 2003/04.
Alternative Funding and Grants
• 2003 Action Plan Community Development Block Grant (CDBG) Program: $150,000 awarded
for design and planning of new Pahoa Fire Station. Looking at 56 acre parcel behind current
fire station.
• Department of Transportation Safe Communities Highway Safety Program: Awarded $44,000
for purchase of power extrication tools for Kaumana and Kawailani stations.
• Hilo Shippers Wharf Trust: Will be submitting grant proposals to purchase public education
burn trailer, that will assist in fire prevention and safety issues presentations.
Capital Improvement Projects
• Kalaoa: No changes.
• Fire Admin: Site review in East Hawaii.
• Training Facility: Site review in East Hawaii.
Promotions and Hiring
• Second hire of Firefighter Recruits effective August 1, 2003.
• Promotion of Glenn Maesato to Chief Mechanic effective August 18.
• Upcoming internal recruitments: FASO, FRS, Prevention Inspector, Fire Dispatcher, Fire
Mechanics.
• Statistical information from Civil Service on Firefighter recruitments:
o Percentage of repeat applicants: 10%
o Applications received during current 2003 recruitment: 519
o Applications received during prior recruitment: 815
o Percentage of females vs. male applicants: 5% female vs. 95% male
o Numbers of latest police recruitment: 194 applicants
Operations Division
• Initiation of quarterly meetings with Division Heads.
• KMC Closure Update: Submitted formal request to U.S. Army to extend closure date to
January 2005.
• Ocean View Station update. No requests received for transfers.
• Invitations to all Commissioners to be on judging panel or attend Leadership Development
graduation:
o August 20 / 1330 – Schultz Siding
o August 21 / 1330 – Schultz Siding
o August 25 / 1330 – Kona police station
Prevention Division
• Contract renewed for BC Kihara to October 28, 2003.
• Ongoing Fire Inspector shadowing with Honolulu Fire Department.
• Honolii Fire Update: Both inspectors (Fire & Insurance Company) working on trying to come to
consensus on origin of fire. Right now, could be one of two different points of origin.
EMS Division
• EMT class progressing.
• Working on a partnership MOU to give medic unit to EMS Training Center.
Volunteer Training
Volunteer Fire Chief’s meeting held July 19th:
• Thanks to commissioners for attending
• Letters of encouragement for volunteer chief’s/companies
Fire Auxiliary Services
New Projects/Business
• RMS training ongoing - August 11-13, 2003.
Public Relations
• American Cancer Society Relay for Life on July 19-20: Raised $831.
• Ongoing Hawaii Island United Way/KTA Bag Brigades:
o August 2: KTA-Keawe (raised $771)
o August 16: KTA- Waimea
o August 23: KTA-Puainako & Keauhou
o August 30: KTA-Waikoloa
• Fire Prevention Week: October 11, 2003 in Hilo.
