Request that union representative sit in on discussion during executive session. Dispatch Presentation Overview of Dispatch operations by Dispatcher Karen Bugado Budget • EMS Budget FY 03-04: No restrictions on budget per Donna Maiava. Thanks to Fire Commission for support and unified stance. • Supplemental Budget Submittal FY 03-04: o $5.7 million Fund Balance at close of FY 2002-03. o Request for submittal of non-recurring expenditures that serve to improve efficiency and/or reduce future costs. o Submittal of $2,397,413 in the following categories: ▪ Contractual Obligations (Radio System Maintenance Agreement) ▪ Collective Bargaining Requirements (Firefighter Provisions-Meals) ▪ Measurable Anticipated Increases in Repair and Maintenance Costs (Vehicle Repairs; Vehicle Repair Parts; 24-Hour Recorder) ▪ Operational and Financial Effectiveness (Internet Broadband Lines, Fire Brush Truck, Fire Ladder/Aerial Platform Vehicle; 2-Fire Pumper Vehicles; 2-Four-Wheel Drive Vehicles) ▪ Personnel Safety (Plymo-Vent System) • FY 2004-05 Budget Estimates: o Looking to FY 04-05 with “cautious optimism.” Allowing departments to submit budget estimated to maintain current levels of services (as opposed to current level of funding). This means that inflationary increases to uncontrollable cost items will be allowed. o New items should again be included as supplemental budget requests and services. o Due October 31, 2003. Alternative Funding and Grants • Wal-Mart Hilo: $750 • Wal-Mart Kona: $1,500 • Sayre Foundation: $18,000 Capital Improvement Projects • Fire Administration: Submittal of site proposals to Mayor Kim. Interim office across the hall. • Puna Public Safety Complex: Continuing to meet with Police officials to discuss project. • Pahoa Fire Station: Received official offer from Paul Ogasawara for possible site acquisition on a portion of 7-acre parcel at Pahoa bypass/Kahakai/old Pahoa-Keaau highway location. Meeting with Police, Planning and William Moore and Ogasawara scheduled for October 16/1100. • Kalaoa Fire Station: Tentative start up date of November 2004 from Roger Rule. Promotions and Hiring • Dispatcher application packets mailed to candidates; deadline for submittal October 14. • Working on mailing Fire Equipment Mechanic application packets. • Will soon begin internal recruitment, starting with FASO position. Operations Division • Began 100% implementation of Fire RMS effective October 1, 2003. Charles Whittle and Laurine Carvalho attending Aethers User Conference this week. • Maebo Noodle Factory fire. Upon arrival, total loss • Tsunami Prevention Division Training Division • Firefighter Recruit Agility Test held September 13, 2003. Received certified list from Civil Service. • 28th Recruit Class continuing clinical phase with medics. • 29th Recruit Class in classroom phase and coming along. Volunteer Division • Volunteer Fire Chief’s Meeting on October 25, 2003 at 1000 at the Fern Forest Station. Map included in correspondence mailed to Commissioners. EMS Division Fire Auxiliary Services New Projects/Business • Charette Planning • 1st Annual Statewide Municipal Attorney Training on 9-25/26, sponsored by Corporation Counsel. Public Relations • Celebrating Fire Prevention Week this week (October 5-11) with open house at all 19 fire stations for public. • October 11, 2003 from 1000-1400: Static displays and demonstrations at Wailoa Visitors Center area. In a special ceremony celebrating 20 years of service to the County of Hawaii, Chopper 1 will be reblessed and on hand for static display. Bucket brigade will follow--Fire Commission has a team. • Ask Commissioner to provide opening remarks at ceremony?
