HomeMy WebLinkAbout11-12-03COUNTY OF HAWAII FIRE COMMISSION FIRE CHIEF’S REPORT November 12, 2003 • Correction on 10-8-03 minutes under the Chief’s Report, Training Division, Firefighter Recruit Agility Test: 66 candidates passed the test out of the 109 who were scheduled to appear. There were 17 no shows. 11 failed at the swim; 11 failed at the weight drag; 1 failed on the hose bundle carry; and 3 failed on the endurance run. Budget • FY 2003/04 Supplemental Budget Submittal: Have not yet received notification on funding of any items. • FY 2004/05 Program Budget and Supplemental Budget submittals. Alternative Funding and Grants • United States Fire Administration: No grant announcements for Hawaii yet. Round 20 for $367 million announced recently (10-31-03) to 5,200 fire departments. Total of $750 million will be awarded. Capital Improvement Projects • Puna Public Safety Complex: Mayor authorized police & fire to proceed with acquisition of 20 acres in Keaau from Shipman. Site is located on the mauka side of Route 11 at intersection with Route 139, just north of Shipman Ballpark. Trying to get training facility there. • Pahoa Fire Station: Met with Mayor and received his support for proposed site. Met with Finance Department on 11-6-03, and agreed to begin discussion with the owner on site acquisition. • Fire Administration: Public Works will soon begin renovations of new temporary office. Promotions and Hiring • Firefighter Recruitment: Deadline for background check packets was November 4, 2003. In process of conducting background checks (64 submittals; 1 withdrawal; 1 no response). • Dispatcher & Mechanic Recruitments • FASO Internal Recruitment Operations Division • Ocean View-Engine 20. Will be scheduling training for drivers of volunteer stations that have full size apparatus. • Standardization committee approved of purchase of Scubapro Air II air regulators. (Funding through Sayre Foundation) • Fire hazards meeting with Mayor, re: ongoing drought. Identified high risk areas— North and South Kohala, Waikoloa, Ocean View. • Update on RMS. Additional training conducted October 21-23. With Data Systems support, will be traveling to each station to provide support and assistance. Will soon begin reporting National Fire Incident Reporting System statistics on a quarterly basis. • Nomination of two employees (Glen Honda and Lance Uchida) as for County Employee of the Year awards. Prevention Division • Maebo Noodle Factory fire update: Electrical forensic ruled out electrical. Fire inspectors believe fire started in the area by the deep fat fryer, however, they are unable to determine a cause as there was too much items and materials stored in the building. Training Division • 28th & 29th Fire Fighter Recruit Class Update. • 24 personnel attended Arson Detection for the First Responder training (sponsored by State Fire Council and National Fire Academy) on October 29 & 30. Police officers also attended training. • 15 personnel attended Command and Control of Wildland/Urban Interface Operations for Structural Chief Officer training on October 14/15. • 6 personnel attended NFPA 1041 Fire Instructor Training Class on November 4 to 6, made possible through USFA grant. Volunteer Division • Volunteer program rules. EMS Division Fire Auxiliary Services New Projects/Business • Attended cruise ship meeting on 10-22-03. • Waikoloa town meeting on 10-16-03. Neighborhood walkthrough conducted in Waikoloa through partnership with Firewise. Educating the community on how they can reduce risks. • Gerald Makino back in the office as of 10-16-03. • Discussion of Fire Chief’s report format. Request review/feedback on statistics and information Commissioners would like to be included in report. Public Relations • DIA Clean Up Project with 29th Recruit class on October 26. • Hugs Not Drugs sign waving on October 28. • Fire Prevention Week festivities on October 11, 2003. (Fire Commissioners Brazier, Maedo, Wallace and Kaoiwi).
