Budget • FY 2003/04 Supplemental Budget: Total of $2,397,413 submitted. Still awaiting notification on funding of any items. • FY 2004/05 Program Budget and Supplemental Budget Submittals: Total of $5,659,142 submitted in supplemental budget. Alternative Funding and Grants • United States Fire Administration: Received e-mail notification on November 23, 2003 that the USFA was not able to fund our 2003 grant application submittal. Capital Improvement Projects • Puna Public Safety Complex: Police will be scheduling meeting with Shipman in January 2004. • Pahoa Fire Station: Meeting on December 19, 2003 with Mayor and Finance. • Kalaoa Fire Station • Fire Administration: Meeting with Mayor scheduled for 12-19-03 on possible purchase/selection of site. Promotions and Hiring • FRS, FEO, and Captains Internal Recruitments o FRS Deadline 12-1-03 o FEO Deadline 12-3-03 o Captain Deadline 12-8-03 • FASO Internal Recruitment – Assessment Center Evaluation Process on December 13, 2003. Invite Commissioner to sit in. • Firefighter Recruitment: Continuing background check process of 64 applicants. • Dispatcher & Mechanic Recruitments Operations Division • Officers’ Meetings held December 2, 3, and 8, 2003. • Computer and RMS Update: o With Data Systems support, went to various stations to provide support and one-on-one training and assistance. o Will soon begin reporting National Fire Incident Reporting System statistics on a quarterly basis. o New module training, re: Daily Rosters o No server downtime for back-ups with transition to our own server. o Two more stations will be transitioned to DSL—Captain Cook and Waiakea (leaving six stand-alone stations). o Looking into basic computer training for all personnel: Windows, Word, Outlook. • Legislative Proposal Submittals: • Appropriating $568,900 to fund operating costs to establish an emergency ambulance service in Hawaiian Ocean View Estates. • Relating to Civil Service Reform: Amend law to exclude drug testing, drug testing procedures, and sanctions from collective bargaining process. Also implements new program of drug testing for public safety sensitive positions and requires mandatory termination for repeated drug offenses by workers in these positions. • Relating to Emergency Medical Services Budget: Seeks to fund $87,660 retroactive proficiency pay adjustment for firefighters. • Relating to Vehicles resembling emergency response vehicles: Seeks to prohibit any person from owning or operating a motor vehicle that bears a similar insignia, decal, wording, or paint scheme that in any way resembles an authorized emergency response vehicle and which would tend to confuse or lead the public to believe that it is an emergency response vehicle. Prevention Division • Kihara’s production statistics (July to November 2003): • 116 building inspections conducted • 246 fire extinguisher, fire alarm systems, smoke detectors, sprinkler and hydrant inspections • 134 building plans review • 1 fire safety training class • 5 fire investigations • 8 complaint investigations • 37 meetings and conferences • 2 in-service training Training • 28th Firefighter Recruit Class graduation ceremony on December 5, 2003. • Update on 29th Firefighter Recruit Class. • FEO Warren Sumida attended Haz-Mat Exposition in Las Vegas, Nevada, on November 17 to 21, 2003. • FF Garret Kim attended an IAFF sponsored Peer Fitness Training Certification Program on Oahu on November 10 to 14, 2003. • Will be submitting applications to second semester classes (April 1 to September 30, 2004) of National Fire Academy. Volunteer Training • Status of Driver Training Program for Volunteer Firefighters EMS Division Fire Auxiliary Services New Projects/Business • 25th Hawaii Fire Chiefs Association Conference – November 20 – 23, 2003. • EMS Agenda for the Future Conference – December 5-6, 2003. • Request any feedback from Commissioners on Chief’s Report format and statistical reporting. • Request to agendize Strategic Plan review at January 14 meeting. Public Relations • Invitation to attend the County’s holiday open house on Wednesday, December 17, 2003 from 5:00 to 7:30 p.m. • Entered two teams in the East Hawaii Coalition for the Homeless 2nd annual Great Tricycle Race on November 29, 2003. Special Presentation • To Fire Commissioners Terry Wallace and Louis Kaoiwi, who are both charter members who began their terms on May 25, 2001.
