FIRE CHIEF’S REPORT
March 12, 2003
Budget
• Request for comments from Commissioners following their review of final draft
Strategic Plan.
• Meetings with Councilmembers on Strategic Plan & supplemental budget.
Alternative Funding and Grants
• Open period for USFA grant. Grant writing team attended workshop; met 3-11-03 to
begin process.
• Received notification that our 2003 CDBG program design-New Pahoa Fire Station
project proposal will be recommended for CDBG funding for $150,000 and will be
included in Draft County 2003 Action Plan to the US Department of Housing and
Urban Development (HUD). Public hearings scheduled for April 15 and May 7.
• Deputy Chief Wery will be meeting with Civil Defense on March 13, 2003 to begin
process for an ODP grant.
Capital Improvement Projects
• 2-12-03: Councilman Arakaki suggested floating $2.5 million bond for Fire Admin
with no specific location/plan.
• 2-20-03: Finance committee meeting on bond float. Passed first reading.
• 3-7-03: Finance committee meeting on bond float. Passed 2nd & final reading.
Commissioner Bowles presentation. Will move on to full Council meeting.
• Met with Bolton, re: Kalaoa fire station. Met with Russ Oda, architect. Final draft
given to Bolton on 3-12-03.
Promotions and Hiring
• Initiated process to fill vacancy of Fire Equipment Mechanic.
• Update on dispatch hiring. Closing date for applicant packets was 3-7-03; 13
applications submitted. Will begin background check process. Police will share
info with us. Interviews will follow.
Operations Division
• Initiated process to standardize SCBAs.
• HOVE truck received. Training will be scheduled.
Prevention Division
• Follow-up with BC Kihara, re: Tyson Fire Investigations. (Request of Commisioner
Ward). Per Kihara, believes National Fire Academy classes are more valuable in that
they are certified.
• State Fire Council third quarter meeting held on 2-27/28 in Hilo.
Training Division
• Firefighter Recruit training starts Monday, 3-17-03.
Volunteer Division
• Puuanahulu Volunteer Fire Company station blessed. Working on the
establishment of volunteer unit. No vehicle at present time.
EMS Division
• National Registry taken this past weekend. MICTs are out and running.
Fire Auxiliary Services
• Microwave project is continuing. 700 MHZ option is being reviewed.
New Projects/Business
• Start up of Aethers FireRMS project.
• Strategic planning session held 3-7-03. Initiation of monthly strategic sessions and
staff meetings.
• First annual recognition & awards dinner on 3-16-03 at Nani Mau Gardens.
Public Relations
• EMS Week festivities confirmed for Sunday, June 1, 2003.
• Community service project on March 5 & 6—park improvement at old Kona airport
organized by FF Gary Pries. Thanks to Commissioner Ward for participating.
