Home My WebLink About06-16-04COUNTY OF HAWAII FIRE COMMISSION FIRE CHIEF’S REPORT June 16, 2004 Budget • Council approved the following positions in the FY 2004-05 budget. Budget before the Mayor for final approval. • Kalaoa Station personnel • KMC Station personnel • 12 Fire Fighters (one-man stations) • 3 Fire Radio Dispatcher III Alternative Funding and Grants • Rural Development Grant: Met with Stacy Rogers & Lei Kapono on Oahu on May 21, 2004. • Housing and Community Development: Ongoing 2005-2009 County and State Consolidated Plan public hearings being held. Purpose is to develop a five-year plan in establishing County & State priorities and goals for grants secured by HUD. We have submitted a request to Housing that the services we provide be included in their 5-year plan. • ODP Grant: Will obtain approximately $700,000 from the Office of Domestic Preparenesss in the latest grant (2004). Monies will be spent primarily on rescue boats and vehicles. Capital Improvement Projects • Puna Public Safety Complex: No new updates. • Pahoa Fire Station: Process for “set aside” for acquisition of land from State has begun. • Fire Administration: No new updates. Promotions and Hiring • 31st Fire Fighter Recruit Class: Presently conducting physical examinations on potential candidates. Targeted hire date is August 1, 2004. Operations Division • Officers’ Meetings: Held for all three shifts during May & June. In addition to meeting, training held on Microsoft Outlook, new Attendance card system, and RMS updates. • West Nile Virus Update • Fire Cause Determination for Company Officers: Held May 17 to 21. 15 of our personnel attended. Police, State Crash, and PTA also invited to attend. • Bioterrorism Conference: FF Scott Davis, Victor Salis, Chad Toyomura, and Neil Yoshioka attended class sponsored by Department of Emergency Medical Services at Kapiolani Community College on May 26 to 27, 2004. • HazMat Technician Courses: Chemistry course being held June 14 to 25. Sixteen of our personnel will attend. Tactics portion to be held August 2 to 13, 2004. • Intermediate Incident Command System: Captain Grant Kojima and FF Colin Byars attended on June 3 & 4. Prevention Division • Fundamentals of Fire Alarm Systems: Inspectors Jack Pacleb and Alan Yagi attending course on June 15 & 16 on Oahu. Training Division • Status of 30th Recruit Class: Fire training just about completed; essentials completed. Will be starting their EMS on July 6. Needs driver training and skills evaluation. • Status of 29th Recruit Class: Almost finished with EMT I. Training review on June 14, and EMT I exam on June 27 on Oahu. Practical exam on June 28. • Driver Competency Training Program Update: Of the 271 drivers, a total of 257 audits have been completed to date (95%). • Emergency Vehicle Operations and Control Instructors Course: Held in Sacramento, CA, from May 17 to 21. Captain Kendrick and FEO Honda attended. Very intense and demanding course on vehicle dynamics and handling and control of vehicle in mock situations using police vehicles. Traveling at speeds up to 75 to 80 mph. Volunteer Division • Driver Training Class Update: Continuing to conduct driver training for volunteer companies. EMS Division • MICT Class: Conducted second MICT Mentoring training on review of cardiac emergencies on June 1, 2004. Third session scheduled for July 14, re: Diabetes and stroke. Fire Auxiliary Services • RMS: CADs link implemented on May 26, 2004 with data from CADs dropping into our RMS. New Projects/Business • 2004 State Legislature Session update: Senate Bill 2690: Still in Governor’s office awaiting her signature. This bill establishes an Emergency Medical Services Special Fund through an increase ($20 to $25) in the vehicle registration fee. SB 2690 becomes effective July 1, 2004, provided that amendments to the HRS (increasing fee) takes effect on October 1, 2004. • Citizen Awards Program: Suggested revisions by Fire Commissioners incorporated into program. (Circulate Draft document for their review). Will be sent to Corp Counsel for review. • 29th Fire Fighter Recruit Class Graduation: To be held on June 18 at 6:00 p.m. at the University of Hawaii Campus Center. • World Sprints (August 13 to 15): Gearing up for upcoming World Sprints, • Reorganization/Restructuring Plan Public Relations • Emergency Medical Services Week (May 16 to 22): Very successful 4th Annual EMS Week 5K Run/2.0 mile walk held on May 22 at Liliuokalani Gardens in Hilo. Record 435 participants. Thanks to Commissioners Maedo, Ward and Hart for being among them, as well as the rest of the Commissioners for their support. • Puainako Express: Will be held on August 7, 2004, coordinated by the East Hawaii Coalition for the Homeless, and supported by County departments (Fire, Public Works.) • HIUW 2004-05 Campaign: Will officially kick off on June 30. We will again be a pacesetter department, leading the way for the general campaign in September.
