HomeMy WebLinkAbout09-08-04COUNTY OF HAWAII FIRE COMMISSION FIRE CHIEF’S REPORT September 8, 2004 Budget Alternative Funding and Grants • DOT-Safe Community Highway Safety Grant: Received approval for our submission request for $10,000 to purchase 50 radio translucent spine boards to equip all ambulance units. Grant proposal written by Captain Nicholas AhYo and process will be continued by FF Neil Yoshioka. • Department of Homeland Security, Office for Domestic Preparedness: Will be applying to acquire a mobile fire and safety education program under the 2004 Fire Prevention and Safety Grant. Grant period opened September 1, 2004, through September 30. Capital Improvement Projects • Puna Public Safety Complex: No new updates. • Pahoa Fire Station: Met with architects to discuss scope of services for project. • Fire Administration: Requested from Public Works and received preliminary map for set aside of five acres from 30+ acre property just above Komohana Street intersection with the Mohouli extension and the Sunrise Ridge subdivision. Will be sending request to Mayor Kim to initiate process for formal Executive Order for land set aside with DLNR. • Kalaoa Fire Station: Captain AhYo will be taking lead and be our department’s liaison on working with County officials and contractor. Promotions and Hiring • Personnel Management Specialist II Ann Ignacio hired September 1, 2004. Will be introduced at next FC meeting in October. • 31st Fire Fighter Recruit Class: P/T, standards, family orientations. • Dispatcher: Dispatcher III positions status. Completed class specifications & position descriptions. Working with Civil Service for positions to be established. Conducting recruitment this month for Dispatcher I. • FEO/Captain Promotions Operations Division • Barge Incident: Preplan, industry assistance, thorough post incident analysis. • Community Groups for Homeland Security Training: Captain Raymond Rowe, FEO Roger Carvalho, and FF Neil Yoshioka attending training sponsored by Western Community Policing Center on August 26 & 27, 2004. • Basic Peer Support Counseling & Critical Incident Response Team Training: FEO Keith Laeha, FF Ty Medeiros, and FF Bruce Ferreira attended on August 23 to 27, 2004. • Death Notification and Aftercare Workshop: One day workshop attended by Captain Raymond Rowe, FF Micheal Hill, FEO Keith Laeha, FRS Jeffrey Loo and FF Joseph Farias on August 30 & 31, 2004. Prevention Division • Hilo and Kona Prevention offices are on the County network. Accessibility to RMS, shared programs and documents. • FEST seminar. Training Division • Rural Development Program/HCC Fire Program. • FF Recruit Agility Test – August 14, 2004. Incorporation of background screening packet dissemination. Volunteer Division • Volunteer Chiefs Meeting 8-14-04/1000, Stn 11 Pahala. EMS Division • Ocean View Ambulance Service: As reported last month, scheduled for implementation on November 1, 2004 for BLS service. Working to get station in order; meeting held with Ocean View Community Association. • MICT Class: November 2004 Fire Auxiliary Services New Projects/Business • ID Card Program: Implemented August 31, 2004. IDs for Fire Commissioners. • On Line 24-Hour Recall List • Meeting with Media & Corp Counsel: Creation of webpage by Data Systems & FEO Dennis Iyo. • Meyers Civil Suit: Per Joe Kamelamela, matter tendered to insurance company for defense and indemnity. John Price, Attorney at Law from Honolulu, will be representing the County and fire personnel. Public Relations • Fire Prevention Week: Conflict with Ironman on October 16. E-mail sent out to West Hawaii. • 3rd Annual KTA-HIUW Bag Brigade: Begins August 21 at KTA-Kailua, and continues at various Saturdays at all six KTA stores islandwide. • Daniel Sayre Foundation Dinner: September 11.
