Home My WebLink About08-10-05COUNTY OF HAWAII FIRE COMMISSION FIRE CHIEF’S REPORT August 10, 2005 Budget • FY 2005/06: No updates to report. Awaiting final report on FY 2004/05 budget. Should be available by next meeting. (Budget review process presentation by Bowles & Hart) Alternative Funding and Grants • USFA FY 2004: Bid specifications going out this Friday for burn trailer. No updates to report on any other grant acquisitions. Capital Improvement Projects • Pahoa Fire Station: As reported last month, special Use permit application for project will be on the Planning Commission’s agenda at their September meeting. The final plan approval and “letting out of bids” cannot be done until the Special Use permit is granted. • Fire Administration & Support Facility: CIP manager continuing to collect data required in order for Public Works to start the consultant selection process. Once a consultant is selected, we will request an allotment for a design contract. • Kalaoa Fire Station: Developer sent out the material for costing and are awaiting the vendor’s completion of the data. Per Corp Counsel, the contract is basically complete—awaiting dollar amount and review of land title report. • Central Fire Station: Met with Kevin Funasaki of Housing & Community Development Corp of Hawaii and the Mayor on August 4 to go over the steps required before a transfer can take place. Our CIP Projects Manager will coordinate any requirements of the County. Promotions and Hiring • Fire Radio Dispatcher III (Supervisors): Promotions effective July 16, 2005 for Karen Bugado, Sandee Muranaka, Darryl Willis. • 33rd Fire Fighter Recruit Class: Scheduled to begin September 1, 2005 with class of 20. Family orientation to be held on August 26 at 1730. • Internal Recruitments: Ongoing for Fire Inspector (closed August 5), Captain and FEO (closed August 9). • Fire Inspectors: As part of reorganization, reallocation of Jack Pacleb and Alan Yagi to Captains. Operations Division • Brush Fires: Provided recap of recent brushfires. Will be sending out thank you letters to numerous agencies and businesses involved. Unable to determine cause but located point of origin. • Fire Fighter I Curriculum: Implementation at all fire stations; delivery ongoing by Company Officers. • Media Relations Training: Second phase of media relations training to be held on August 23 & 25. To be facilitated by Diane Noda and Michael Udovic, will cover HIPAA and public right-to-know. Follow-up to training held by Dr. Steven Miura of the University of Hawaii at Hilo in March. Prevention Division • 4th of July: Issued 48 fireworks permits islandwide for the 4th of July holiday. • Introduction to Structural Fire Protection: Attended by Captains Jack Pacleb and Alan Yagi on August 5. Sponsored by the Society of Fire Protection Engineers. • Hawaii Fireworks Seminar: Captains Pacleb and Yagi will attend the Hawaii Fireworks Seminar on Oahu on August 11-12, 2005. Training Division • 31st Recruit Class Update: Graduation scheduled for August 20 at Nani Mau Gardens in Hilo. Commissioner Fergerstrom will represent the Commission at the event. Commissioners Brazier and Kudlo will also attend. If any other commissioners interested in attending, Laurie has tickets available. • 32nd Fire Fighter Recruit Class: In driver training and station orientation segments of their training. Will begin EMT class next month. • Physical Agility Test: Copies of recruit physical agility test passed out to commissioners, as requested by Commissioner Wil Okabe. Volunteer Training Division • Volunteer Chiefs Meeting: To be held on September 10 at 1000 at the Kaiminani Drive Pavillion. Hosted by Volunteer Company 7B. • Donation of Brush Truck: Offered by the Salinas Fire Department. In process of obtaining formal approval from the County Council and making arrangements to ship the truck. Earmarked for the Paauilo Volunteer Fire Company. • Puuanahulu Volunteer Company: Temporarily relocated apparatus until building is formally turned over to County. • Milolii Volunteer Truck: Issue resolved with our mechanic and Captain Enriques going out on Monday August 8 to check the truck. They found the slave cylinder that Maesato sent several months ago in the truck, replaced it and also replaced the master cylinder that was brought out with them. For the record, this was not the fault of our mechanics as issue was not brought to their attention until last month’s Fire Commission meeting. EMS Division • MICT Class: Will be returning home on Sunday and will finish up their training on the island. Fire Auxiliary Services New Projects/Business • Kawailani Fire Station Diesel Emission Report: Received report submitted by Kauai Environmental Inc related to their evaluation of potential diesel exhaust exposures at the Kawailani Fire Station. Report did not evaluate all components of diesel exhaust emissions but focused on CO levels. CO levels were below the lowest exposure limits that have been established. However, study recommends that we continue with our plans for mitigation and emphasize administrative controls. Employee/Public Relations • HIUW/KTA Bag Brigade: 4th annual event. Kickoff stores this weekend at Waikoloa Village Mart and KTA-Keauhou. • County Fair: Will have booth in the Butler Building at the upcoming County Fair (September 15-18) where we can have a static display of our fire apparatus. Will be handing out educational materials to kids. FF Darwin Okinaka working with Commissioner Karen Kudlo.
