Home My WebLink About09-14-05COUNTY OF HAWAII FIRE COMMISSION FIRE CHIEF’S REPORT September 14, 2005 Budget • FY 2004/05: Have not yet received final budget end report for FY 2004/05. • FY 2006/07: Just received notification from the Department of Finance regarding the submittal of FY 2006/07 budget documents to their office. Alternative Funding and Grants • USFA FY 2004 Grant: The bid process for our burn trailer has been completed; bids will be opened sometime next month. Capital Improvement Projects • Pahoa Fire Station: The Planning Commission approved the special use permit, however access issues must be addressed by consultants and Department of Transportation. Construction estimated at a total of $4.3 million. In process of requesting an additional $800,000. • Fire Administration & Support Facility: (No update since last month). CIP manager continuing to collect data required in order for Public Works to start the consultant selection process. Once a consultant is selected, we will request an allotment of $1.0 million for a design contract. • Kalaoa Fire Station: Will be meeting with Planning Department (Roy Takemoto) to establish possible alternatives and meeting with developer. • Central Fire Station: (No update since last month). Met with Kevin Funasaki of Housing & Community Development Corp of Hawaii and the Mayor on August 4 to go over the steps required before a transfer can take place. Our CIP Projects Manager will coordinate any requirements of the County. • Central Fire Station-Retrofit Project: Requested appropriation of $390,000 for the roof repairs for Central Fire Station. Promotions and Hiring • 33rd Fire Fighter Recruit Class: Began on September 1, 2005. Class of 17. Will be introduced to Fire Commissioners at October 12 meeting (request to agendize). • Internal Recruitments: Internal recruitment examinations scheduled this month for Fire Inspector, Captain and FEO. Internal recruitment for Assistant Fire Chief and Battalion Chiefs positions ongoing—will close on September 16, 2005. Operations Division • Brush Fires: Very preliminary costs for our department as follows: Lalamilo Fire: $135,848.76 Akoni Pule Fire: $66,838.82 These figures include overtime, provisions and meals. As a result of brush fire, numerous critiques and meetings held: August 15: In-house with Fire Department personnel August 24: Public Works August 25: Waikoloa Village Association August 26: Various agencies, at EOC Sept 6: EOC w/ Mayor Sept 19: Large landowners & leasees Sept 27: American Technologies, US Army Corp of Engineers, re: unexploded ordnance • Media Relations Training: Second phase of media relations held on August 23 & 25. Covered HIPAA and public right-to-know. Will be following up with Dr. Miura on next phase of training. • Computer-Aided Management of Emergency Operations (CAMEO): Held August 22 & 23, attended by 13 of our personnel. Prevention Division • Hawaii Fireworks Seminar: As requested at last meeting, the following is an overview of the course contents of the Hawaii Fireworks Seminar attended by Captains Pacleb and Yagi on Oahu on August 11-12, 2005. Attended by Inspectors statewide, Alcohol, Tobacco & Firearms, OSHA, Consumer Product Safety Commision, and US Army and Coast Guard personnel. Topics covered: Federal regulatory structure for fireworks Fireworks chemistry & design of devices DOT classification of fireworks, shipping requirements & regulations Consumer Product Safety commission regulations Fireworks storage NFPA fireworks codes & standards Fireworks set up, firing, and display considerations. Training Division • 31st Recruit Class Update: Class graduated on August 20 at Nani Mau Gardens in Hilo. Commissioner Fergerstrom represented the Commission at the event. Class has received their first rotation of station assignments. • 32nd Fire Fighter Recruit Class: Began their EMT training on September 6. Going through didactic portion. • 33rd Fire Fighter Recruit Class: In their second week of recruit training. Began their IFSTA curriculum—Essentials of Fire Fighting. • Live Burn Exercise: Held on August 31 in Papaikou. Attended by 31st and 32nd classes. All got to go in and experience interior fire attacks and also participated in salvage/overhaul operations. Volunteer Training Division • Recognition Luncheon: Attended recognition lunched hosted by HPP Volunteers (Doug Keown). Honored the following volunteer firefighters who recently retired: Manuel Martinez, 23 years Albert Maldonado, 17 years Ken Mooney, 20 years • Volunteer Chiefs Meeting: Held on September 10 at 1000 at the Kaiminani Drive Pavillion. F-1 unable to attend due to attendance at Health Care in Hawaii conference on Oahu. • National Fire Academy: Chief Doug Keown and Susan Maguilla are presently at the Fire Academy. Keown is participating in the Fire Cause Determination for Company Officers course and Maguilla in the Advanced Safety Operations and Management course. They will also be participating in a special memorial program in recognition of the Sept. 11 tragedies. We are honored to have them representing our department. • Donation of Brush Truck: Offered by the Salinas Fire Department. Truck scheduled to arrive at Hilo Pier on September 16. Will be placed in service at the Paauilo Volunteer Fire Company. EMS Division • MICT Class: Back on island. Scheduled to complete class on November 4. Fire Auxiliary Services New Projects/Business • Hawaii Fire Chiefs Association Conference: Keynote speakers are Dr. Denis Onieal, Superintendent of the National Fire Academy, and U.S. Senator Daniel K. Inouye. Other speakers include Fire Chief Jeffrey Johnson, Tualatin Valley Fire & Rescue, and Fire Chief Tim Riley representing the International Association of Fire Chiefs. Also working to finalize vendor demonstrations and interactive displays. Fire Commissioners invited to attend. • Health Care in Hawaii—The Price of Progress: Attended conference at the Sheraton Waikiki on September 9 & 10, 2005. • Flag Pole: As requested at last month’s meeting, Xeroxed catalog page provided for Commissioners on flagpole costs. (attached) • Donation Process: As requested last month, the following explains the donation process for the County: 1. The Hawaii County Council accepts all donations on behalf of the County. 2. Donations involving funds to be expended require a resolution and the ordinance to appropriate the funds. 3. Resolutions go for one reading to the Finance Committee and a second to the full Council. 4. Ordinances go through the same readings plus one additional reading by the full Council for final approval. 5. This procedure may take 2 to 3 months to complete, depending on the timing of submission and the Council’s schedule. 6. For donations less that $1,000: A formal resolution may not be done. Instead a communication is introduced and a letter of appreciation sent to donor. 7. For donations over $1,000: A resolution is done, and a letter of appreciation sent to the donor. • Organizational Presentation: Request to agendize an organization presentation by Deputy Chief Wery at the October 12 Fire Commission meeting. Employee/Public Relations • 8th Annual Daniel R. Sayre Memorial Foundation Dinner & Auction: To be held this Saturday, September 17, at the Four Season Resort. Honorees are: Chopper 2 pilot Dan Malavenda, and FF Chad Hundley and Michael Grace for their actions during incident on May 14, 2005 in Puu’waawaa Ranch area while searching for and assistsing three people on all-terrrain vehicles. • HIUW/KTA Bag Brigade: 4th annual event. Outstanding results at all stores thus far: Over $4,000 raised at Waikoloa Village Mart, KTA-Keauhou, KTA-Kailua, KTA- Waimea and KTA-Downtown. Last store—KTA-Puainako to be this Saturday, September 17, 2005. • County Fair: Will have booth in the Butler Building at the upcoming County Fair (September 15-18) where we can have: • Static display of Seagrave apparatus and a spare medic • Photos and poster board describing department and activities • Videos describing duties of a fire fighter • Handing out of coloring books, pop up fire trucks, stickers and balloons. • Display of PPE • Fire extinguisher demonstrations • Handouts and statistical information about the department. • Fire Prevention Week: To be celebrated October 9-15, 2005. Highlight of week will be our annual celebration at Hilo Bayfront on October 15. To include rescue demonstrations, static displays, and ever-popular Bucket Brigade. Fire Commissioners to receive their invitations today.
