HomeMy WebLinkAbout10-12-05COUNTY OF HAWAII FIRE COMMISSION FIRE CHIEF’S REPORT October 12, 2005 Budget • FY 2004/05: Have not yet received final budget end report for FY 2004/05. • FY 2006/07: Will be meeting with the Mayor and cabinet to receive instructions/direction on FY 2006/07 budget submittal. Once received, will be able to provide Commission with more comprehensive report. Alternative Funding and Grants • FEMA FY 2005 Assistance to Fire Fighters Grant: Received award notice on October 7, 2005. Will be meeting with grantwriters, HFFA, fiscal personnel on October 14. Grant award is for $507,520 (Federal share 80% or $406,016; County share 20% or $101,504). • FEMA FY 2004 Assistance to Fire Fighters Grant: Bid awarded to Draeger Safety for our burn trailer. Capital Improvement Projects • Pahoa Fire Station: The Finance Committee approved our request for an additional $800,000 for construction; now moves to the full Council for review/approval. The total available prior to the bid going out will be $4.3 million. Per Department of Finance, funding available after January 2006. Construction moved to first quarter of next year. • Fire Administration & Support Facility: CIP manager continuing to collect data required in order for Public Works to start the architect consultant selection process. Currently about 90% of Administration building data is completed (division & bureau staffing requirements, possible floor plan); the emergency dispatch data is about 50% completed; and the training division building’s data not yet compiled. Per Department of Finance, funding available after January 2006. • Kalaoa Fire Station: Roy Takemoto from Planning Department scheduling meeting with Bolton for October 20 in order to obtain costing data on this project. Per Corp Counsel, contract is basically complete; awaiting dollar amount and review of “land title report.” Construction start up dependent on resolving these issues. • Central Fire Station: The Mayor’s Office is handling the site acquisition (Lanikila, 1.5 acres at makai side of Wailoa and Ululani Street). We will pick up this project after site acquisition. • Central Fire Station-Retrofit Project: Finance Committee approved appropriation of $390,000 for the roof repairs for Central Fire Station. Moves ahead for approval by full Council. Promotions and Hiring • Internal Recruitments: Internal recruitment examinations held in September for Fire Inspector, Captain and FEO. Internal recruitment for Assistant Fire Chief and Battalion Chiefs positions also ongoing. AFC assessment tentatively to be held on October 24 and 25. BC assessment on October 31 and November 1. Fire Commissioners invited to attend as observers. Will need to be present for both days of assessment. Operations Division • Hurricane Preparedness and Disaster Mitigation Plans: Recent meeting held on September 30. BCs office working in conjunction with AFC and BC Matsui to identify/work with companies and ID specific mitigation if we are impacted by storm. • Media Relations Training: Dr. Miura plans to start setting up mock press release and media scenarios. Will do interviews with participants. Will be looking over our media release form and will discuss with specialist at school who deals with media documents. • Urban Search & Rescue Instructor Development Training: Held September 30 to October 2 at Bellows. Coloma, Rowe, Andrade, Mossman, Kawazoe, Vincent and Crozier attended. Will start identifying training program for our department. Prevention Division • Firefighter Safety Guides: In process of distributing annual guides to 16,500 students at schools islandwide. It is a special 20th Anniversary Edition with a new design and new safety messages. The target groups are K-6. Incentive coupons will be awarded to those students who complete and return the enclosed fire safety survey. Training Division • 33rd Fire Fighter Recruit Class: Well into FFI essentials (about ½ way). Still continuing with swimming and PT in the mornings. Did 3 wet drills. Coming along fine. Physical training incorporated in recruit class so they can build them to succeed as firefighter skills. Ensure to have a work force who is physically capable and not subject to injuries. • 32nd Fire Fighter Recruit Class: Almost to clinical part of EMT. Took four exams thus far. So far, everyone doing okay. Will be starting EMT I in few weeks. • Firefighter I Curriculum: As requested at last month’s meeting, Captain Glen Honda will provide Commissioners Maedo and Brazier with a set of the FF I curriculum. Volunteer Training Division • Volunteer Chiefs Meeting: Meeting held September 10. Volunteer Chief Tom Brandt shared agenda as F-1 unable to be present. • Donation of Brush Truck: Truck arrived at Hilo Pier on October 3rd. Truck appears to be in good condition and is presently at the mechanic shop for a bumper-to-bumper maintenance, safety and operational check. Following inspection by our mechanics, will be placed in service at the Paauilo Volunteer Fire Company. EMS Division • Ocean View Ambulance: Ownership and delivery arrangements being handled by our EMS Bureau. • MICT Class: Internship will be completed on November 4. Looking to start a class next year. Fire Auxiliary Services New Projects/Business • Organizational Presentation: Presentation by Deputy Chief Wery. • Hawaii Fire Chiefs Association Conference: Working on details of conference. Promises to be a very meaningful and informative conference. Employee/Public Relations • HIUW/KTA Bag Brigade: 4th annual event. Outstanding results at all stores—raised $6,398.69 (best year ever). • Fire Prevention Week: Being celebrated this week (October 9-15, 2005.) Highlight of week will be our annual celebration at Hilo Bayfront on October 15. To include rescue demonstrations, static displays, and ever-popular Bucket Brigade.
