HomeMy WebLinkAbout11-09-05COUNTY OF HAWAII FIRE COMMISSION FIRE CHIEF’S REPORT November 9, 2005 Budget • FY 2004/05: Have not yet received final budget end report for FY 2004/05. • FY 2006/07: Status quo Program Budget submittal. Presentation to Fire Commission on FY 2006/07 supplemental budget submittal. Alternative Funding and Grants • FEMA FY 2005 Assistance to Fire Fighters Grant: Met with grantwriters, HFFA, fiscal personnel on October 14. Grant award is for $507,520 (Federal share 80% or $406,016; County share 20% or $101,504). Working on National Historic Preservation and grant requirements to submit for grant bid process. On November 8, acceptance of grant money heard before the Finance Committee and passed first reading. • State Department of Transportation Safe Highways Grant: On November 3, 2005, received formal award notice of $36,000 for the purchase of six pneumatic lifting bags to support the extrication of victims and the stabilization of vehicles involved in accidents. Will be used at Pahoa, Kaumana, Keauhou, Waikoloa, South Kohala and Kawailani stations. • FEMA FY 2004 Assistance to Fire Fighters Grant: Contest on bid award may delay process. Being handled by Department of Finance. Capital Improvement Projects • Pahoa Fire Station: We have made a request to include the PlymoVent exhaust system in our plans for the station. • Fire Administration & Support Facility: Data 100% complete on the Admin building. Working on data for dispatch and training. Per Finance Department, funding available after January 2006 for design. • Kalaoa Fire Station: Will be meeting with Bolton this afternoon with Roy Takemoto from Planning Department and Nick AhYo to obtain costing data on this project. • Central Fire Station: Nothing new to report. (Reported last month: The Mayor’s Office is handling the site acquisition (Lanikila, 1.5 acres at makai side of Wailoa and Ululani Street). We will pick up this project after site acquisition.) • Central Fire Station-Retrofit Project: Design contract awarded with repair plans due this month. • Paauilo Volunteer Fire Station: Finance Department has given us approval on five acres at this site and allowed pursuit of funding. Exploring CDBG funding for subdivision, design and EA. Promotions and Hiring • Internal Recruitments: Assessment center internal recruitment for Assistant Fire Chief positions held on October 24 and 25. Captain Quince Mento to be promoted effective November 16. BC assessment on October 31 and November 1. • Account Clerk: April Oshiro hired to fill position effective October 17, 2005. Operations Division • Rescue System 1 Train the Trainer Course: Held October 31 to November 5 at Bellows Air Force Base: Clint Coloma, Raymond Rowe, Michael Andrade, Miles Kawazoe, Todd Vincent, Scott Crozier, Mathias Kusch attended. Also, Chad Toyomura and Lance Uchida attended Rescue System 1 Course. Sponsored by State Civil Defense. Prevention Division • Firefighter Safety Guides: Distribute special 20th Anniversary Edition of Firefighter Safety Guides to all Fire Commissioners. • Fireworks Legislation: Attended meeting with Big Island legislators on October 26, 2005. Will be working on fireworks legislation with Representative Chang. Training Division • 33rd Fire Fighter Recruit Class: Finished Essentials curriculum. Reviewing for skills. Will start swim week on Thursday, November 10. • 32nd Fire Fighter Recruit Class: Presently doing clinicals at stations for EMT. • Reasonable Suspicion Training: All supervisors required to attend mandatory Reasonable Suspicion training scheduled by the Department of Civil Service. • IAFF Health and Safety for the Professional Fire Fighter: Attended by FRS Garrett Kim on October 23-27, 2005 on Oahu. • OSHA 1910: (Internal policy requested; as well as OSHA policy for Browne) Attached. Volunteer Training Division EMS Division • MICT Class: Internship completed on November 4. Fire Auxiliary Services New Projects/Business • Hawaii Fire Chiefs Association Conference: Finalizing details of conference. (Commissioners Browne, Kudlo and Maedo will attend. Commissioners Okabe and Matsuda purchased conference shirts). Employee/Public Relations • Fire Prevention Week: Very successful Fire Prevention Week celebration held on October 15 at Hilo Bayfront. Thanks to Commissioner Matsuda putting together Fire Commission team. Fire Administration took home the perpetual trophy. • 4th Annual Great Tricycle Race to benefit East Hawaii Coalition for the Homeless on November 26, 2005.
