FIRE CHIEF’S REPORT
December 13, 2006
Budget
• FY 2007/08 Budget: Our department’s program and supplemental budgets were
submitted to Department of Finance. Incorporation of Ocean Safety.
Alternative Funding and Grants
• FEMA FY 2005 Assistance to Fire Fighters Grant: (Plymo-Vent) Plymo-Vent
products have been shipped to Air Con Hawaii. Drawings have been done but
waiting for electrical drawings to be completed. After that done, will go for
permitting. Tail pipe adapters being installed by Mechanic Shop as vehicles brought
in.
▪ FEMA FY 2004 Assistance to Fire Fighters Grant: (Burn Trailer) F-2 and FEO
Hayashida continuing to work on protocol for training and program delivery
schedule. Hopefully in the month will start training. Would like to demonstrate the
delivery of the burn trailer during the February meeting.
• FEMA FY 2006 Assistance to Fire Fighters Grant (Wildland Boots): Received
notification on December 12 of non-award of grant application.
• FEMA FY 2006 Fire Prevention & Safety Grant: Will open December 4 to January
12, 2007. Strategic planning committee Public Education/Public Relations working
on grant proposal for fire safety & public education trailer.
Capital Improvement Projects
• Makalei Fire Station: Allotment request submitted for additional $15,000 for design
funds. Fee proposal of $567,112 received from Kajioka, Yamachi Architecture.
Public Works finalizing contract for design.
• Pahoa Fire Station: Outstanding issues with DOT should be completed soon. Per
Public Works, project should go to construction phase in January 2007.
• Fire Administration & Support Facility: Funding for design in place. Received design
“timeline” for project showing construction to start November 2008. Design
consultant is Anbe, Aruga & Ishizu Architects.
• Central Fire Station: No new developments. Still awaiting approval to change of site
use from Federal HUD (from housing to public service facility).

• Central Fire Station Retrofit Project: Public Works (Daren Kodani) handling project.
Contractor to establish Notice to Proceed next week.
• Captain Cook: Durant Media 5 consultant awaiting fee proposal.
• Paauilo Volunteer Station: Meeting scheduled with PW on December 14 to see what
piece of land we will receive.
Promotions and Hiring
Active recruits include:
Open-competitive recruitment
Fire Fighter Recruit 35th FF Recruit class began on December 1, 2006. Will be
introduced at next meeting.
Working with Civil Service on scheduling the next agility test
on January 20.
Internal recruitment
Fire Equipment Operator Fire Equipment Operator assessment being developed. Will
let Commissioners know when scheduled, in the event they
would like to observe.
Emergency Operations Division
Battalion Chiefs have just completed all the stations with the HIOSH compliance check.
Support Services Division
Auxiliary Services Bureau:
FCCC Section:
Hawaii Police sent letters to Wireless Carriers to start implementation of Wireless
911 for County of Hawaii. Kick off meeting held Nov. 30, 2006. Full
implementation of wireless 911 is expected by the end of May 2007
Pacific Wireless Communications is changing Hawai’i County over to a new
microwave communication system during the months of November and
December. The changeover should improve the quality and reliability of radio
communications islandwide. Chief Mento will provide a more detailed report at
the next meeting.

Warehouse Section:
We are continuing with our MSA distribution.
Equipment for E-19 (Volcano) and E-21 (Kalaoa) has been inventoried and ready
to put on board their respective trucks.
We are distributing eight air bag sets purchased through the 2006 Hawai ’i
Department of Transportation Safe Highways Grant. Sets will be issued to
Keauhou, South Kohala, Kaumana, Waiakea, Kailua and Waikoloa as upgrades
to older sets. Sets will be issued to Kawailani and Pahoa fire stations as new
inventory.
Maintenance Shop Section:
New apparatus
Received and processing two 4 X4 crew cab p/up trucks for Sta 2 & 7
Received and processing two Pierce Dash 1500gpm pumpers for Kalaua
and Volcano Fire Stations.
Received 1 - Type 42 fire truck from DLNR
Prevention Bureau
EMS Bureau:
Electronic Patient Care Report Forms:
Program rolled out last week with training for all MICTs. Plan on going live
on January 1.
Training Bureau:
o 34th Recruit Class in second week of EMT class. All going well.
o 35th Recruit Class in second week of recruit training; doing Essentials.
o 33rd Recruit Class finishing up driver training and will be getting their driver audit
and DCC cards to drive fire vehicles.
o Richard Fong continues to do good job with recruits; very little oversight from
Honda.
o Recognize Stacy Domingo for helping out on light duty and establishing record
keeping and databases for training records.
o Started ICS training module—electronic web-based training for ICS 100 & 200.
Volunteer Training
o With impending retirement of Captain Enriques, 2 Captains on TA (Ralph Yawata
and Clyde Komatsu)

Projects/Business
• Temporary Relocation of Fire Admin: Moved last week; settling in.
PUBLIC EDUCATION/RELATIONS
• Mother of Greg Malkin expressed her appreciation to our rescue personnel for
the recovery of Greg’s body and her desire to assist our rescue program.
• Christmas decorating contests at fire stations.
• Waiakea High School students have been participating in senior project and
doing their internship (work based learning program) at Central Fire Station. One
of the students would like to address the Fire Commission at its January 10
meeting in Hilo to speak of his experiences.
