HAWAII FIRE COMMISSION
FIRE CHIEF’S REPORT
February 14, 2007
• Request to move up presentations by Evan Salvador & Denise Laitinen.
Budget
• FY 2007/08 Budget: Our department met with Department of Finance to present our
program and supplemental budgets on January 12, 2007. Received approval to include
Account Clerk in Program Budget.
Alternative Funding and Grants
• FEMA FY 2005 Assistance to Fire Fighters Grant: (Plymo-Vent) The permits are done.
Contractor will start installation at the beginning of March starting with Central. Neil has
requested a schedule of tentative dates which he will forward to us once received so
notification can be made to stations. The contractor will not be doing the electrical at
Central but wanted to start there because it is the most difficult station and the rep will
be here at that time. They will hook up the electrical later.
• FEMA FY 2004 Assistance to Fire Fighters Grant: (Burn Trailer) Vendor did come and
the rust issues have been taken care of. Other warranty issues are completed with two
outstanding issues waiting for parts to arrive in Hilo. The manufacturer is very
responsive to our concerns and we are pleased with the service we are getting. Just
waiting on the okay to move trailer to the airport location. We received payment of grant
funds. Thanks go out to FEO Mike Hayashida for his hard work completing the grant
and seeing the project through the specifications and manufacturing process.
• FEMA FY 2006 Fire Prevention & Safety Grant: Strategic planning committee Public
Education/Public Relations submitted grant proposal for fire safety & education trailer.
• FEMA FY 2007 Assistance to Fire Fighters Grant: Teleconference grant meeting held
on February 8, 2007. Anticipated open period begins March 5 for one month.
Capital Improvement Projects
• Makalei Fire Station: Consultant funds have been encumbered and the contract
execution is in progress (contract period January 19, 2007 to July 31, 2007). Meeting
and site visit to be held on February 20 with Public Works, architects, and civil
engineer.
• Pahoa Fire Station: Received DOT and DOH approval. Proceeding to obtain building
permit. Contractor has begun site work (demolition of existing buildings, grubbing and
grading).

• Fire Administration & Support Facility: Continuing to negotiate fee proposal with
consultant for design.
• Central Fire Station: No new developments. Still awaiting approval to change of site
use from Federal HUD (from housing to public service facility).
• Central Fire Station Retrofit Project: Desmond Wery meeting with contractor on
February 14 for a pre-construction meeting.
• Captain Cook: Received fee proposal; currently under review by Department of Public
Works.
• Paauilo Volunteer Station: Continuing with design phase of project. Building
recommendations and site planning issues being addressed.
Promotions and Hiring
Active recruits include:
Open-Competitive Recruitment
Agility test held January 20 to obtain candidates for 36th and 37th classes.
Internal Recruitment
Fire Equipment Operator assessment scheduled for February 17, 2007 at 7:45 a.m. at the
EMS Training Center. Fire Commissioners invited to attend as observers, provided they
remain present during the entire process.
Internal recruitment opened for Battalion Chief (EMS and FASO) on February 13 and
closes February 28.
Emergency Operations Division
• Brush Fires: Waikoloa brush fires on January 29 & 30, 2007 burned a total of 2,705.6
acres.
• BCs emphasizing the deadline for completion of the FFI program to line personnel.
• Emphasis on initiating the IS 100, 200 & 700 series of the ICS program to line
personnel.
• Station visitation increase by BCs of at least one out of three shifts.
Support Services Division
Auxiliary Services:
FCCC:
• Dispatchers completed reviewing CD on EMD updates
• Dispatchers attended EMD refresher - Instructor Patty Dukes.

• Met with Sgt. Wana to discuss Hawaii County Master Street Addressing Guide
Warehouse
• Distributed Sayer equipment (GPS, radios)
• Distributed OSHA compliant gas cans for drip torch
• Finishing up SCBA distribution.
EMS Bureau:
• ePCR: Electronic patient care reporting (ePCR) began on Jan. 16, 2007. Problems
are being encountered, but are relatively minor. Thank you to Data Systems Analyst
Laurine Carvalho for her hard work in sheparding us through this roll-out.
Inspection Bureau:

Safety and fire extinguisher training to public: 3
Four inspectors attended five-day fire investigation training seminar on Oahu.
Training Bureau:
• 33rd Recruit Class is being processed for Firefighter Promotion. Their FFR status will
end on Feb. 28. They will then begin their Probationary period for the Firefighter
position.
• 34th recruit class is currently out in the stations and hospitals doing the clinical portion
of their EMT-B training. This will go through March 3. They will then begin the EMT-I
portion of their training which will be a total of 6 weeks.
• 35th Recruit class is involved in finishing up the Fire Essentials, Firefighter I Training.
They are also getting ready to go to Wildland training, HazMAT Training and Water
Safety Training, and in a few weeks, will begin their Driver Training.
• The new Driver Training Guidelines went out to the companies. Goal is to ensure
safe, competent drivers.
Volunteer Section:

• Captain Komatsu and Yawata completed CPR/AED training for 22 volunteer fire
companies
• Volunteer report by Tom Brandt.
New Projects/Business
• Team Building/Strategic Plan: Ray Oshiro presentation. Strategic plan in process of
being revised/updated.
PUBLIC EDUCATION/RELATIONS
• American Heart Walk: Held Saturday, February 10, 0800, Liliuokalani Gardens.
• American Red Cross: Hats Off Campaign to be held at KTA-Puainako and Kailua on
March 3 from 0900 to 1400.
• 5th Annual Employees & Awards Dinner: To be held Saturday, March 24 at Hilo
Hawaiian Hotel. Commissioners should be getting their invitations soon.
