FIRE CHIEF'S REPORT
April 11, 2007
Budget
• FY 2007/08 Budget: We presented our budget before the County Council on March
30. Everything went well, making significant progress in educating all on budgeting
and planning better. Received directive from members of Council to add into
budget; we do not have authorization. Positive feedback from Council. Stressed
value of strategic planning.
Alternative Funding and Grants
• FEMA FY 2005 Assistance to Fire Fighters Grant: (Plymo-Vent) Installation
completed at Stations 2, 4, and 3, and they are working at Station 1 presently.
Awaiting fabrication on duct systems, which should arrive in about one week, at which
time, installations will be completed and the system operational.
• FEMA FY 2004 Assistance to Fire Fighters Grant: (Burn Trailer) Still awaiting MOU
from State Department of Transportation to relocate trailer to former airport site.
Should be with the State Attorney General's office right now.
• FEMA FY 2006 Fire Prevention & Safety Grant: No word yet on our grant proposal for
fire safety & education trailer. Submitted in January; if successful, will work with
committee on implementation.
• FEMA FY 2007 Assistance to Fire Fighters Grant: Grant period opened on March 29
for the 2007 Assistance to Firefighters Grant program. Closes on May 4. Meeting with
both committees on April 17 (FF health & wellness and FF training and education
(video teleconferencing equip). Will go with proposal that has a higher probability of
success/better outcome during grant period.
Capital Improvement Projects
• Makalei Fire Station: Preliminary site plan agreed upon. Consultant to conduct
Environmental Assessment and survey of site.
• Pahoa Fire Station: Site work and construction continuing. Tentative completion date
May 2008.
• Fire Administration & Support Facility: No new developments. (Continuing to negotiate
fee proposal with consultant for design.)
• Central Fire Station: Received response from HUD- requesting an Environmental
Review be conducted on

Central Fire Station Retrofit Project: Site meeting on hold. DPW awaiting general
contractor (Beachside Construction) to submit revised sub -contractor listing. Upon
resubmission and approval, will hold site meeting.
• Captain Cook: No new developments: (Received fee proposal; currently under review
by Department of Public Works).
Paauilo Volunteer Station: Meeting held with DPW on site use issues. DPW Highways
facility will use all of the area that is currently fenced. Fire Department has agreed to
use site located on the Honokaa side of access road. Design will now include this area.
Due to fact that DPW has funds available for construction, as an interim measure, DPW
will include an area to temporarily house our volunteer vehicles.
Promotions and Hirin
Active recruits include:
Open -Competitive Recruitment
• FF Recruit Candidates (re: 36th and 37th classes.) Candidates presently
undergoing medical screening. Target date for hire for 361h recruit class is June 1,
2007. Have identified qualified applicants for interview phase. Still looking at
November/December for 37th class.
FFR Family Orientation for 36th class tentatively scheduled for May 25 at 1730 at
Aupuni Center Conference Room. Invitation open to all Commissioners.
Internal Recruitment
• Fire Equipment Operator Assessment:: 12 promoted to FEO effective April 1,
2007.
• Battalion Chiefs: Assessments being designed for EMS and FASO positions.

Communications
Wireless 911 upgrade to Fire Dispatch began in April. Project continues.
- All dispatchers attending Positron Power Map training at HPD.
- Positron Power Map system installation in the FCCC.
FRD Ills D. Willis, K. Bugado, and D. Kaide attended GIS class at the University of
Hawaii. Geographic Information Technologies for Emergency Preparedness and
Response.

Inspection Bureau:
Developed Temporary Assigment to Captain qualifications. Fls R. Perreira & G.
Andrade slated to begin rotation into one vacant Prevention Captain's position in
April.
Training Bureau:
Operations Section:
34th Recruit Class: Began the clinical phase of the EMT -I Course which is slated to
run until May 5, 2007.
35th Recruit Class: Everyone successfully completed their Lifeguard Certification
and First Responder Operations Hazardous Materials Courses.
Volunteer Section:
Q1 objectives for volunteer section has been to get a count of active volunteers,
train all in First Responder & CPR, and develop training criteria. All achieved. Q2
objectives are to re-establish a driver training program, firm up the rules for PUCs
and get an accurate inventory of equipment at the volunteer companies.
Actual number of volunteers is 210.
West Hawaii: Trained 75 volunteers (9 companies) in CPR/AED, First Responder,
Wet hose evolutions, Water Supply
East Hawaii: Trained 64 volunteers (12 companies) in First Responder, Fire Safety,
and Incident Command
Volunteer Chiefs Meeting on April 21, 1000, at Pahala Fire Station.
Report by Noni Sanford. Captains doing good job. Should be getting their photo
IDs soon. Having multi company safety training with Helco.
Other Support Division Activities:
Working with FEMA for reimbursement of Oct. 15, 2006 earthquake costs
(continuing).
Working with representatives from HPD and Data Systems in the selection of a
consultant to design a new County radio system (continuing).

Working with Public Works, Pacific Wireless, and Corporation Council on the
Kapoho Radio Tower to Puna Geothermal transfer (continuing). Funding approved
by council in March. Bid specifications for equipment will be completed in April.
AC2 attended Amber/Maile Alert Training on Oahu. The purpose of the training is to
develop a County (& State) wide response to reports of children presumed
abducted and in danger. AC2 is slated to be Fire's liason in an Amber/Maile Alert
deployment
New Projects/Business
• Captain Cook Engine: Scheduled for delivery this month. Kirk Roark and F-2 went up
few weeks ago and checked out. Similar to Engines 19 and 21.
• Explorer Program: Stacy Domingo, Justin Neeson, Tracy Brennan, and Kimo Wilson
working actively to get program off ground. Looking at possibly June as pilot project
with couple schools in Hilo, with plans to expand.
• Fire Science: Grant monies using for tuition free classes exhausted. Still working with
Hawaii Community College and Honolulu CC to get program up and running.
• The Greg Malkin Memorial Foundation: Donation of $3,661.05 to purchase thermal
gear. Family of deceased wanted to do something for rescue companies. Will be
regular contributor with Daniel Sayre Fundation.
• Burn Trailer: If Commissioners interested, request to agendize demo at May 9
meeting.
Employee/Public Relations
• 5th Annual Employees & Awards Dinner: Rescheduled to Saturday, August 25, at Hilo
Meishoin. Mrs. Sayre has concerns of event may conflict with one another.
• 34th FF Recruit Class Graduation: To be held May 12, 2007, at 1700, at Nani Mau
Gardens. Everyone invited and encouraged to attend.
• EMS Week: 7th Annual 5K Run/Walk/Keiki Run to be held on Sunday, May 27, at
Liliuokalani Gardens.
