FIRE CHIEF'S REPORT
June 13, 2007
Budget
• FY 2007/08 Budget: On June 1, 2007, the County Council passed the FY
07/08 operating budget.
Alternative Funding and Grants
• FEMA FY 2005 Assistance to Fire Fighters Grant: (Plymo-Vent) Duct
work completed on nine stations (1, 2, 3, 4, 5, 8, 11, 17, and 20). Awaiting
electrical installation and formal training before system is operational. The
remaining stations to be completed by the end of June.
• FEMA FY 2004 Assistance to Fire Fighters Grant: (Burn Trailer) Still
awaiting MOU from State Department of Transportation to relocate trailer
to former airport site. Hopefully will be finalized soon.
• FEMA FY 2006 Fire Prevention & Safety Grant: Status quo. (No word yet
on our grant proposal for fire safety & education trailer. Submitted in
January; if successful, will work with committee on implementation.)
• FEMA FY 2007 Assistance to Fire Fighters Grant: Status quo. (Submitted
our grant application on May 3rd for video teleconferencing equipment.
Grant total request is for $327,600 to purchase VTS equipment for 15 of
our 20 fire stations (5 stations do not have basic technical capability to
accommodate VTS), Training, Dispatch, and Administration.)
• State Department of Transportation Highway Safety: Submited
grant proposal to acquire three electronic message boards. Total grant
application $29,500. Notification to be made in August or September.
Capital Improvement Projects
• Makalei Fire Station: Design planning is currently in the hands of the civil
engineer for the project (DYA Design Group). Right now, they are awaiting
a reply from the State Department of Transportation regarding the off site
road improvement requirements for the project.

• Pahoa Fire Station: Construction continuing with site work and foundation.
Per David Yamamoto, construction is slightly behind schedule; however,
contractor should make up time once foundation is completed.
• Fire Administration & Support Facility: Fee proposal has been negotiated
and preparing for award. Current fee proposal is $1,704,115; however the
consultant has been asked to include LEED (Leader in Energy Efficient
Design) to the contract which may increase the design costs.
• Central Fire Station: In process of selecting consultant.
• Central Fire Station Retrofit Project: Pre -installation meeting held on May
15, 2007. Construction started on May 17 with start of second floor roof
demotion. Tentative completion date is June 22. However, per Public
Works, project is slightly behind schedule. Contractor is in the process of
submitting a revised construction schedule.
• Captain Cook: Negotiated fee proposal is complete and preparing to
award. Fee proposal also includes ADA compliance for Police and Fire to
be paid through DPW funds. Fire Department share of design contract
(apparatus floor only) is $100,000.
• Paauilo Volunteer Station: Received a revised fee proposal from
Architects Pacific based on revised site use that was agreed to with DPW.
Total cost for Fire's share of the design costs is $207,414.00 broken down
as follows: Design Services $149,146; Planning Services $38,268;
contingency $20,000.
Promotions and Hiring
Active recruits include:
Open -Competitive Recruitment
• FF Recruit Candidates (re: 36t" and 37t" classes.) Candidates
identified for 36t" class, which is scheduled to begin on July 15, 2007.
Looking at December/January for 37t" class.
• FFR Family Orientation for 36t" class will be held June 15 at 1730 at
Aupuni Center Conference Room. Invitation open to all
Commissioners.

• FF Recruit Open Recruitment: Announcement opened on June 10,
2007. Closing date is June 26, 2007.
Internal Recruitment
• Battalion Chiefs (FASO and EMS): Captain Michael Gahan promoted
into FASO position; Captain Ralph Yawata into EMS position.
Promotions effective June 18.
• Battalion Chiefs (Emergency Operations and Special Operations):
Assessment center held on June 1 for these two positions.
Emergency Operations Division
• Emergency Proclamation by Mayor Kim made on June 5, 2007 due to
dry weather conditions.
• Pastor Jason Meechan conducting Effective Communication Training
with regards to CISD to West Hawaii station personnel.
• As requested by Commissioner Kudlo, contacted police department to
determine status of arson investigation on brush fires at Punaluu/South
Point area that have been going on for over a year. At this time, their
investigations of the cases have been suspended.
Support Services Division
Auxiliary Services Bureau:
As reported earlier, Captain Michael Gahan selected as FASO.

FCCC
• Vivian Arai attended Geospatial Integration for Public Safety
Conference in New Orleans. The Urban and Regional Information
Systems Association (URISA) and the National Emergency Number
Association (NENA) jointly presented their Second Annual Geospatial
Integration for Public Safety Conference (GIPSC) from April 15-18,
2007 in New Orleans, Louisiana. This three-day conference brought
more than 200 9-1-1 and GIS professionals, addressing coordinators,
incident management and emergency response specialist together for
the purpose of providing high quality and dynamic education on
mapping and address in public safety and emergency management.
• Intergraph Mapping workshop. CAD map updated in training mode.
Address points will be added to map in July. Map expected to be in
"live" mode early July.
• Meeting with HPD and State DOT. New call boxes on line at Kiholo
and Saddle Rd. New digital call boxes are accessible for the hearing
impaired.
• Meeting with Watson Furniture representative - reconfiguration of
ergonomic furniture for dispatch.
Warehouse Section
• Shredders distributed to medic stations for disposal of documents.
• MSA spare masks distributed
• New MSA units in service
• Stn. 20 - compressor delivered
• New Eng. 6 to Capt. Cook Station.
• Meeting with Volunteer Training Division Captains regarding equipment
requests for volunteers.

EMS Bureau:
• Capt. Ralph Yawata selected as EMS1
• Awaiting results of EMS supplies bid contract.
• MICT Class: On Oahu. Just completed their first clinical phase rotation
at Kapiolani, Queens, and 3 ambulance stations. On June 10, they
began their second rotation with preceptors that goes until July 14.

Training Bureau:
Operations Section
Recruit Training:
34t" Recruit Class- Graduation and Badge ceremony held at Nani Mau
Gardens on May 12, 2007. Honored guess included Senator Lorraine
Inouye, Commissioner Neil Brazier, and Chief Darryl Oliveira. Recruits
given their first 24hr station assignment effective May 16, 2007. Recruits
traveled to Oahu on June V for their EMT National Registry skills testing.
Anticipated completion of FFR status June 30, 2007.

351" Recruit Class- Driver Training, Station Orientation, and EMT
preparation still ongoing. Eight recruits volunteered for Hilo High Grad
Night on June 1St, eleven recruits volunteered for Waiakea High Grad Night
on June 2nd with both events occurring at Hilo Yacht Club. EMT training
began on June 12, 2007 with James Gray to instruct. One recruit already
EMT State certified and will be assigned to Central Fire Station for duration
of EMT training.
36t" Recruit class- Formal offer sent on May 21, with acceptance deadline
set for May 31, 2007. Orientation, personnel processing, PPE fitting, and
SCBA fit testing set for June 15, at 1200 noon in Training Bureau. Family
Orientation to follow same day 5:30 p.m. at Aupuni Conference Room.
Recruit class scheduled to begin on July 16, 2007.
37t" Recruit Class- COMPASS and interviews being scheduled. Tentative
starting date is some time in December 2007 or January 2008.
On -Line Training:
• NFA direct delivery course "Courtroom Preparation and Testimony
for First Responders" held on May 15 & 17 at Aupuni Conference
Room.
• CERT Instructor Training held in East Hawaii on May 21 & 23, and
West Hawaii on June 6.
• Hazardous Materials Technician Training tentatively scheduled for
June (Chemistry of Haz Mat Materials) and July (Haz Mat Tactics
and Strategies).
• Hawaii Petroleum Fire Protection Course tentatively scheduled for
July at Honolulu Fire Department training center.
Volunteer Section
• Structure of Volunteer Program report.
• Combined East and West projects include:
1) Tracking Volunteers in RMS for improved data collection on
Volunteer responses to emergencies
2) Picture IDs for volunteers for improved fire scene accountability and
as a morale builder.
• License Agreement between Puuanahulu Community Association and
County of Hawaii executed on June 12, 2007.

Other Support Division Activities:
Consultant for new radio system selected (Macro Engineering) soon to
begin work.
Kapoho Radio Tower to Puna Geothermal transfer project ongoing.
New Projects/Business
• Explorer Program: Pilot program will begin June 30. Tentatively have 13
students. Wal-Mart Hilo awarded us a $500 grant in support of program.
• Ocean Safety Integration
Employee/Public Relations
• 5th Annual Employees & Awards Dinner: Confirmed date is Friday,
August 17 at Hilo Meishoin.
• EMS Week: 7th Annual 5K Run/Walk/Keiki Run to be held on Sunday,
May 27, at Liliuokalani Gardens. Best year ever with 724 registered
participants.
