HAWAII FIRE COMMISSION
FIRE CHIEF’S REPORT
November 14, 2007
• Chief Oliveira on Oahu for HCC Fire Advisory Board meeting and HFCA Board
meeting.
Budget
• FY 2008/09 Budget: Deadline to submit our program budget, as well as
supplemental budget, to Finance is tomorrow, November 15. Have been meeting
with Division heads to finalize our submittal. Will provide report at next month ’s
meeting.
Alternative Funding and Grants
• FEMA FY 2005 Assistance to Fire Fighters Grant: (Plymo-Vent) Submitted our final
close out grant award report has been closed out after we have met all criteria.

• FEMA FY 2007 Fire Prevention & Safety Grant: Opened on October 22, 2007.
Strategic Planning Public Education/Relations committee working to refine and
resubmit grant proposal for safety and education trailer. Deadline for submittal is
November 30.
• Firemans Fund Grant: Received $18,000 to be used for training curriculum, building
training library at stations and for volunteer companies.
Capital Improvement Projects
• Makalei Fire Station: Received the initial schematic from the design consultant KYA
Design Group. Meeting held on November 13 with design consultant to review and
discuss details of the schematic. We cleared up some issues and they will submit
another schematic to include items of discussion.
• Pahoa Fire Station: Construction continuing. Targeted completion is May 2008.
• Fire Administration & Support Facility: On October 18, 2007, consultant kick-off
meeting held. Design consultant from Anbe, Aruga, Ishizu Architects along with
Civil, Mechanical, Electrical, Environmental Assessment, Telecom sub contractors
met with Fire, DPW, Police & Data system representatives to discuss project.
Harold Inouye is the lead project Architect. Project requirements include master
planning site to include Fire Admin Bldg, Emergency Dispatch Bldg. Fire Training
Building, Museum, Covered Training Area, Warehouse and Fire Station. The
consultant will subdivide 5 acres for Fire Dept. use from a parcel of State property
along Mohouli Extension. Initial timeline for design expected to take 12 to 14

months (contract executed 8/31/07). Inaba Engineering has already begun site
marking of the parcel.
• Central Fire Station: DPW currently negotiating contract for design consultant for
the project to include the EA. Site plan is at the corner of Wailoa/Ululani Streets.
• Central Fire Station Retrofit Project: On November 1, received Punch list of
discrepancies from Architects Pacific that has been forwarded to Beach Side
Roofing, the General Contractor for the project. There were a few discrepancies on
the roof that needs to be corrected. The most significant discrepancies are on the
solar panels. Ball valves and air vents need to be installed and the thermocouple
wire needs to be replaced and conduit installed. Regarding the plaster work in the
kitchen/dining room, it is yet to be determined whether the job will be bid out or the
County carpenter shop will do the job. Daren Kodani to discuss with carpenter shop
and make decision on that matter soon.
• Captain Cook: On October 15, 2007, submitted input regarding preliminary
schematic to D. Yamamoto. Requesting that turning radius be included to
demonstrate accessibility to new apparatus bay. Meeting scheduled with station
personnel on November 27, 2007 at 1000. Presently, we do not have construction
money for this project.
• Keaau: Meeting with Mayor Kim, Harry Yada, Fire & Police representatives
originally scheduled for 11/2 however rescheduled to 11/28. This meeting
scheduled to discuss Kamehameha’s interest in working with the County for the
development of a Fire/Police complex on property currently owned by Kamehameha
Schools.
• Honokaa: 10/15/07: we notified Mayor’s office and Finance of the possibility that
Kamehameha Schools may be interested in considering negotiating with the County
for property in the Honokaa area that we may be interested in obtaining for a
Honokaa Fire Station site. We’ve been given the go ahead to assist Harry Yada in
discussions.
Promotions and Hiring
Open-Competitive Recruitment
• FF Recruit: 37th Class candidates are undergoing medical screening. Start date
tentatively January 1, 2008. 38th Class candidates submitted their applications;
presently under review. Their tentative hire date is July 2008.
• Ocean Safety: Department of Human Resources will be conducting open-
competitive recruitments for two temporary Water Safety Officer I (1/2 Time)
positions due to incumbents on temporary assignments to other Water Safety
Officer positions.

Internal Recruitment
• Fire Captain: Exam administered; candidates just received results. Next step is
assessment center.
• Fire Apparatus Trainer: Applications received; currently being screened.
• Fire Radio Dispatchers: Will be hired on November 16.
Emergency Operations Division
• Prescribed Burn Project and Training Opportunity: Unfortunately necessary to
postpone project again due to weather conditions and California brush fires.
• School Inspections: Line companies have been continuing their school inspections.
Ocean Safety
• Report by Captain John Kapsky.
Support Services Division
Auxiliary Services Bureau:
Communication:
• Dispatchers and BC Gahan met with Akimeka representatives to add district
boundary layers on our CAD map system.
• BC Gahan participated in phone conference discussion about new AVL units
purchased for fire vehicles.
• AC Mento and BC Gahan met with Michael Green of BAE Systems, who was
introducing a product that would bridge communications gaps for all radios at
emergency scene.
• BC Gahan attended Fire Communications Officer Training on Oahu.
Warehouse:
• Received 32 new sets of turnout gear.
• Received 27 new computers for the fire stations.
• Issued 330 new ESS goggles for firefighters on line.

EMS Bureau:
• Five (5) MICT Interns completed training – awaiting National Registry testing to be
conducted on Oahu on December 9th. Four (4) MICT Interns have been extended
for one (1) month – will join the five (5) other on Oahu for the testing. December 16 th
is the projected date they all will be eligible to fill an MICT vacancy.
• ePCR Committee meeting discussed the soon to be released EMStat 5 module and
Laurine Carvalho distributed eight (8) new Dell laptops for some medic units
• BC Ralph Yawata and Captain Tracy Yanagi attended two (2) conferences in
October – 1) Emergency Preparedness for the disabled population, 2) Rural Health
Association – Shortages of medical services in the rural setting.
• MICT Retraining conducted for all shifts – various topics – Alzheimer’s, new EKG
monitor from Zoll, Corporation Counsel – legal concerns, HFD Medical Director –
patient transfer concerns, HPD – “Taser Orientation”
• Nine (9) personnel have shown interest for the January 14, 2008 MICT class –
presently meeting once a week with “MICT Advisors”
• October Base Station Meeting featured speakers from Dept. of Health – Topic was
“Introduction to Avian & Pandemic Influenza”

Operations Section
Recruit Training:
35th Recruit Class- Completed EMT-I classroom didactics and were sent out to Fire
Stations and hospitals for clinical portion of EMT-I. Their graduation scheduled for
Wednesday, November 28, at 1030 at Nani Mau Gardens.

36th Recruit class- Successfully completed Haz Mat and Aquatics Competency
courses. They are now certified Haz Mat Operations level as well as American Red
Cross Lifeguards.
37th Recruit Class- Currently planning course curriculum for projected starting date of
January 2, 2008.
Explorer Program:
Second stage of program, engine ride-a-long, has been planed and scheduled for initial
Explorer participants.
Second Explorer class started on October 13 with 10 boys and 1 girl. Classes will be
conducted at the Training Bureau for the next 5 Saturdays introducing the participants
to various firefighting skills.
Volunteer Section
• Puuanahulu Volunteer Company: Official blessing and opening of station held on
October 27, 2007. Thanks to Commissioner Bowles for attending.
• Volunteer Incident Reports: With the inclusion of volunteer response being
captured in RMS, we are able to provide monthly statistical data, as shown on this
month’s Chief’s report.
West Hawaii
Trained 11 Companies – 80 Volunteers in Firefighter 1 Chapter 1, Joint C-2 training with
paid personnel. Working on bid specification for Co-14A tanker.
East Hawaii
Trained 11 Companies – 50 Volunteers in Firefighter 1, Chapter 1. Working on bid
specification of Fern Acres garage

Support Services Other Activities:
Working with Civil Defense, Police, Data Systems and State Civil Defense on a
Statewide interoperability plan. Met on Oahu to present Hawai’i County’s interoperability
plan. Hawai’i County stands to gain 1.6 million dollars for communication improvements.
Demo’d new potential FCCC technology. Radio over Internet Protocol dispatch
consoles.

Working with Civil Defense, Police, Data Systems and MACRO Engineering to develop
a Countywide Communications plan. Phase 1 of the proposal submitted to the County.
Not so good news, irrespective of the direction the County wishes to take regarding it ’s
radio systems; a very expensive (>$10,000,000) upgrade will be required in the next 5-
10 years because of FCCC requirements.
Working with HELCO and Corporation Counsel to gain easement to Wailuku River via
Manaolana St. for the purpose of testing fire pumps. Project ran into a hitch, one
neighbor is against the plan. May need to have a community meeting.

• Fire Prevention Week: Held on Saturday, October 13, at Hilo Bayfront. Great
weather and event.
• Veterans Day Parade: FEO David Minor participated on planning committee for
Veterans Day parade held in Hilo on November 10.
