HAWAII FIRE COMMISSION
FIRE CHIEF’S REPORT
December 12, 2007
Budget
• FY 2007/08 Budget: Submitted our program budget to Finance for $35,649,633. Our
supplemental budget totals over $8 million. Presently working on updates/revisions as
requested by Finance. Our department meeting with Finance is on January 7 at 0815 .
We will provide Commission with more details of budget submittal at January’s meeting.
Alternative Funding and Grants
• FEMA FY 2004 Assistance to Fire Fighters Grant: (Burn Trailer) Still awaiting MOU for
signature from DOT.
• FEMA FY 2007 Assistance to Fire Fighters Grant: Status quo. (Submitted our grant
application on May 3rd for video teleconferencing equipment. Grant total request is for
$327,600 to purchase VTS equipment for 15 of our 20 fire stations (5 stations do not have
basic technical capability to accommodate VTS), Training, Dispatch, and Administration.)
• State Department of Transportation Highway Safety Grant: Received notification on
November 14 that our grant was not approved (acquisition of three electronic message
boards. Total grant application $29,500)
• FEMA FY 2007 Fire Prevention & Safety Grant: Strategic Planning Public
Education/Relations committee submitted grant proposal for safety and education trailer
($103,606).
Capital Improvement Projects
• Makalei Fire Station: We received a revised site plan based on previous meeting. Will
use this design as a boiler plate for future fire stations as well.
• Pahoa Fire Station: Construction continuing; on schedule for May 2008 completion.
• Fire Administration & Support Facility: Presently in the design phase of the project.
• Central Fire Station: Department of Public Works continues to negotiate design contract
for the new Central Fire Station project with KYA Design Group. PBR Hawaii has been
subcontracted by KYA for the EA. They have begun the EA and anticipate it to be
completed in March 2008. Whether or not we proceed to design will be determined by the
land acquisition.
• Central Fire Station Retrofit Project: Daren Kodani contacted contractor on November 28,
and punch list of discrepancies is at about 80% complete. Still no determination on the
plaster work completion.

• Captain Cook: Met with station personnel and Commissioner Rosehill on November 27.
Presently there are no monies available for apparatus bay. ADA and hazard abatement
requirements to be addressed. Working with staff on possible relocation.
• Keaau: On November 28, met with Mayor Kim, Finance and Police to discuss options for
a Keaau Fire/Police Complex. Options of Shipman properties and Kamehameha Schools
properties discussed. Harry Yada will open further discussion with Shipman to discuss
possibilities on the use of Shipman property near Keaau Park to develop project.
• Honokaa: As of yet, no meeting has been scheduled to meet with Kamehameha Schools.
Promotions and Hiring
Open-Competitive Recruitment
• FF Recruit: Will be hiring 19 Fire Fighter Recruits effective January 2, 2008 for the 37th
Class. Family orientation to be held this Saturday, December 15, at 1300 at Aupuni
Center.
• Ocean Safety: Will be having interviews this Thursday to fill four WSO I (temp)
positions (not to exceed 1 month) to be hired during the Christmas break. Also will be
interviewing for a temporary WSO I ½ time position (not to exceed six months) while
incumbent is on TA.
• Storekeeper: We will be conducting recruitment; targeted hire date is February 1, 2008.
Internal Recruitment
• Fire Captain: Pending interview and selection process.
• Fire Apparatus Trainer: Pending interview and selection process.
Emergency Operations Division
• Employee Support and Guard Reserve Award: Request to agendize award presentation
by the Hawaii Air National Guard Reserve to Battalion Chief Raymond Rowe at the
January 9th meeting.
• South Kona Flooding / Missing Hiker – Mauna Kea: Chief Oliveira briefed Commissioners
on these two incidents.

Support Services Division
Auxiliary Services Bureau:
Communication Section:
• BC M. Gahan attended Reverse 911 demonstration and class at EOC. Demo and class
conducted by Mr. Peter Mokry. Class demonstrated how to use reverse 911 system.
Civil Defense requested call out list and suggestions on how to group the names.
Warehouse Section:
• Received from purchasing department notification of the winning bids for new PPE ’s.
Fisher Safety won bid for 100 sets of PPE, and LN Curtis won bit for 25 sets of PPE.
Maintenance Shop Section
EMS Bureau:
• Three (3) MICT Interns have completed their rotations and will be taking the final written
test the first week of December. They will also be taking their final skills test on Oahu on
December 9, 2007 joining the five (5) who previously completed their internship.
• Conducted our first quarterly EMS/QA Committee meeting – one representative from
each medic unit was invited to participate. Total of 11 personnel attended. QA process
was facilitated by Judith Fitzgerald, HFD Medical Director. Committees were formed to
meet the goal & objectives of the committee.
• Seven (7) personnel have been accepted into the January 14, 2008 MICT class.
Inspection Bureau:
• All inspectors attended an electrical investigation training recently.
Training Bureau:
Operations Section
• 35th Recruit Class- Completed EMT-I clinical and final exam. National Registry written
exam taken on November 30. Recruits graduation and badge ceremony held at Nani Mau
Gardens on November 28. Their first 24 hour station assignments will be effective
December 1. National Registry practical exam currently scheduled for January 13, 2008
on Oahu.
• 36th Recruit class- Completed 24 hour driver training classroom didactics, vehicle pre-
trip and closed course, currently commencing with driver training on the road. Half the
class will be in station orientation at stations 1, 2, 3, 4, 5, 8, and 10. The other half of the
class will be doing driver training on the road.

• 37th Recruit Class- Currently planning course curriculum for projected starting date of
January 2, 2008. Orientation for cadets and family scheduled for December 15 at Aupuni
Center. Everyone welcome to attend.
• Explorer Program: First Explorer class is doing ride a-longs on the engines.
Second Explorer class final demonstration day for their parents held on December 1.
Volunteer Section
