FIRE CHIEF'S REPORT
May 13, 2008
• Chief Oliveira returning from Alaska today after attending a Western Fire Chiefs
Association President's Forum.
• Deputy Chief Honda is on Oahu today attending a fire -labor management
meeting.
Budget
• FY 2008/09 Budget: Are presently awaiting amendments, if any, from Council back
to the Mayor.
Alternative Funding and Grants:
• FEMA FY 2004 Assistance to Fire Fighters Grant: (Burn Trailer) Still awaiting MOU
for signature from DOT.
• FEMA FY 2007 Assistance to Fire Fighters Grant: (Video Teleconferencing
Equipment) Committee members are working with Data Systems to finalize bid
proposal —looking at the pros and cons of the various types of monitors.
• FEMA FY 2007 Fire Prevention & Safety Grant: Status quo. (Strategic Planning
Public Education/Relations committee submitted grant proposal for safety and
education trailer ($103,606).
• FEMA FY 2008 Assistance to Fire Fighters Grant: Submitted grant application to
pursue a health/wellness program, total budget is $531,203.
• State Department of Transportation Safe Highways Grant: Grant period has not yet
opened; will apply for OSHA approved safety vests.
Capital Improvement Projects
• Makalei Fire Station: County presently waiting on land auction scheduled through
bankruptcy court. County is optimistic that we will receive land as originally agreed
to. Also received revised project schedule from KYA design group. Next benchmark
is the pre -final plan submittal scheduled for June 20, 2008. Environmental
Assessment public comment period ended and final EA will be submitted to Office of
Environmental Quality Control with Findings of No Significant Impact.
• Pahoa Fire Station: The construction issues have been somewhat resolved,
however will cause a delay in the completion of the station, now estimated to be
August/September.
• Fire Administration & Support Facility: On 4/23, met with police and data systems to
review schematics with minor changes for police and data systems. Public comment
period ended for EA, and final EA will be submitted to Office of Environmental
Quality Control with Findings of No Significant Impact. Reviewed preliminary
schematic. Minor changes for Fire portion of plans.
• Central Fire Station: 4/22: Final Environmental Assessment filed with Office of
Environmental Quality Control with Findings of No Significant Impact to be published
in the May 8, 2008 Environmental Notice. Will proceed to request for disposition of
the property with HUD.
• Central Fire Station Retrofit Protect: Stucco work in kitchen/dining room areas
moving along slowly.
• Captain Cook: Public Works is expecting to go out on bid for ADA project in May or
June.
• Keaau: No new developments.
• Honokaa: No new developments.
Promotions and Hiring:
Open -Competitive Recruitment
• Fire Fighter Recruit: COMPASS test and interviews completed. Background
checks being conducted. Pending final selection of applicants.
• Ocean Safety: Interviews will be conducted on May 5 for WSO 1 '/2 time and WSO I
temp positions.
Internal Recruitment
• Fire Equipment Operator: Received written exam results. Preparing Assessment
Center exercises.
Emergency Operations Division
• In response to Commissioner Kudlo's question on the levels of ICS training of our
personnel: Everyone is trained to ICS 100, 200 and 700 levels. All officers (FEOs
and higher) are at the ICS 800 level. There are several members trained at the ICS
300 and 400 levels.

Support Services Division

• During April, Fire Auxiliary Services provided support for operations in the
monitoring of SO2 coming from volcano, to include dispatch support at the Hilo
Operations Center.
• 4/18/08 SO2 alarm system installed in dispatch. Instructions provided by Kevin
Norris of Data Systems
• 4/02/08 QRAE's in warehouse for delivery to the Fire Stations to assist in the
monitoring of SO2 in their locations. Received 11.
• 4/14/08 15 APR Adapters in with 36 GMB Cartridges. Adapters used to attach
to MSA Mask incase of fire companies encounter high levels of SO2.
Department ordered 36 adapter only 15 have come in so far.
• 4/18/08 Ordered equipment needed to monitor SO2 levels and supplies needed
to maintain the equipment.
• 4/29/08 SO2 monitoring equipment in. In warehouse 2 RDks (Rapid
Deployment Kit Monitoring Systems) Consisting of 4 Area RAE's each with host
system.
• SO2 monitoring system in place and maintained by the Hawaii Fire Department.
System consist of 8 A REAs systems in various locations next to the plume.
Systems hooked up to the internet and sent to Fire Dispatch. There is an alert
system sent to Fire Dispatch Fire Chief Oliveira, and Chief Coloma. Fire Chief
Oliveira and Chief Coloma received their information via a Blackberry phone
system.
Maintenance Shop:
• Continue 2 apparatus refurbishment projects
1. HFD 416 — refurbish pump and cafs system
2. Install pump and tank for Kubota ATV.
3. Start work on fuel trailer.
• Other projects
1. Install oil storage tank on completed cement pad. Build and install
canopy over tank.
2. Build tire rack and shelves in lower garage area and begin use for
repairs. Organize tire and parts storage.

EMS Bureau:

• EMS Week Poster Contest entries judged, selected and will be notifying schools
to do a presentation to the contestants.
• Attended 2nd Annual HEMSIS Conference on Kauai on April 16-18, 2008.
• Held a Pandemic Flu Committee meeting attended by 8 personnel on April 23,
2008. Meeting was facilitated by Captain Christian Wong with FF Michael Brigoli
assisting.
• Captain Tracy Yanagi, FF Melanie Keolanui and Pahoa "B" participated in
Pahoa Intermediate School Career Day on April 25, 2008.
• Attended final planning meeting with BC Robert Bailey on Hilo Airport's Tri-
Annual exercise to be held on May 28, 2008.
• Attended Basic Disaster Life Support training sponsored by the Department of
Health held on April 28, 2008. Total of 22 HFD personnel attended. Field
exercise to be held on July 10-11, 2008.
• Captain Tracy Yanagi participated along with North Kohala "C" and Hazmat 21
"C" in Kohala Hospital's Annual Drill involving a unknown hazardous substance
held on April 30, 2008.
• Attended Annual Hawaii Island Rural Health Association Conference in Kona on
April 30, 2008.
Training Bureau:

Recruit Training:
36t" Recruit class: Currently commencing with their didactics portion of EMT-1
37t" Recruit Class: All 18 recruits completed and passed their skills and written
finals for Fire Essentials. Also completed and passed their Aquatics Competency
course and is now American Red Cross Lifeguard Certified.
38t" Recruit Class: Completed 7 days of oral interviews for over 60 candidates.
Explorer Program: Third Explorer Class concluded their Phase I training and held
their final family demo and completion ceremony on April 26 at NAS pool.
CERT Training: Kukio community completed their training and held their final drill
on April 26. Fifteen members of the community completed the training and are now
certified.
Volunteer Section
• 24 hours of volunteer company drills during April in East Hawaii.
• Attended wildland brushfire class in Waikii.
• 53 hours of volunteer company drills in West Hawaii.

New Projects/Business
(AC Murasaki)
• Refurbishing Project at Central: Four Rotary clubs finished their refurbishing of the
Central dorms and locker room areas by painting walls and lockers, installing new
lighting, ceiling fan, faucet sets, air conditioning units.
Employee/Public Relations
• Baskin -Robbins: Participated in Baskin -Robbins 31 Cents Scoop Night on April 25.
Nationwide, they will contribute $100,000 to the National Fallen Firefighters
Association.
• EMS Week: To be held on Sunday, May 25, at Liliuokalani Gardens.
