FIRE CHIEF'S REPORT
June 18, 2008
Budget:
FY 2008/09 Budget: Mayor vetoed budget presented to him by Council. Council
has until end of June to decide on special hearing or let it become effective on July
1.
Alternative Funding and Grants:
• FEMA FY 2004 Assistance to Fire Fighters Grant: (Burn Trailer) Still awaiting MOU
for signature from DOT. Working with DLNR to see if we can get different parcel —
area where we are currently doing driver training. Goal is to make trailer available to
all --both paid and volunteer personnel.
• FEMA FY 2007 Assistance to Fire Fighters Grant: (Video Teleconferencing
Equipment) Committee members continuing to finalize bid proposal and will submit
in early July. Committee has set timeline of December 31 to have equipment
installed at stations.
• FEMA FY 2007 Fire Prevention & Safety Grant: Status quo. (Strategic Planning
Public Education/Relations committee submitted grant proposal for safety and
education trailer ($103,606).
• FEMA FY 2008 Assistance to Fire Fighters Grant: Status quo. (Pursue a
health/wellness program, total budget is $531,203.)
• State Department of Transportation Safe Highways Grant: Submitted for
DOT/OSHA approved safety vests for all fire fighters and volunteer fire fighters.
Total grant application $20,113.70.
Capital Improvement Projects:
• Makalei Fire Station:
o On June 5, final foreclosure auction in bankruptcy court. Judge ruled on
auction which Grammercy Corp retained ownership of property. Grammercy
was original owner and deed owner who committed to have station built.
o Architects continue work on pre -final schematics. Continue to provide details
on equipment, furniture, etc.
o Final EA published by OEQC with Finding Of No Significant Impact.
• Pahoa Fire Station:
Completion expected late summer (Aug/Sept). Construction continuing and
currently working on interior, installing apparatus ceiling, vent system, walls in
apparatus bay as well as fueling station/yard maintenance shed construction.
DPW in discussion to resolve some building design issues.
Awaiting resolution on highway improvements with State DOT.
• Fire Administration & Support Facili
o Comments on preliminary schematics forwarded to consultants. Basic floor
plan has been agreed with. Architects will begin design development stage.
o Met with Telcom consultant, HFD, HPD, DPW representatives to begin
discussions on more specific information that will be needed during the
design development phase, particularly with the Telcom equipment and
power requirements.
Central Fire Station:
o Final EA published by OEQC. Proceeding with land disposition from HUD.
HUD will be reviewing the submittal to transfer property to COH. No timeline
provided.
• Captain Cook:
o David preparing contract to be publicized for construction bid in June.
Promotions and Hiring:
Open -Competitive Recruitment
• Fire Fighter Recruit: On June 15, Human Resources posted announcement for fire
fighter recruit recruitment.
Ocean Safety: Hired one WSO'/2 time position on June 1 and one on June 2. Also
hired five 5 WSO temp positions on June 2 for summer coverage.
Internal Recruitment
• Fire Equipment Operator: Preparing assessment center exercises. No date but
should be coming soon. Will inform Commission on date should they wish to attend
as observers.
Fire Captain: Recruitment opened June 16, will close June 26. Received info from
HR that testing for Captain recruitment is set for August 20 (Hilo and Kona on same
day).

Ocean Safety
• Report by Captain John Kapsky
Support Services Division
• Retirement of AC Mento effective June 1. Status of long term projects that he
was working on, specifically, upgrade of 911 system in dispatch.
EMS Bureau:
• EMS career ladder
• MICT students (7) on Oahu and have begun their clinical & intern rotations.
Training Bureau:
Recruit Training:
36t" Recruit class: Should be completed with EMS by June 20. Will be taking their
National Registry practical on July 27. Graduation on July 30.
37t" Recruit Class: Half of class is in driver training; the other half doing station
orientation. All recruits received their DCC Permits and are currently driving on the
roadways.
Volunteer Section
• Report by Tom Brandt (not present).
New Projects/Business
• Arson Canine Program: Donation of $23,000 (canine and training) in process of
being accepted by Council. Presentations to Mayor, Prosecutors, Police, State Fire
Council. Scheduled for news conference with State Farm on June 19. Will be
agendized at next month's meeting.
Employee/Public Relations
• EMS Week: Held on Sunday, May 25, at Liliuokalani Gardens. Very successful
with over 500 participants. All proceeds to go to Alzheimer's Association -Aloha (Big
Island) chapter and Project Lifesaver.
• 4t" of July Pool Splash: Invites all Commissioners to attend 4t" of July pool splash
at NAS pool from 1100 to after fireworks. Lots of food, games and entertainment
for families and kids. Sponsored by the Relief Association.
