Budget: • FY 2008/09 Budget: Received instructions from Mayor Kim to take following actions to help ensure prudent spending- - Limit out of state and in -state travels to those that are necessary and limit the number of persons traveling to the same event. - Review personal mileages for County business. - Re-evaluate budgeted equipment items to determine if purchases are necessary, or can be eliminated or deferred without jeopardizing services or safety. - New positions created in FY 2008-09 budget will not be filled at this time. Existing positions may be filled as normal. - Existing employee contracts will be highly scrutinized. Better revenue estimates should be obtained in October. Alternative Funding and Grants: FEMA FY 2004 Assistance to Fire Fighters Grant: (Burn Trailer) Received word from State DOT on July 2, 2008 that FAA approved MOA to utilize State airport land to house our burn trailer. Continuing to await official documents. FEMA FY 2007 Assistance to Fire Fighters Grant: (Video Teleconferencing Equipment) Committee members chose to go on sole source proposal and will meet with the Finance Department's standardization committee on August 18. In the meantime, fire fighters assigned at each station to conduct a more comprehensive assessment of VTC needs for installation at each station. FEMA FY 2007 Fire Prevention & Safety Grant: On August 8, 2008, received notification from FEMA that they were unable to fund our application at this time, re: safety and education trailer for $103,606. Although our application was rated generally good and above average, they received many proposals that centered on the use of educational props. The panelist did not rate our proposal as high as it rated others that contained the same project. FEMA FY 2008 Assistance to Fire Fighters Grant: (Health/wellness program, total budget is $531,203.) On June 19, we received an e-mail indicating a favorable review of our grant application. Will be working with grant committee to implement process. • State Department of Transportation Safe Highways Grant: Status quo (Submitted for DOT/OSHA approved safety vests for all fire fighters and volunteer fire fighters. Total grant application $20,113.70.) Capital Improvement Projects: Makalei Fire Station: • July 2008: David Yamamoto has received the final plans for the fire station and is currently under review. Awaiting response from Gramercy representative regarding the disposition of the property. Pahoa Fire Station: State DOT has approved off -site road improvements. The request for bids will be opening on Aug. 14, 2008. Although construction is expected to take 5 months, DPW has submitted a request to construct a temporary access to the station that will allow us to access the station while construction of the highway improvements is being completed. • Contractor is awaiting decision on the financial aspect of the wall retrofit to upgrade to large missile impact rating. Interior work is progressing slowly. Site work progressing for installation of warning lights along highway. Fire Administration & Suaaort Facili • Design development continuing. Site plans have been submitted by consultant for review. • Update of final EA: Final EA has not been filed for publication with the OEQC pending completion of an inventory of historical sites on the property that was requested by the State Historical Society during final comment period. Central Fire Station: • Demolition of existing buildings commenced 7/14/08 with a 90 calendar day completion window. No word on the decision on the disposition of the property, still at HUD. Captain Cook: • Seismic retrofit design for the hose tower has been completed and was attached as an addendum to the ADA compliance & HazMat abatement bid. Construction bids were received and opened on 7/31/08. Award pending decision on the scope of the project. Central Fire Station Roof Repair: • On July 16, 2008, final acceptance letter sent to contractor, Beachside Roofing. Awaiting return of final documents from contractor in order to close project. Plaster & paint in the kitchen & dining room has been completed by carpenter shop. Promotions and Hiring: Open -Competitive Recruitment • Fire Fighter Recruit: 38t" Fire Fighter Recruit class to be hired on October 1, 2008. Currently commencing with pre -employment drug testing and medical screening. Internal Recruitment • Fire Equipment Operator: Preparing assessment center exercises. • Accountant I: Will be conducting interview and selection process. • Water Safety Officer I % Time: (North Kona and South Kohala): Awaiting list of eligibles. Interviews will be conducted thereafter. Emergency Operations Division • S02 School Monitoring Protect:: Training conducted for all schools in Keaau- Pahoa-Kau complexes and Hilo-Laupahoehoe-Waiakea complexes, as well as Kamehameha Schools. • AMR Patient Care Transport: Inter -facility and off -island aeromedical transport. • 93rd CST Exercise: Held during the week of July 28 to August 1. • Terry Kelbaugh Ocean Safety • Fire Commission requests media coverage for Jr. Lifeguard program. • Report by Captain John Kapsky Support Services Division EMS Bureau: • Monthly ePCR Committee met on July 14, 2008 — discussion of EMStat 5 training to be held in September 2008. • Base Station Meeting held at Kona Police Station on July 15, 2008 with Dr. Richard McDowell. • BC Yawata attended - Incident Management Training at the Hilo Hawaiian on July 7-9, 2008. - EmPrints training - Advance Disaster Life Support (ADLS) Training at the University of Hawaii Hilo Campus on July 10-11, 2008. - Quarterly EMS Advisory Committee (EMSAC) meeting on Oahu on July 16, 2008. - Annual Trauma Symposium on Oahu held on July 18-19, 2008. • ePCR Committee met with Dr. Linda Rosen from State of Hawaii EMS & Injury Prevention Branch regarding the future of the PCR program in our department. Auxiliary Services Communication: • BC Gahan attended ICS 300 Class at the Hilo Hawaiian Hotel. • 7/10/08: Meeting at EOC with other State Civil Defense Reps via Tele Conference to discuss what we need to do to be in compliance with State and Federal guidelines for our State Wide Interoperability Communications Plan. • 7/25/08 Meeting at Maluhia Building with Purchasing Rep, MICT Ebersol, BC Yawata about finding the best plan for proposed Cell Phone Service for Medics and Engines. • 7/30/08 Tactical Interoperability Communications Plan meeting for Table Top Exercise on October 23, 2008 \/\/arPhni ica • 7/02/08 Completed move of equipment from KMR to new Warehouse on Railroad Ave. • 7/17/08 Installed new palletized shelving in Hawaii Fire Department Distribution Center. • 7/21/08 Completed Yearly Inventory Maintenance Shop Continue 2 apparatus refurbishment projects 1. HFD 416 — refurbish pump and cafs system 2. Install pump and tank for Kubota ATV. Apparatus and equipment repair 91 total repairs/service including DOT inspections in June 24 of these were road service calls or trouble calls or DOT inspections Other projects 1. Preconstruction meeting at Pierce in Florida for BT 6. 2. Aerial Platform acceptance at Pierce Wisconsin Training Bureau: Safe Boating Training: In response to Commissioner Kudlo's inquiry, the only training the recruits receive regarding boat safety is during lifeguard training where they learn how to get in and out of the boat safely from the water, how to hoist a body or victim into the boat, and how to guide the boat safety to their location. The other aspects of boat safety, such as proper maintenance, handling, trailering the boat, etc., are not given in recruit training. That is more advanced training conducted at the rescue stations. • 36th Recruit class: Commencement and Badge Ceremony held at Imiloa Astronomy Center on July 30, 2008. All 14 recruits graduated and were given their first 24 hour station assignment effective August 1, 2008. • 37th Recruit Class: Started didactic training for EMT-B at EMS Training Center. Seventeen of eighteen recruits enrolled in class. One recruit unable to attend due to military deployment to Iraq. • CERT Training: Fern Forest community completed CERT training for 6 members. Final scenario held on August 2. • Driver Training: 37th Recruit class completed course and all are now certified DCC Type 1 drivers. 226 DTR's collected for second quarter and 16 driver audits completed. Volunteer Section East Hawaii • 27 hours of company training. • Meeting on Fern Acres garage. • Meeting, re: volunteer polo shirts. 1 yr-WRION, 111 • 28 hours of company training. Prevention Fire protection systems insp: 57 Fire Investigations: 6 Business inspections: 86 Complaint investigations: 8 Occupancy enforcement: 0 School inspections 4 Certificate of Occupancy insp.: 19 Safety classes to public: 10 Agricultural burn site inspections 14 Tent inspections 12 Arson Canine Statistics: Since acquisition in May 2008, Inspector Perreira has worked Kaimi at 11 fires, although not all 11 were suspicious, some were just for training purposes. He has alerted at 5 of the 11 fires. Two separate collections have come back from the Honolulu HPD Lab positive for accelerant, 1 gasoline and the second unknown substance but with hydrocarbon properties. For statistical purposes, Kaimi has alerted at 5 of 7 suspicious fires. New Projects/Business IMAS: Development of a statewide Intra State Mutual Aid Plan. Employee/Public Relations Relay for Life: Fire Admin part of Puainako Team that raised nearly $4,000 for American Cancer Society through plate lunch fundraiser and contributions during relay for life held July 18/19 at Wong Stadium.
