FIRE CHIEF’S REPORT
September 10, 2008
• Dream Come True meeting with Pomroy. (I e-mailed Pomroy with tentative
dates and did not receive response to date).
Budget:
• FY 2008/09 Budget: Continuing to ensure prudent spending. Better revenue
estimates should be obtained in October.
• As requested by Commissioner Bertsch at last month’s meeting, we handed out to
all Fire Commissioners a list of encumbrances that denotes what each item/dollar
amount represents.
Alternative Funding and Grants:
• FEMA FY 2004 Assistance to Fire Fighters Grant: (Burn Trailer) Received
authorization to move trailer to airport site; it has been relocated. Will be working
with our Battalion Chiefs to utilize the trailer for recruit training and company training.
• FEMA FY 2007 Assistance to Fire Fighters Grant: (Video Teleconferencing
Equipment) Committee members chose to go on sole source proposal and will meet
with the Finance Department’s standardization committee on August 18. However,
request was denied. Will move forward in submitting proposal.
• FEMA FY 2008 Assistance to Fire Fighters Grant: (health/wellness program, total
budget is $531,203) Continuing to work with grant committee to implement process.
Presently soliciting for peer fitness trainers.
• State Department of Transportation Safe Highways Grant: Status quo. (DOT/OSHA
approved traffic safety vests for all fire fighters and volunteer fire fighters. Total grant
application $20,113.70).
Capital Improvement Projects:
Makalei Fire Station:
• 8/08: KYA design is submitting for the Special Use Permit for the property which is
required because of the current agricultural zoning of the property.
• The subdividing of the land has not been completed as of yet, but the landowner has
re-emphasized their commitment of donating the land to the County.

Pahoa Fire Station:
• 9/3/08: Meeting held with representatives of Isemoto Contracting, wall system
contractor, Architects Hawaii, DPW and Fire. Issues surrounding wall system
installation has been resolved and the contractor will proceed on retrofitting the walls
of the station, however completion of the station has been delayed further.
• The bid award for the off-site road improvements is being circulated for execution.
Once executed, David to discuss notice to proceed with the contractor, Willocks
Construction.
Fire Administration & Support Facility:
• 8/08: Received 4 options for master site plan to be reviewed. Meeting shortly
regarding dispatch configuration.
Central Fire Station:
• 8/08: Demolition at site continues. No word yet on disposition of the property from
HUD.
Central Fire Station Retrofit Project:
• 8/08: Still awaiting return of final documents from contractor in order to close project.
Captain Cook:
• 8/08: Construction contract has been awarded to Constructors Hawaii. David
Yamamoto in consultation with contractor regarding notice to proceed. Contractor is
usually consulted on time line, so mobilization of equipment, manpower, ordering of
supplies won’t be known until discussion are conducted with contractor (estimating
30 to 45 calendar days for mobilization period). David is considering adding a
window retrofit to the scope of the project which will entail retrofitting the windows to
a large missile impact resistance rating. The scope of project will include:
- ADA compliance. This will include the construction of ADA compliant
bathroom toilet and sink, ADA parking, ADA compliant walkway and ramp
from the parking lot. May also include re-surfacing of rear driveway area.
- Hazardous Material Abatement. Includes removal of all floor tiles, some of
which contain small amounts of asbestos and the re-tiling of the floors.
- Kilholo earthquake damage repair. After the Kiholo earthquate, some
CMU blocks cracked. This will repair those blocks with epoxy grout.
- Seismic retrofit of hose tower. All of our hose towers need to be retrofitted
for safety due to seismic concerns. Other hose towers have already been
retrofitted although this tower will be done differently than others. Others
were reinforced by interior I-beam framework system, however this project
will require installation of a concrete support in the interior of the tower.

- Roof repair: According to David, the gutter system needs to be improved
so the roof will need to be worked on to improve the gutter system.
Promotions and Hiring:
Open-Competitive Recruitment
• Fire Fighter Recruit: 14 will be hired with the 38th class on October 1, 2008. This
number is based on number of current vacancies at present.
Agility test to be conducted on September 20 starting at 0700 at Hilo High School.
• Ocean Safety: Awaiting list of eligibles for ½ time WSO I for North Kona and South
Kohala. Interviews will be conducted thereafter.
Internal Recruitment
• Fire Equipment Operator: in process of confirming dates/times for Assessment
Center exercises will be conducted pending outcome of discussion with HFFA.
• Accountant I: Interviews conducted. Selection pending F-1’s approval. Rachel
retiring as of November 1.
Emergency Operations Division
• Informational gathering with DOFAW on placement location of RAWS stations (3)
• Communicating with DOFAW on brushfire probabilities on West side of island.
Apparatus/personnel availability
• Multiple personnel attending Hazmat workshops on the mainland (paid by LEPC
and other outside sources)
Ocean Safety
• Report by Captain Chris Stelfox.
Support Services Division
EMS Bureau:
• BC Yawata attended National Fire Academy – Advanced Leadership Issues for
EMS – August 4 to 15, 2008.
• Inventory of EMS supplies/medications conducted for Medic 5 – group 2 – on
August 13, 2008.
• Monthly ePCR Committee met on August 18, 2008 – EMStat 5 training held for
committee members.

• Attended planning meeting for Kona Airport Triennial drill on August 19, 2008.
• Attended quarterly Hawaii Island Rural Heath Association meeting on August 20,
2008 – discussion on annual membership meeting to be held in Kau on
December 5, 2008.
• WMD/EMS training held at Hilo Medical Center with 16 HFD personnel attended
from August 19-21, 2008.
• Attended WMD/EMS training held at Kona Community Hospital with 7 HFD
personnel from August 26-28, 2008.
• Inventory of EMS supplies/medications conducted for Medic 9 (group 3) on
August 29, 2008.
Auxiliary Services
Communication:
• 8/08/08 Attended meeting with Senator Dan Inouye staff to see if we can share
radio towers with Federal Agencies
• 8/11/08 Pacific Wireless started delivery and installation of new Station Radios.
Radios installed Stations # 1, 2, 3, 4, 5, 8, 11, 11A, 12, 16, 17, 18, 19, 20
• 8/11/08 Meeting at EOC about PSAP grant monies and how it will be spent.
Money will be spent in three ways. 1. Activate the DS3 over microwave. 2.
Telex Vega Counsels for fire dispatch. 3. 1 VHF interoperability Channel.
• 8/19 – 21/08 Dispatch Supervisors attended a Weapons of Mass Destruction
Class
• 8/26/08 Attended Tactical Interoperability Communication Plan Meeting to
review final TIC Plan.
Warehouse:
• 8/14/08 Move of equipment from Mihara Transfer to new Warehouse on Railroad
Ave.
Training Bureau:
• 37th FFR Class: In clinicals.
• 38th Recruit class: Family orientation this Friday, September 12, at 1730 at Aupuni
Center conference room. Class begins on October 1.
• CERT Training: Completed CERT training in Waimea and began at Volcano.

• Driver Training: Reviewing/revising driver training manual.
Volunteer Section
East Hawaii
• 57 hours of company training.
