HomeMy WebLinkAbout111208HAWAII FIRE COMMISSION FIRE CHIEF’S REPORT November 12, 2008 Assistance to Firefighters Act Grant Presentation • FRS Garrett Kim Budget: • FY 2009/10 Budget: Working with Bureau and Division Heads to submit our FY 2009/10 budget. Status quo budget submittals. No new positions or equipment will be funded. Each department asked to critically assess core functions in any request. Budget submittal due to Finance on November 17. Alternative Funding and Grants: • FEMA FY 2004 Assistance to Fire Fighters Grant: (Burn Trailer) (Kudlo wants update) • FEMA FY 2007 Assistance to Fire Fighters Grant: (Video Teleconferencing Equipment) Working with Data Systems on equipment needs and priorities. • FEMA FY 2008 Assistance to Fire Fighters Grant: (health/wellness program, total budget is $531,203) • State Department of Transportation Safe Highways Grant: State DOT approved our request, and submitted to Federal for final review/approval. (DOT/OSHA approved traffic safety vests for all fire fighters and volunteer fire fighters. Total grant application $20,113.70). Capital Improvement Projects: Makalei Fire Station: • 10/08: With the approval of the Subdivision plans, according to Tom Yamamoto, owner is working on deed and conveyance of the property to the County. The Special Use permit application is in the hands of the owner for signature. They should be submitting to DPW so we can submit application to the Planning Department for processing. Plans still under review by DPW. Pahoa Fire Station: • 10/08: Kelly Construction, the wall system contractor, is proceeding with the retrofit of the wall system. Work is continuing in the interior with locker installation. Two issues still needing to be addressed is the approval and fabrication of the generator exhaust system and ordering the appropriately rated windows. The offsite road improvements has commenced with Willocks Construction as the general contractor. - 2 - Fire Administration & Support Facility: • 10/08: Design development continues. Comments for the Admin building floor plans have been submitted. Contractor continuing work on the Dispatch building floor plans. Central Fire Station: • 10/08: Mitchell Kawamura has submitted requested documentation to HUD, awaiting word from HUD on the disposition of the property. Captain Cook: • 10/08: Notice to proceed will be issued 11/10/08. F-1 met with HFD personnel and general contractor on 10/27 to discuss timelines for the project. Initial phase will include the hose tower retrofit which will minimally impact operations. Preparations are being made for the relocation of the operations to the Hale Na Opio dorms. The time schedule for this relocation will be contingent on the hazmat abatement and ADA retrofit in the interior of the building. Coordination will be coordinated between the personnel and the contractor. Promotions and Hiring: Open-Competitive Recruitment • Ocean Safety: Pending interview and selection process for ½ time WSO I for North Kona and South Kohala cancelled due to having to reinstate a former employee due to an arbitration decision. Requesting to fill WSO I temp position in South Hilo for seasonal hire during upcoming winter break. Internal Recruitment • Fire Equipment Operator: Assessment Center exercises will be conducted on December 6 & 7, 2008. If any Commissioners interested in attending as an observer, please let me know. Emergency Operations Division • Kona Airport tri-annual drill conducted 11-05-08 with our participation. • As requested by Commissioner Kudlo, all but six of our Emergency Operations personnel have completed required ICS training (up to ICS 800) (due to military leave, injury leave, and new firefighters still on probation). (Chief, please let me know if you want a print out of the list). • Fleet Management meeting to be held Nov. 10, 2008 with Laurine providing an update on the data needed to comprise the program - 3 - • Unknown BF 6 mile marker Waikoloa Rd above the stables. Burnt 5-7 acres before being brought under control. • BC officers visiting stations as their routine to dispense information from the last BC/AC meeting and following up on the station inspections. Ocean Safety • Coloma to provide update on progress with US Coast Guard and our boating safety training. • Report by Captain John Kapsky. Support Services Division EMS Bureau: • 911 calling presentation conducted for Big Island Stroke Club held @ Kamana Senior Center on October 3, 2008. • Conducted an in-service (spinal management) along with Honokaa “C” at Hale Ho’ola Hamakua ER on October 14, 2008. • Base Station Meeting held in Kona on October 16, 2008 by Dr. Richard McDowell. • Attended HFD’s CPR committee meeting regarding implementing CPR training in EMS & First Responder refreshers on October 21, 2008. Auxiliary Services Communications: • 10/23/08: Table Top Exercise at the Imiloa Dinning Room from 0800 – 1630 exercise conducted by the Interoperable Communications Technical Assistant Coordinator Doug Harder • 10/31/08: Auxiliary Services Supervisor Vivian Arai retires after 35 years of service Warehouse: • 10/21/08: BC M. Gahan and Mech 1 G. Maesato flew to Maui to check on the serviceability of 1 Seagrave Fire Truck. - 4 - Training Bureau: Recruit Training: • 37th Recruit Class: Began their EMT-I training on October 13 after completing their clinical portion of EMT-B. • 38th Recruit Class: IFSTA Essentials curriculum training. Currently on medical First Responder section. • CERT Training: (E-mailed Kosaki to ask for update) • Driver Training: In process of setting up the road exam portion of the CDL P certification for some of our trainers. Continuing to review and revise Hawaii Fire Department Drivers Manual for Fire Department Vehicle Driver Certification. Volunteer Section • East Hawaii: 38 hours of company training. • West Hawaii: 26 hours of company training • Report by Tom Brandt. Prevention Fire protection systems insp: 48 Fire Investigations: 5 Business inspections: 88 Complaint investigations: 11 Occupancy enforcement: 13 School inspections 4 Certificate of Occupancy insp.: 23 Safety classes to public: 10 Agricultural burn site inspections 0 Tent inspections 12 New Projects/Business • HFCA Conference – Maui: Attended the 30th Annual HFCA Conference at the Ritz- Carlton Kapalua on November 6-8, 2008. We will host next year’s conference at the Hilton Waikoloa Village on November 19-21, 2009. Requests from Commissioner Kudlo: • Mr. Michael Ben, Director of the Department of Human Resources, is the County ’s contact for the County newsletter. - 5 - • What is the department’s “return to work” policy after an injury? • What is the department’s policy on the rank and file being able to phone the Personnel Section regarding personnel matters? Employee/Public Relations • Fire Prevention Week: Successful event. Fire Admin came in 4th place (but top County team) at the Bucket Brigade event. Fun day. • Dream Come True: Reminder to agendize Dream Come True presentation by Eric Kunitomo for December’s meeting.
