Budget: • FY 2009/10 Budget Alternative Funding and Grants: • FEMA FY 2007 Assistance to Fire Fighters Grant: (Video Teleconferencing Equipment) Bridge has been installed and is being tested. • FEMA FY 2008 Assistance to Fire Fighters Grant: (Health/wellness program, total budget is $531,203). Request for 6-month extension to grant. Awaiting on Finance to finalize contract for medical screening program. • State Department of Transportation Safe Highways: (25 EZIO units and 20 digital cameras for medic units). No updates. • FEMA FY 2009 Assistance to Fire Fighters Grant: (254 turn out coats and 251 pants. Total grant is $379,672) No updates. • FY 2009 Assistance to Fire Fighters Fire Station Construction: Applying for construction costs for Makalei fire station; cap of $5M. $210M available nationwide. Deadline to apply is July 10. Capital Improvement Projects: Makalei Fire Station: • On June 5, 2009, Mayor signed agreement for dedication deed. It has been forwarded to GKK Makalei LLC for signature and recording. - 2 - Pahoa Fire Station: • 6-29-09: Site visit with Alan Saito. Contractor finishing up with touch up painting. Two outstanding issues remain: escutcheon flanges for plumbing fixtures and fire alarm pull station for apparatus floor. Both these items need to be brought in from mainland so there is a time delay in receiving parts. Other outstanding issue remains with the roofing, which inspector indicates has shown more signs of deterioration. He will discuss resolution with contractor. Fire Administration & Support Facility: • 6-26-09: Received preliminary design plans for emergency communications and fire admin buildings. Met with Watson Dispatch furniture rep, fire, police, DPW< Harold Inouye (AAI Architects), Fran Obayashi (interior design) and Richard Ichikawa (telecom consultant) to discuss configuration of emergency dispatch center consoles and equipment needs. • Fire Admin may move to County building. Central Fire Station: • No new updates. Still awaiting status of disposition from HUD. Captain Cook: • 6-2-09: Resolution introduced bv Councilmember Ford to re-appropriate $800,000 for Captain Cook construction approved by Council. This will continue funding to allow for window upgrades. Paauilo Volunteer Fire Garage: • Awaiting decision of Our Lady of Lourdes Church parishioners following May 15 meeting. Pohoiki Radio Relocation: • 6-29-09: Site visit conducted. Site preparation is under way. Site has been excavated for the grounding grid installation. Embankment along driveway being reinforced and drilling for fence posts under way. Promotions and Hiring: Open-Competitive Recruitment • Fire Fighter Recruit: Interviews scheduled from July 15 to 21, 2009. Internal Recruitment • Assistant Fire Chiefs: Assessment Center schedule for September 10 & 11, 2009. • Battalion Chiefs: Assessment Center scheduled for September 10 & 11, 2009. - 3 - • Fire Hazardous Materials Specialist: Assessment center scheduled on August 19 & 20, 2009. • Accountant IV: Interviews will be conducted; no date set yet. Emergency Operations Division • Retirement of Assistant Chief, 2 Emergency Ops BCs, and 1 Special Ops BCs; however not affecting operations. • Commissioner asked when the Ocean Safety truck at Hapuna will be put into use. Ocean Safety • Report by Captain John Kapsky. Support Services Division EMS Bureau: • Presented Grand Prize winner of the 2009 EMS Poster contest with a Nintendo DSI at Kahakai Elementary School on June 1, 2009. • Attended Regional Catastrophic Planning Grant (RCPG) meeting on Oahu with Captain Christian Wong on June 1, 2009. • HFD CPR Training Center, along with the American Heart Association presented three (3) Ocean Safety personnel with the “Heartsaver Award” at Honolii Beach Park on June 2, 2009. • Total of three (3) HFD personnel attended a 3-day certification program for Child Passenger Safety Certification Program on June 17-19, 2009 in Hilo. • Met with AMR to discuss their possible integration into 911 system. Goal to improve EMS capabilities and to minimize non emergency calls on ALS units. Further goal to integrate AMR into triage dispatching system. • Also met with Life Flight who requested to be integrated into system if Chopper-2 not available. Auxiliary Services Communications: - 4 - • Attended EMDQA Committee Meeting; defined rules for meetings and identified committee member and their responsibilities. • Attended Positron map class with dispatchers. Class provided training for all dispatchers in fire dispatch. Class identified mapping systems new features. • Fire Dispatchers Center meeting with Steve Stoffer for his presentation of his dispatch furniture line. Will continue to meet with key players involved in the design and planning of our new dispatch center. Assignments given to dispatch to provide information need to help build our new dispatch center. Distribution Center: Maintenance Shop: • Will be received 2 1991 Seagraves donated by Maui Fire Department. Training Bureau: 38th Recruit Class: • 10 FF recruits from the class began their EMT-B clinical training on June 7, 2009. They will begin their EMT-I curriculum on July 20, 2009. 37th Recruit class: • FF recruits Marcus Helm and Eddie Abe completed their IP on June 30, 2009. They will be reallocated to the SR17 Fire fighter step and will now be on their new probationary period at their newly assigned stations. Other Training: • Currently working on a centralized database to track all expiration dates for our personnel. Included so far are PUC, DCC, CPR, 1st Responder, Hazmat technician, and Hazwoper certifications. • PUC appointments and dates continue to be monitored to be economically and operationally functional. Many appointments will need to be changed when the new assignments are made. • Submitted a proposal for the Rescue Basic Training program and the HFD Aquatics Competency Certification (ACC) program to qualify our personnel to TA and/or to work in the capacity as a FRS. - 5 - • Began implementation of the hazwoper recertification for our company personnel. The haztech retraining is scheduled for July. The 160 hr. hazmat technician class began on June 29th with the completion scheduled in August. • The Hazmat technician refresher classes are scheduled for July. • CPR classes continuing to keep all of our personnel current. Volunteer Section • East Hawaii: 34 hours of company training. • West Hawaii: 28 hours of company training • DOH presenting bloodborne pathogen and pandemic flu to volunteers. • Report by Tom Brandt.
