Budget: FY 2009/10 Budget: Met with Mayor on August 7 and received his approval to fill contract hire positions for: CIP Projects Manager, Fireworks Auditor, Prevention Battalion Chief, Special Operations Battalion Chief, and Accountant IV. Cost Cutting Measures within Fire Department. Alternative Funding and Grants: • FEMA FY 2007 Assistance to Fire Fighters Grant: (Video Teleconferencing Equipment) Due to connectivity issues at various sites, Audio Visual bringing in a sales engineer from Cisco on the mainland on August 10 & 11. They are reloading program and slowly resolving station connectivity issues. • FEMA FY 2008 Assistance to Fire Fighters Grant: (Health/wellness program, total budget is $531,203). Moving forward slowly. Some equipment delivered. • State Department of Transportation Safe Highways: (25 EZIO units and 20 digital cameras for medic units). No updates. • FEMA FY 2009 Assistance to Fire Fighters Grant: (254 turn out coats and 251 pants. Total grant is $379,672) No updates. • FY 2009 Assistance to Fire Fighters Fire Station Construction: Participated as peer review panel member on July 27-31 in Baltimore. Helped to reinforce that volunteer force is predominant force out there. Reviewed 156 grant applications over 4 day period. Very rewarding experience. Over 6,000 applications turned in; reviewed 1,200 applications total. We applied for construction costs for Makalei fire station; cap of $5M. $210M available nationwide. Capital Improvement Projects: • Makalei Fire Station: Deed with GKK (property owner) was signed by Mayor; awaiting its return. Have completed plans and waiting on DOT sign off. • Pahoa Fire Station: Met with Warren Lee on August 6. Notified on August 7 Isemoto is finishing work and will provide schedule to us on August 10 (has this been provided?) on when issues will be done. We will have access to the gas pumps. Looking at possibly occupying in one month. • Administration & Support Facility: Project continues to move. Letters sent out from County and consultant of all who live within 500 feet of project. Went door to door. Overall supportive. Electro magnetic concerns and connector road. Public hearing is tentatively scheduled for September 4 at 0900 at Aupuni Center. Trying to see if can use a broadband technology program to fund construction of our communications center. • Central Fire Station: We are continuing to try to get HUD to commit to property. • Captain Cook: Unsure if anything outstanding or needs to be corrected. As far as F-1 knows, no problems with us moving back in. • Paauilo Volunteer Fire Garage: Priest at church changed so they need time to bring him up to speed. • Pohoiki Radio Relocation: Someone stole solar panels at Greenlake Kapoho site, so dispatch sent out e-mail to minimize use of PL-2. Also, a vendor is disputing bid for radio support. Promotions and Hirina: • Open -Competitive Recruitment : FF Recruit: Interviews completed. Selections pending. Will make selections very shortly. Will be asking mayor: stay on track for targeted hire date is January 4, 2010. • Internal Recruitments: Assistant Chiefs/Battalion Chiefs: Assessment Center scheduled on September 10 and 11, 2009. To be held at Aupuni Center. Commissioners invited to attend as observers with criteria that they need to be present throughout duration. 11PA Fire Hazardous Materials Specialist: Assessment Center scheduled for August 19 and 20, 2009. Accountant IV: Interviews and Assessment Center scheduled on August 11 and 13, 2009. Emergency Operations Division • Tropical Depression Felicia • Waikoloa Brush Fire Ocean Safety Update on the status of Hapuna truck. (who should I check with?) • Report by Captain John Kapsky. Support Services Division EMS Bureau: • MICT Advisory training held at the EMS Training Center on July 9, 2009 for 6 potential candidates interested in the January 2010 MICT class. • Monthly ePCR committee meeting held on July 13, 2009. Discussion on upcoming fax feature and soon to be released PCR policies & procedures documents. • Medic 6 personnel "A" participated in Hospital Association of Hawaii (HAH) evacuation training at Kona Community Hospital on July 14, 2009. • BC Yawata attended along with personnel from Captain Cook Fire Station "C", Kona Community Hospital annual HAH Disaster exercise — simulated "earthquake" of facility — total evacuation of facility including treatment and transport of "victims" to other facilities and Kona Airport on July 15, 2009. • Medic 8 "B" personnel participated in this year's Kona Community Hospital MASH Camp on July 21, 2009. • Began medic stations controlled medications inventory and audit on July 29, 2009 and will continue into August. Also installed "scan" feature at the medic units to assist in scanning documents — refusals & Medicare forms — to patient care reports. Ste • BC Yawata attended the Hawaiian Islands Trauma Symposium on July 31 to August 1, 2009 on Oahu. Auxiliary Services Communications: • FASO delivered transfer of equipment form to F-1 for CAD systems up date. Transfer of equipment form signed by F-1 transferring equipment from HPD to HFD. • FASO signed and turned in IFB 2552 form for 38 pagers for the Volunteers. Lowest bid was received from Industrial Communications. Traditionally bid winner was always PWC. PWC usually programs our pagers. Pagers are kept in distribution center until needed then programmed by PWC. We will be monitoring Industrial Communication to see how they will handle the programming of the pagers. • FASO attended work shop for State of Hawaii Public Safety Broadband Infrastructure. Meeting ran by Raytheon representative requesting information for Counties needs and wants for financial grant. Distribution Center: • FASO and HFD Mechanics picked up two 1500 gpm Seagrave Fire Truck from Hilo Pier. Fire truck given to HFD by MFD. Training Bureau: 38th Recruit Class: • 10 FF recruits from the class began their EMT -I training on July 20, 2009. The projected date of completion for the EMT curriculum is on September 18, 2009. • FF recruits J. Maki, A. Miller, and D. Roque all completed their 50/30 requirement. Other Training: • Currently working on a centralized database to track all expiration dates for our personnel. Included so far are PUC, DCC, CPR, 1st Responder, Hazmat technician, and Hazwoper certifications. • PUC appointments and dates continue to be monitored to be economically and operationally functional. Many appointments will need to be changed when the new assignments are made. • Began implementation of the hazwoper recertification for our company personnel. The haztech retraining is scheduled for July. The 160 hr. hazmat technician class began on June 29th with the completion scheduled in August. 1111511E • The Hazmat technician refresher classes were completed in July. • The Advanced Safety Operations and Management (ASOM) class was held in Hilo on July 20-24, 2009. • The prospective candidates for the upcoming FF recruit class was held on July 15 through 21. • We are still catching up on the HFD ID and DCC cards due to the recent promotions.
