FIRE CHIEF'S REPORT
October 14, 2009
Introduction:
• Introduction of our new Accountant IV, Robert Belcher.
Budget:
• FY 2009/10 Budget: FY 2010/11 budget kick off meeting held on
September 14. Mayor asked each department to cut as much as they
can. Budget submittal due to Finance on November 15.
Alternative Funding and Grants:
• FEMA FY 2007 Assistance to Fire Fighters Grant: (VTC Equipment):
Connectivity issue resolved at Keauhou Fire Station. All VTCs are up
and running.
• FEMA FY 2008 Assistance to Fire Fighters Grant: (Health/wellness
program)
• State Department of Transportation Safe Highways: (25 EZIO units and
20 digital cameras for medic units). No updates.
• FEMA FY 2009 Assistance to Fire Fighters Grant: (254 turn out coats
and 251 pants. Total grant is $379,672) No updates.
• FY 2009 Assistance to Fire Fighters Fire Station Construction: Received
notification of award on October 2, 2009 for $4,113,686 ($3,898,239 for
construction and $215,447 for equipment). Performance period
September 25, 2009 to September 24, 2012. Stringent requirements;
already needed to submit first quarter report; a FEMA environmental and
historic preservation (EHP) compliance process underway and due
October 16, 2009. Meeting with Finance Director and Public Works on
October 16, 2009.
Capital Improvement Projects:
• Makalei Fire Station:
• Pahoa Fire Station: Keys turned over to us on September 30, 2009.
• Administration & Support Facility: Meeting to be held on October 15,
2009 with Architect, Pacific Wireless Communications, Clayton
Yugawa, Data Systems, Civil Defense, and Police, re: public concerns
of radio tower.
• Central Fire Station: Awaiting formal notice of transfer of property to
County.

FF Recruit: Interviews held October 5-9. Target hire date March 2010.
• Internal Recruitments:

Fire Hazardous Materials Specialist: Promoted effective October 1,
2009.
Emergency Operations
WA
• Ocean Safety
• Assisted Parker Ranch with prescribed burn of gorse off Mana Road.
Utilized Phos Check fire foam as quick firebreak. Preliminary
evaluation of product showed positive outcome with its utilization and
potential help it can provide at wildland fires.

Support Services Division
EMS Bureau:
• Fire Fighter Chris Honda selected as the 2009 National Association of
Emergency Medical Technicians Paramedic of the Year. He will be
honored at the national awards program on October 27 in Atlanta. We
would like to recognize him before the Fire Commission at its November
4t" meeting. (release attached)
• Completed N-95 Fit Testing for all operational personnel in September.
Developing a spreadsheet to track annual fit testing compliance.
• Continued medic stations controlled medications inventory and audit &
glucometer quality control checks on September 2, 2009. Also installed
"scan" feature at the medic units to assist in scanning documents —
refusals & Medicare forms — to patient care reports.
• Yawata attended meeting with Aaron Ueno, DOH Acting District Health
Officer and CD-1 Quince Mento with State DOH to determine
distribution/administration of H1 N1 vaccinations arriving the first week of
October on September 9, 2009.
• MICT personnel (15) attended a one day training entitled PROMISE
(Professionals Redefining Our Mentally III through Skills and Education)
sponsored by the Big Island Multi -Agency Committee (BIMAC) on
September 9, 10, & 11, 2009.
Sim
• MICT Advisory training held at the EMS Training Center on
September10 & 24, 2009 for potential candidates interested in the
January 2010 MICT class.
• Yawata conducted pre -construction meeting via teleconference with
vendor Braun Northwest and HFD Ambulance Spec. committee member
on September 23, 2009. Estimated completion date April 2010.
Auxiliary Services
Communications:
• Increased the computer memory for our dispatch CAD computer
• On 9/15/09, signed final review and submittal of PSIC Grant
Specification to Purchasing. Specs are for Fire and Police Dispatch's
Telex Radio Counsels and the installation of a Public Safety
Interoperable Communications System.
• On 9/22/09, EMD QA Committee meeting with Chief Oliveira and Corp
Counsel's William Brilhante. Committee discussed with Corp Counsel
possible legal issues involved with dispatch and the use of our new
EMDQA program.
• 09/23/09: Emailed information needed for the programming of 38 new
Minitor V Pagers purchased from Industrial Communication for HFD
Volunteer Companies. Received two pagers from Industrial
Communication for test purposes 10-02-09. Tested pagers when
received, pagers work. Request to have rest of pagers sent.
Distribution Center:
• 09/30/09: Received keys for New Pahoa Fire Station
Maintenance Shop:
Apparatus and equipment repair

Other Projects
Prebuild teleconference meeting for 2 Ambulances for Stations 9 & 12 was held
on Sept 23, 2009
Training Bureau:
381h Recruit class:
• 9 FF recruits completed their EMT -I program on September 18, 2009 and took their National
Registry EMT-B written exam on that day.
• The 381h class had their graduation ceremony September 19, 2009 at the Hilo Yacht club.
There were a total of 11 recruits that had participated in the ceremony. One member of this
class, FF Donovan Roque, will be completing his IP on November 30, 2009 and chose not to
participate in the ceremony with the others.
• FF recruits J. Maki and A. Miller had completed their IP on September 30, 2009 and began
their 24 hr. station assignment on October 1, 2009. FF recruit D. Roque also was assigned to
a station on a 24 hr. shift on October 1, however, he will not be reallocated to a SRI7 level
because his 1 yr. IP ends on November 30, 2009.
• The IP for the rest of the 38th FF recruit class was extended for a period not to exceed 6
months while they await their State of Hawaii EMT license. Upon receipt of this license,
they will be reallocated to the SR17 FF level. The anticipated date of this is on October 16,
2009.
• The class is scheduled to take their EMT -I National Registry written exam on October 5,
2009 in Hilo and will fly over to Honolulu on October 11, 2009 to take their National
Registry practical skills exam.
• The 381h FF recruit class will continue to earn their 50/30 requirement on the ambulances
prior to getting their 24 hr. station assignment.
Other Training:
• Conducted 2 First Responder refresher classes for the WSO in West Hawaii. By going over
to do this training, travel time as well as mileage claims for these WSOs to attend the class in
Hilo were eliminated.
• The Hazmat Technician retraining class makeup is scheduled for October 13, 2009.
• Swiftwater training classes were held at the Wailuku River on September 28 and 30, 2009 to
familiarize our rescue personnel in East Hawaii with the various conditions, entry points, and
trails.
• We are beginning to catch up on some of the driver audits for 2009. In the process of
training more driver auditors to assist with this.
• Met with FF recruit Paul Kekela who was out on military leave. He is scheduled to return to
work on November 1, 2009. A tailored training schedule has been set up for him.

• The lead instructors for the proposed Rescue Basic Training program has been identified and
a course curriculum is currently being developed. Our next scheduled meeting is in October.
• We are still in the process of updating our CPR certs. I have some classes scheduled in
October to recert. our instructors.
• Still ongoing is the updating and tracking of information in regards to PUC, Hazmat, CPR,
drill reports, DCC (with qualifying certifications), HDL, DTR, and other classes such as the
N95 and Hazwoper.
Volunteer Section
• East Hawaii: 40 hours of company training.
• West Hawaii: 32 hours of company training
• Volunteer Chief's meeting to be held on September 12, 2009 at 14A
(North Kohala Volunteers). Map disseminated.

New Projects/Business
• HFCA Conference Updates: Conference to be held on November 19-
21 at the Hilton Waikoloa Village. Will get registration forms to Fire
Commissioners very soon.
• Daniel Robert Sayre Foundation Awards dinner (Saturday, Sept 5)
• Relocation to County Building: Fire Admin will be moving back to
County building; should be by Thanksgiving.
Employee/Public Relations
• Fire Prevention Week (October 4-10)
- Ironman to be held October 10.
- Checking with KTA for Bag Brigades at Puainako, Kailua and
Waikoloa on October 3.
- Partnership with HPM
- Adopt a school. Can take FF safety guides into school with
them.
- Public demonstration in Kona.
