FIRE CHIEF'S REPORT
November 4, 2009
Introduction:
• Introduction of newly promoted Assistant Fire Chiefs and Battalion Chiefs.
Presentation:
• Special presentation to Fire Fighter Chris Honda, who was recently selected as
the 2009 National Association of Emergency Medical Technicians 2009
Paramedic of the Year. He was presented with this prestigious award at the
NAEMT annual national awards program in Atlanta, Georgia, on October 27,
2009. National award winners received a $1,000 award stipend, free travel,
lodging for three nights and registration for the EMS Expo 2009.
Fire Fighter Honda was nominated by Assistant Fire Chief Ralph Yawata to
recognize his role in maintaining the department's EMT training program when it
was going to be severely delayed by a lack of EMT instructors available through
the community college. Honda took on the challenge of instructing the
department's 36t" recruit class despite the commitment required, and for the next
six months, he devoted hundreds of hours, including much personal time, to
assure that his students received comprehensive instruction. This involved
taking a loss in pay due to coming off the 24-hour fire line as well as temporarily
foregoing what he loves best in his fire department career —providing advanced
life support care for patients.
Fire Fighter Honda was recognized for making personal sacrifices to assure that
the future of the department and the recruit training schedule wouldn't be
jeopardized.
Budget:
• FY 2009/10 Budget: Working on our budget submittal for FY 2010/11. Due to
Finance on November 15.
Alternative Funding and Grants:
• FEMA FY 2007 Assistance to Fire Fighters Grant: (VTC Equipment): Working on
few remaining issues, to include technical training for Data Systems staff.
• FEMA FY 2008 Assistance to Fire Fighters Grant: (Health/wellness program)
• State Department of Transportation Safe Highways: (25 EZIO units and 20 digital
cameras for medic units). No updates.
• FEMA FY 2009 Assistance to Fire Fighters Grant: (254 turn out coats and 251
pants. Total grant is $379,672) No updates.
• FY 2009 Assistance to Fire Fighters Fire Station Construction: ($4,113,686 award).
Submitted EA documents as requested. Public Works preparing documents for bid
proposal.
Capital Improvement Projects:
• Makalei Fire Station
• Pahoa Fire Station: Station operational effective Sunday, November 1, 2009.
Formal blessing to be held on Saturday, December 12.
• Administration & Support Facility:
• Central Fire Station: Still awaiting formal notice of transfer of property to County.
• Pohoiki Radio Relocation
Promotions and Hiring:
• Open -Competitive Recruitment :
FF Recruit: Conditional offers will be extended and non -select letters will be sent
out. Targeted hire date is March 2010.
• Internal Recruitments:
Assistant Chiefs/Battalion Chiefs promoted effective October 16, 2009
Fire Hazardous Materials Specialist: Promoted effective October 1, 2009.
Fire Captain (Emergency Operations & Training Bureau): Recruitment process
initiated. Targeted hire date is 4/16/10.
Fire Equipment Operator: Recruitment process initiated. Targeted hire date is
4/16/10.
Fire Rescue Specialist (temporary): Temporary position. Incumbent G. Cameron
on extended leave NTE 3/1 /10.

Emergency Operations
Ocean Safe
Report by Captain John Kapsky.
Support Services Division
EMS Bureau:
• Conducted initially planning meeting for ambulance specification for Medic 11, 14,
15 on October 13, 2009.
• Attended Child Passenger Safety conference on Oahu on October 15-16, 2009.
Total of seven (7) personnel attend from our department.
• MICT Advisory training held at the EMS Training Center on October 8 & 22, 2009
for potential candidates (7) interested in the January 2010 MICT class.
• Chief Yawata attended along with MICT Chris Honda the DOH EMSIP quarterly
EMSAC meeting and quarterly BME meeting on Oahu on October 21, 2009.
• Monthly Base Station Meeting held by Dr. Judith FitzGerald at Kealakehe Police
Station on October 22, 2009. Topics covered were review of spinal immobilization
in the field, new recommendations for administration of TPA in Stroke candidates
and Case Study on Field Triage.
• Began H1 N1 voluntary vaccination of operational personnel on October 23, 2009.
Auxiliary Services
Communication:
• 10/01: Installation of phone into New Pahoa Fire Station.
• 10/08: Installed drop box in dispatch breezeway with attached memo with
guidelines for suggestions box.
• 10/14: BC Gahan met with Retired Admiral Richard Schultz at Civil Defense.
Admiral Schultz informed personnel of the many programs he is a part of and was
looking for suggestions on location and possible candidates to work in his
programs. He also identified programs coming through Big Island and if any of the
programs can be used by the County.

• 10/14: BC Gahan met with Volunteer Training Capts H. Desa and C. Komatsu to
notify them that all the pagers from Industrial Communications were tested,
working and available for pick up. Notifiied Fiscal that authorization for payment
for pagers okay.
• 10/15: BC Gahan met with new Fire Dispatch Building Committee. Chief Oliveira
had request for helpful information from all participants of project about the safety
of radio tower for nearby residence.
• 10/19: BC Gahan met with Mary Davin of Intergraph about the timeline for the
installation of the new CAD system and training needed. Mary also notified HPD
and HFD of her visitation of the dispatches to see what is being done and how she
can help maximize the new CAD system.
Distribution Center:
• 10/07: Inventoried 610 Safety Vests.
• 10/12: Warehouse received Black Fire Helmets from Maui Fire Department for
HFD Fire Explorer Program by way of Young Brothers.
• 10/23: FASO and E. Kalehua delivered kitchen table, and six chairs to New Pahoa
Fire Station. FASO delivered master key and Action Plan to Fire Capt N. Aoki for
all station Capts to use.
• 10/28: Delivered all keys for new Pahoa Fire Station to Capt N. Aoki.
• 10/30: Pacific Wireless hook up of radio communications wire at new Pahoa Fire
Station.
Maintenance Shop
Training Bureau:
38th Recruit class:
• 9 FF recruits took their National Registry written and practical exams and all of them
passed. They also all received their State of Hawaii EMT licenses.
• The class is all still currently working on their 50/30 requirement and will all be
completed by November 15, 2009. They are scheduled to be reassigned to their 24
hr. shifts beginning on November 16, 2009.
Other Training:
• The Hazmat Technician retraining class makeup was completed on October 13,
2009.

• We are beginning to catch up on some of the driver audits for 2009. In the process
of training more driver auditors to assist with this.
• The lead instructors for the proposed Rescue Basic Training program have been
identified and a course curriculum is currently being developed. We are anticipating
holding the class early next year.
• We are still in the process of updating our CPR certifications. Chief Kosaki has done
some instructor recertification classes to update our department instructors.
• Still ongoing is the updating and tracking of information in regards to PUC, Hazmat,
CPR, drill reports, DCC (with qualifying certifications), HDL, DTR, and other classes
such as the N95 and Hazwoper.
Volunteer Section
• East Hawaii: 44 hours of company training.
• West Hawaii: 44 hours of company training
