FIRE CHIEF'S REPORT
December 9, 2009
Chief Oliveira and Deputy Chief Honda are unavailable for today's meeting due to their
attendance at a hearing in which they were subpoenaed.
Budget:
• FY 2009/10 Budget: Submitted our FY 2010/11 budget to Finance on November 30.
In light of budget restrictions, net result depicts a 1.71% overall budget increase,
with primary factor contributing to 5% across the board salary and wage increase for
Unit 11 scheduled for July 2010.
Alternative Funding and Grants:
• FEMA FY 2007 Assistance to Fire Fighters Grant: (VTC Equipment): Audio Visual
will conduct technical training with Data Systems staff during January. Data
Systems working on moving our VTC to new conference room.
• FEMA FY 2008 Assistance to Fire Fiahters Grant: (Health/wellness Droaram
• State Department of Transportation Safe Highways: (25 EZIO units and 20 digital
cameras for medic units). No updates.
• FEMA FY 2009 Assistance to Fire Fighters Grant: (254 turn out coats and 251
pants. Total grant is $379,672) No updates.
• FY 2009 Assistance to Fire Fighters Fire Station Construction: ($4,113,686 award).
Submitted EA documents as requested. Public Works preparing documents for bid
proposal.
Capital Improvement Projects:
• Makalei Fire Station
• Pahoa Fire Station: Formal blessing to be held on Saturday, December 12 from
0900 to 1300. Invite all Fire Commissioners to attend.
• Administration & Support Facility:
• Central Fire Station

Promotions and Hiring:
• Open -Competitive Recruitment :
FF Recruit: Conditional offers due 12/1/09 (18 accepted, 1 declined, 1 outstanding)
Will be scheduled for pre-emp. medical screening in Jan 2010. Targeted hire date
is March 16, 2010.
Internal Recruitments:
Fire Captain (Emergency Operations & Training Bureau): Recruitment process
initiated. Targeted hire date — 04/16/10.
Fire Equipment Operator: Recruitment process initiated. Targeted hire date is
4/16/10.
Fire Rescue Specialist (temporary): Temporary position. Incumbent G. Cameron
on extended leave NTE 3/1/10.
Emergency Operations
• Responded to 4 structure fires with a total fire loss of $130,070.00. 1 significant fire
in Kailua, 1 minor in Keahou, 1 minor in Waimea, and 1 minor in Hilo.
• Responded to 10 passenger vehicle fires with a fire loss of $50,000.00.
• Responded to 1 Storage warehouse fire in Waimea with a Fire loss of $125,000.00
Ocean Safety
• Report by Captain Chris Stelfox.
Support Services Division
EMS Bureau:
• Personnel from Companies 14 & 21 participated in Fairmont Orchid & Mauna Lani
Bay Hotel annual employee health fair on November 13 & 18, 2009. They provided
blood pressure screening and fire safety tips for hotel employees.
• AC Yawata attended All -Hazards Type III Communications Unit Leader Course on
November 17-19, 2009 held at HPD Training Center in Waipahu, Oahu.
• Completed initial phase of H1 N1 voluntary vaccination of operational personnel on
November 10, 2009. Total of 234 (70%) personnel received either the shot or nasal
vaccine.
Auxiliary Services
Communication:
WA
• 11/09/09: Fire Dispatchers and Emergency Medical Quality Assurance Team received
training in the operational use of ProQA. ProQA is a tool used by Fire Dispatch to enhance
the dispatchers ability to formulate proper medical questioning used for correct EMS
response. Training done by ProQA representative Michelle Tate.
• 11/25 AC-1 and AC-2 conducted Distribution Center Inspection. After
inspection AC-1 and AC-2 devised action plan to enhance distribution center operations.
Maintenance Shop
Trainina Bureau:
381h Recruit class:
• 9 FF recruits had completed their criteria for their IP and was assigned on a 24 hour schedule
beginning November 16, 2009.
• All of the 38th FF recruit class had met their requirement to be reallocated to the Firefighter
step of SR 17 and the process will be completed soon.
Other Training:
• We are beginning to catch up on some of the driver audits for 2009. In the process of
training more driver auditors to assist with this.
• The lead instructors for the proposed Rescue Basic Training program has been identified and
a course curriculum are currently being developed. We are anticipating holding the class
early next year.
• We are still in the process of updating our CPR certifications. I have some done some
instructor recertification classes to update our department instructors.
• Still ongoing is the updating and tracking of information in regards to PUC, Hazmat, CPR,
drill reports, DCC (with qualifying certifications), HDL, DTR, and other classes such as the
N95 and Hazwoper.
• The PUC appointments for 2010 are being scheduled and the first quarter appointments will
be sent out this month.
Volunteer Section
East Hawaii: 36 hours of company training.
• West Hawaii: 36 hours of company training
