HomeMy WebLinkAbout040809HAWAII FIRE COMMISSION FIRE CHIEF’S REPORT April 8, 2009 • Browne inquired on UXO issue in Waikoloa. Need to provide general update. • Bertsch and Bowles wants to be kept informed on legislative bills discussed at February meeting. What is status? Budget: • FY 2009/10 Budget: Will be presenting our budget to Council on March 30 at 1:30 p.m. Alternative Funding and Grants: • FEMA FY 2007 Assistance to Fire Fighters Grant: (Video Teleconferencing Equipment) Held a meeting with both vendors (Sears and Audio Visual), fire department personnel and Data Systems to ensure that everyone understood their role in this project. Sears has begun their delivery and installation of monitors at sites. Following completion, Audio Visual will begin installation and training of VTC. • FEMA FY 2008 Assistance to Fire Fighters Grant: (health/wellness program, total budget is $531,203). Waiting on bid award on equipment and medical screening. Capital Improvement Projects: Makalei Fire Station: • Negotiations with GKK Makalei are continuing regarding the terms and conditions for the dedication of the property from GKK Makalei. • The final design plans have been accepted by the County and are being circulated for approval. Dept of Water has requested information on the expected water usage which has been provided to them. Pahoa Fire Station: • Off site road improvements have been completed. • A meeting was held on 2/25/09 with Isemoto contracting, Yama's roofing, MacSteel (roofing supplier) and County to discuss the issues and discrepancies. Yama's Roofing will submit plans to repair discrepancies. GENERATOR: the exhaust design has been finalized and accepted. Installation of the exhaust will be completed by mid March. Much of the other finish work (painting, flooring, tiling, landscaping, gutters) will be completed once these issues are addressed. Fire Administration & Support Facility: - 2 - • Received a proposed RFP for the Telcom Specs from AAI Architects for Dispatch facility. Will be reviewed by HFD, HPD and CD. Design development of the building schematics continuing. Central Fire Station: • No new updates. Captain Cook: • Painting of the bathroom primer has been completed but finish is scheduled for next week. • Email from Gene Quiamas, DPW Project Coordinator, indicating that the interior painting (dormitory, kitchen, office, Captain's dormitory) has been completed and accepted. Captain Guillermo was notified that they may begin moving furnishing back in to these spaces, however, return to the station is pending the completion of the paving. Paauilo Volunteer Fire Garage: • Property in Paauilo proposed by the Paauilo volunteers as a potential site to erect a volunteer garage. This parcel is located along H-19 in Paauilo. Councilman Yagong has indicated that the Diocese may be interested in discussions regarding the property. Chief Oliveira has received the OK from Mayor Kenoi to proceed. A formal letter to the Diocese sent indicating our interest in the property to possibly open discussions regarding the parcel. Promotions and Hiring: Open-Competitive Recruitment • Ocean Safety: Physical assessment exercise conducted on March 5, 2009 for seasonal hires. May schedule another exercise in the near future to increase the pool of applicants. Internal Recruitment • Fire Captain: Written examination scheduled on March 18, 2009. Assessment will be held on April 23-24. Any commissioners who wish to participate as observers should let us know. They will need to be present on both days. • Fire Captain (Prevention): Internal recruitment conducted from March 1 to 11, 2009. Assessment Center scheduled on March 30, 2009. • Any commissioners who wish to participate as observers at either assessment center should let us know. Emergency Operations Division • WMD exercise this March • KMR fire drill involving S-2 and S-4 (Hazmat due to radiological materials on property) - 3 - • CMC Ropes workshop • Auto extrication workshop in W. Hawaii • Fleet Management nearing completion of informational population into the templates (Demo provided by vendor at Strategic Planning mtg) • Airport mtg for upcoming emergency exercise Ocean Safety • Report by Captain Chris Stelfox. Support Services Division EMS Bureau: • PHTLS Refresher training conducted at the EMS Training Center on February 2 & 5, 2009 for EMT-P’s & EMT-I’s. • Seven (7) members of the CISM Team attended a Psychological First Aid Training held on February 7, 2009 in Kona and February 21, 2009 in Hilo. • Captain Christian Wong and I attended a DOH & CD organized Hawaii County Pandemic Readiness and Response meeting held on February 10, 2009 at the CD office. • Conducted our second bid spec meeting for acquisition of a new Medic for Waimea & Keauhou Fire Station on February 11, 2009. • Six (6) MICT Interns have completed all phases of the EMT-P program. They are waiting for their State of Hawaii Dept. of Commerce & Consumer Affairs EMT-P license. • QA/QI meeting conducted with AMR, Kona Community Hospital, Hawaii Air Ambulance - Hawaii Life Flight, Capt. Cook Fire Station personnel and the HFD EMS Bureau on February 18, 2009 at Kona Community Hospital regarding the first 2 months of operations with Hawaii Life Flight. • Participated with Company 9 in North Hawaii Community Hospital table top exercise involving a mass causality incident on February 24, 2009. - 4 - Auxiliary Services Communications: • 02/02/09 Meeting with Plant CML. FASO and FRD II K. Bugado presented with (Public Safety Access Point) PSAP survey from panel. Survey used to get a glimpse of our Fire Dispatch and our possible needs. Questioned also about the service that our vendors are providing and the services relate to our dispatch. • 02/04/09 Meeting with Alcatel Lucent. Alcatel Lucent gave presentation for company’s software and hardware that will be used to enhance our new telex radio system, DS3 Microwave system, and our interoperable channel system. Per presentation Alcatel Lucents system will maximize the Multi Protocol Labeling Switching (MPLS) by bringing together the speed of switching information with the intelligence of routing this intelligence to its proper location. • 02/05/09 Meeting at Civil Defense with Verizon Wireless. Presentation for Field Force Management by Daniel Querubin. Daniel demonstrated products many uses. The Fire Department looking at possibly purchasing and using 36 voice phones, 6 Blackberries. The phones are to be used on engines and medics. Phones equipped with a global positioning system to track location of phones. Information tied into web site. • 02/25/09 Meeting with David France of Intergraph. We received monies to upgrade HPD and HFD CAD systems. Our dispatch center will receive one more licensed CAD position along with a new and improved CAD system. Some of the improvements are more memory for its computer systems, a wider CAD screen, able to install positron map system into CAD, map systems will be able to be loaded faster, and the addition of a Laptop with CAD capabilities to be used in the field. The new CAD upgrades will enable our CAD system to be relocated to Civil Defense. The new CAD system will have the capability to interface AVL units in the field with the mapping system in fire dispatch. Installation of equipment is projected to be in August of 2009. MAINTENANCE SHOP REPORT • Apparatus and equipment repair 101 total repairs/service 18 of these were road service calls or trouble calls • Coordinate 13 new fire radio removal and installations – 5 installs completed as of 2/28/09 - 5 - • New Apparatus Received 1 2008 model Ford Ranger 4 X 4 p/up for Ocean Safety-awaiting radio installation. HFD 490 1 Honda Rancher ATV in service –Ocean Safety Hapuna Received 1 2009 Toyota Tacoma 4 X 4 (from Sayre Foundation) – in storage – awaiting documentation and County acceptance resolution. 1 2008 Ford F350 4 X 4 (from Sayre Foundaton) in storage- awaiting vehicle registration documentation. Training Bureau: 38th Recruit class: • Began driver-training program with a 40-hour class during the first week. • The 2nd and 3rd week was spent getting the class familiar with the pre-trip inspection procedures and driving on the closed course. During this time they were tested in both of these areas on the engine and medic type vehicles. • After the 3rd week, the class was split up into 2 groups with half the class being assigned to the stations getting oriented to the station life while the other half got their road time for their 40 hr. requirement. After 2 weeks, they will rotate schedules. 37th Recruit class: • The 3 personnel who had originally failed the EMT-I National Registry exam took the exam again and all 3 had passed. Other Training: • USLA training was completed in February. • CPR training is ongoing and we are looking at a new instructor class to increase our instructor base to assist in the instruction for personnel at the company level. • Upcoming training in March – CMC Rope Rescue class to be held in Kailua. Volunteer Section • East Hawaii: 27.5 hours of company training. • West Hawaii: 30 hours of company training • Change of Designation: As voted on at the last meeting, Volunteer Fire Chiefs will be designated as Volunteer Company Officers. - 6 - • Letter from Carl Goebel (copied to Fire Commission): Matter has been addressed as Discovery Harbour has a new Volunteer Company Officer. • Report by Tom Brandt. Prevention Fire protection systems insp: 36 Fire Investigations: 8 Business inspections: 55 Complaint investigations: 7 Occupancy enforcement: 2 School inspections 4 Certificate of Occupancy insp.: 7 Safety classes to public: 3 Agricultural burn site inspections 0 Tent inspections 13 New Projects/Business • 2009 State Legislature: Unfortunately home rule firewors legislation did not make it out of committees this session and therefore was never heard. Will keep trying for next year. Employee/Public Relations • Hats Off Campaign: For American Red Cross, March 14, 2009 at KTA Puainako and WalMart-Kona. Chief Oliveira will participate in dunking booth from 1130 to 1145—for $1 a ball you get a chance to dunk him; all proceeds to Red Cross. • Reuse a Shoe Project: Recycling program sponsored by Nike. Partnership with DOE and Environmental Management. Campaign targeted for month of April. Fire stations – collection sites.
