HomeMy WebLinkAbout021010HAWAII FIRE COMMISSION FIRE CHIEF’S REPORT February 10, 2010 Announcement: • Chief Oliveira unable to attend today as he is on a peer review panel for SAFER Act grant in Memphis, Tennesee. Deputy Chief attending the National Fire Academy. Budget: • FY 2010/11 Budget: Will be presenting our budget to Council on Monday, March 29, at about 1330 (following Office of Aging), Councilroom. Alternative Funding and Grants: • FEMA FY 2007 Assistance to Fire Fighters Grant: (VTC Equipment): Audio Visual will be conducting training with Data Systems staff during February. • FEMA FY 2008 Assistance to Fire Fighters Grant: (Health/wellness program) Committee has asked for standardization of purchase of stepmills and heart rate monitors and transmitters. Waiting on scheduling of meeting with Department of Finance. • FEMA FY 2009 Assistance to Fire Fighters Grant: (254 turn out coats and 251 pants): No new updates. • FY 2009 Assistance to Fire Fighters Fire Station Construction (Makalei): We will be required to conduct additional Environmental Assessment reports. • FY 2010 CDBG – Replacement Pahoa Apparatus: No new updates. • FY 2010 CDBG – Tanker/Tender – Pahala Fire Station: No new updates. Capital Improvement Projects: • Makalei Fire Station: Due to this grant being funded through the American Recovery and Reinvestment Act, we wil be required to meet Federal environmental assessment reporting compliance. We are working with Public Works and the design consultant on this. • Pahoa Fire Station: In process or already completed several punchlist type items: (apparatus door has been repaired; door chimes ordered; more telephones will be installed this week; lawnmower ordered; fencing still pending.) - 2 - • Administration & Support Facility: No updates. Still working with design consultants on alternatives for radio system. • Central Fire Station: Working with mayor’s office, Real Property Manager, and Hawaii Housing Authority to go through legislature session to get land gifted to county from state. • Naalehu/Pahala Volunteer Garages: Working with Public Works to address few things on site for garages. Promotions and Hiring: • Open-Competitive Recruitment : FF Recruit: Awaiting final pre-employment medical screening results. Targeted hire date is March 16, 2010. Internal Recruitments: Fire Captain (Emergency Operations & Training Bureau): Written examination scheduled on 2/18/10. Targeted hire date is 04/16/10. Fire Equipment Operator: Written examination scheduled on 2/13/10. Targeted hire date is 04/16/10. Emergency Operations • Responded to 1,827 total calls. a. 145 fire calls. 5 structure fire calls with a $218,052.00 estimated loss. b. 1,269 Emergency Medical Services calls. c. 23 Hazardous condition calls. d. 94 Community Service calls. e. 261 Good intent calls. f. 33 false calls. • Kealakekua ranch fire. Downsizing crew size at fire scene. Localized hotspots are well within the perimeter. Possible total demobilization in 1 week. • Ladder truck equipment being ordered. Some equipment already in warehouse to be distributed to S-14. SOP drafts being finalized. • Two new Heavy Rescue Apparatus received. One for Kailua S-7 and one for Waiakea S-2. Both placed into service on February 1, 2010. • Five line Firefighters began Mobile Intensive Care Technician program. - 3 - • Assisting Hilo Airport Crash Fire with planning of their Triennial Drill set for May. • Knox Box update. Ocean Safety • Report by Captain John Kapsky. • Blessing of Isaac Hale lifeguard tower held February 5. Laaloa and Spencer to be held on February 19. Support Services Division EMS Bureau: ▪ MICT Training Orientation held at the EMS Training Center on January 5, 2010 for 5 candidates that will be starting on January 11, 2010. Family members, MICT instructors, current MICT’s and administrative staff attended. • Monthly ePCR committee meeting held on January 12, 2010 at Central Training Room along with VTC to South Kohala and Kailua. Also had teleconference with DOH EMS Clay Chan – discussion on data elements. New chairperson selected – MICT Jesse Ebersole. Highlight use of VTC. • Weapons of Mass Destruction (WMD) for EMS Operations training was conducted at Hilo Medical Center from January 26-28, 2010 for 8 of our personnel – 5 MICT students, 2 Fire Radio Dispatchers and 1 MICT. • Progress report on MVCRG group meetings. Auxiliary Services Communication: • Installation of Field Froce Management System in Fire Dispatch. Field Force Management can identify the location of cell phones on fire vehicles. System works well. There is a 2 minute delay with system. • FASO attended meeting at Civil Defense with CACI, Raytheon, and Hawaii County radio and data representatives. Meeting was about a proposal from CACI and Raytheon for the building of a new Hawaii County radio system. Notified by Quince Mento that they would have to make the proposal to the County ’s new Project Manager. • FASO met with Quince Mento to discuss the process for choosing a project manager for he new Hawaii County Radio System. With the introduction of process for choosing project manager, FASO also received a time frame with manager should be in office. - 4 - Distribution Center Maintenance Shop • New Vehicle HFD 505 – 14A Volunteer 1,800 gallon 4x4 tanker Training Bureau: • CST drill on February 8 and 9, 2010, and during the first two weeks in march for the HazMat teams and our company personnel. • Confined space rescue class upcoming in march that is being sponsored by State Civil Defense for our USAR team members. Selectees will be identified soon. Volunteer Section • Report by Tom Brandt. Prevention New Projects/Business • HFCA Conference: Report on HFCA conference. $5,000 donation made to NFFF. Thank Commissioners for participation and help. Thanks to Commissioner Bertsch on golf tournament. Employee/Public Relations • American Heart Walk – February 20, Liliuokalani Gardens. Health Fair begins at 0700, walk starts at 0800. Invite all Commissioners to support and participate in event. • EMS Week: Sunday, May 30, Liliuokalani Gardens. Theme is Any Time, Any Where, We’ll Be There.
