FIRE CHIEF'S REPORT
May 12, 2010
• Desmond to attend to provide update on CIP projects?
• Presentation from Quince Mento, re: 2013 deadline to change tower
frequency project
Introductions:
• Captain Chad Toyomura, promoted April 1, 2010. Has nearly 10 years
in our department.
• Introduction of 39t" Fire Fighter Recruit class.
Budget:
• FY 2010/11 Budget: Presented our budget to Council on Monday,
March 29. Thanks to Commissioner Robinson for his testimony, and to
he, Kaoiwi and Bowles for attending.
• Commissioner Bowles requested briefing on non -department budgets
impacting the department (land purchases for stations-CIP)
Alternative Funding and Grants:
• FEMA FY 2007 Assistance to Fire Fighters Grant: (VTC Equipment)
• FEMA FY 2008 Assistance to Fire Fighters Grant: (Health/wellness
program)
• FEMA FY 2009 Assistance to Fire Fighters Grant: (254 turn out coats
and 251 pants): On April 1, 2010, received e-mail from FEMA that our
application was favorably reviewed by panel; request for response to
further questions submitted on April 7, 2010.
• FY 2009 Assistance to Fire Fighters Fire Station Construction (Makalei):
Continuing to work with Consultant and Public Works on Federal EA
reporting requirements.
• FY 2010 CDBG — Tanker/Tender — Pahala Fire Station: On April 6,
2010, attended public meeting on recommendation for CDBG funding for
$250,000 to be included in County's 2010 Action Plan to the U.S.
Department of Housing and Urban Development. Favorably considered.
• 2010 DOT Highway Safety Grant Program: FEO Neil Yoshioka working
on proposal to apply for extrication training. Deadline for submittal is
May 5, 2010.
• 2010 Rural Fire Assistance Grant: Submitted application for 200 pants;
total grant application $20,000.
Capital Improvement Projects:
• Makalei Fire Station: Public Works is optimistic that we can go out on
bid this summer.
• Pahoa Fire Station
• Administration & Support Facility
• Central Fire Station
• Kawailani Fire Station
• Volunteer Garages
• Paauilo
Promotions and Hiring:
• Open -Competitive Recruitment
• FF Recruit: 39t" Class hired on March 16 with 18 recruits.
• Internal Recruitments-

• Fire Captain (Emergency Operations & Training Bureau):
Promotions effective April 1, 2010.
• Fire Equipment Operator: Assessment Center held on March
29 & 30, 2010. Targeted promotion date is May 1, 2010.
• Fire Rescue Specialist (temporary). Incumbent on restricted -
duty assignment. Extension of temp. position pending
incumbent's medical status.
Emergency Operations
• Responded to 1,751 total calls.
a. 56 fire calls. 1 structure fire calls with a $110,000.00 estimated loss,
and 7 vehicle fires with a estimated loss of $18,000.00
b. 1,306 Emergency Medical Services calls.
C. 17 Hazardous condition calls.
d. 115 Community Service calls.
e. 236 Good intent calls.
f. 20 false calls.
• Knox Box keys received and distributed to apparatus that were
without keys. All Fire Companies now have Knox Box keys to utilize for
entering secured properties with a Knox Box station.
• Assisting Hilo Airport Crash Fire with planning of their Triennial Drill
set for May. Assistant Chief of Operations as well as Battalion Chief of
affected Platoon attended the table top drill pertaining to the actual
hands on drill set for May.
• Fire Captain vacant positions filled. Presently there are no
vacancies at the Fire Captain level.
• AC of Operations attended Key Government classes offered by
Corporation Council such as Procurement laws and investigation
procedures.
• AC of Operations currently is working on Typing HFD resources
according to the NIMS Typed Resource Definitions. Required for NIMS
Compliance.
WIE
Hazmat:
• Held annual CST drills in March that consisted of some technical training
on our monitoring equipment and some dexterity drills utilizing our level
A and B suits. There were also various scenario based drills at various
locations such as KMR, the airport, Hilo Pier, and the State Courthouse.
All of these scenarios were WMD based and utilized both of our hazmat
teams as well as our in district engine companies.
• The SOGs have been reviewed and are still being finalized by the
station captains.
• We are looking at procuring new equipment such as a Rae systems
multi-rae with PID capabilities and leasing the equipment rather than
purchasing. Also, looking to update our sampling kits for Kaumana and
get a kit for HM 21.
• Anew HM tech class is scheduled for April 2010 and the refresher
classes is scheduled for June.
Rescue:
• Our Heavy Rescue vehicles are currently in use and it's usefulness is
being realized.
• We are developing a lesson plan for the Aquatics Competency Program
for our dept. with the help of Capt. John Kapsky and will be
implementing this program in the near future.
• We have developed a plan for the Project Lifesaver maintenance to be
done by the engine companies. A memo has gone out and the schedule
for the recording of the maintenance is up on the coh08 all battalions
folder.
IEIIE
• New trailer for RB-7 quote was given to Laura Mallery-Sayre to proceed
with the purchase.
Ocean Safety:
• We are currently working toward the erecting of the Punaluu tower and
getting the necessary permits. However, in the interim, we may be
using a temporary pop up tent for shelter. We have 1 WSO II Kevin
Ohara that have expressed an interest in moving to that location.
• Punaluu position recruitment scheduled tentatively for May, lifeguard
training and CPR classes scheduled for April 5-16, 2010. We are
looking to recruit 2 half time and one full time position.
• Sayre fund equipment purchases arrived including 5 rescue boards, 4
AEDs, and 6 binoculars. The 6t" rescue board should be arriving
shortly. These items will be assigned as soon as the resolution is
passed through council.
Support Services Division
EMS Bureau:
• Monthly ePCR committee meeting held on March 9, 2010 at Dispatch
Training Room via VTC to South Kohala and Kailua.
• MICT students (5) participated in the 93rd CST exercise on March 10,
2010. Their role was providing assistance in the Medical Branch (triage)
of the operation section.
• Conducted two (2) training sessions of First Aid/CPR/AED/Infant for the
Department of Health, Public Health Nursing on March 17 & 23, 2010.
• Monthly Base Station Meeting held by Dr. Terrence Jones at North
Hawaii Community on March 24, 2010. Power point presentation on the
topic of managing spinal patients in the field.

• Captains Lance Uchida & Garret Komatsu began their orientation of the
EMS Bureau of our department.
Auxiliary Services
Communication:
• FASO attended an investigative Interview Class at the Aupuni Center
Training Room given by William Brilhante and Diane Noda. Class gave
instructions on how to conduct an interview for an investigation.
• FASO and Captain Paul Austria did demonstration for Operations
Battalion Chiefs for the Incident Commanders Radio Interface (ICRI) at
Fire Admin.
• Computer Aided Dispatch (CAD) switched out with new Computers in
Fire Dispatch.
• FASO attended the States Communication Interoperability Plan meeting
in Honolulu. Meeting was to identify the new Federal Interoperability
Plan and to intertwine the State Plan with the Federal Plan.
Distribution Center
• FASO met with Bart Mc Cool and Darryl Kim of LN Curtis to discuss
upcoming HFD PPE specs.
Maintenance Shop
Training Bureau:
• The 39t" FF recruit class began on March 16, 2010. There are 18
recruits in this class. We are using some adjunct instructors to deliver
the FF curriculum along with the HFD peer fitness team to do the
physical training.
• We are still in the process of updating our CPR certifications. Kosaki is
continuing to do instructor recertification classes to update our
department instructors.

• Still ongoing is the updating and tracking of information in regards to
PUC, Hazmat, CPR, drill reports, DCC (with qualifying certifications),
HDL, DTR, and other classes such as the N95 and Hazwoper.
• ACC program draft was completed and the instructor outline and
curriculum will be completed shortly.
• There will be a newly promoted training officer, Captain Chad Toyomura
heading the training division.
• There will be a 160 hour Hazmat technician class on April 19 to 30 and
May 17-28, 2010.
• The Hazmat tech refresher will be in June.
• The First responder refresher class is also scheduled for June.
Volunteer Section
East: 33.5 hours of company training
West: 37 Hours of company training
