HomeMy WebLinkAbout120810FIRE COMMISSION MEETING December 8, 2010 Budget: • FY 2011/12 Budaet - "Zero Based" Budget Concept; no provisions for increase (only slight increase in S&W) - Total budget submittal: $37,797,661 (vs $37,083,254 FY 10/11) - Supp Budget: 2 apparatus ($1.3 M); 1 Clerk III (HR) ($30,036) - Meeting with Finance on January 10, 2011. - Justification of budget: comparative analysis of other departments across the state. We are operating a very cost effective department, even sometimes to our detriment (i.e., lack of apparatus). Alternative Funding and Grants: • FEMA FY 2008 Assistance to Fire Fighters Grant: (Health/wellness program). Looking at using Waimea Fire Station as West Hawaii assessment center. • FEMA FY 2009 Assistance to Fire Fighters Grant: (254 turn out coats and 251 pants). All sizing completed; waiting on manufacturer to provide equipment —about January/Feb). Trying to stay on top of an annual replacement. • FY 2009 Assistance to Fire Fighters Fire Station Construction (Makalei). Met with Public Works, re: details of drawdown, documentation requirements and reporting. DPW has received the final plans and bid specs. They are reviewing the bid specs and inserting some changes that was discussed in meeting. Expecting bid advertisement 12/23/10 with bid opening 2/3/11. Pre -bid meeting scheduled in January. • FY 2010 Assistance to Fire Fighters SAFER (Staffing for Adequate Fire & Emergency Response). No word yet. • FY 2010 CDBG — Tanker/Tender — Pahala Fire. AC Rosario worked on vehicle specs. Had a low bidder that was deficient on one item; settled with Corp Counsel and Kaamaaina Motors. Freedom Firefighting in Georgia is awardee. After award, have six months to complete tanker. • FY 2011 CDBG — Replacement Fire Apparatus — Pahoa Fire. Working on proposal packet. Due January 6, 2011. Capital Improvement Projects: • Makalei Fire Station • Administration & Support Facility: Project status quo. • Central Fire Station: Working with Mayor's office who is working with Hawaii Public Housing Authority to give us the land. • Kawailani Fire Station: Solicited comments from public regarding possible re -location to Keone Street. Almost complete split with residents. Our preferred site is at corner of Ainaola/Komohana. • Ka'u Public Safety Package: Funding for erection of two volunteer garages—Naalehu and Pahala. • Paauilo: Still working with property manager to secure site. • DPW ADA Compliance, HazMat Abatement -North Hilo, Hamakua, Waimea & North Kohala: ✓ Laupahoehoe — ADA compliance work completed. Waiting for "missile impact" windows (January 2011) to be installed. ✓ Honokaa — ADA & Hazardous abatement completed ✓ Waimea — ADA compliance work completed. Work is in progress on exterior — roofing, apparatus doors. Painting (int. & ext.) complete. Waiting for "missile impact" windows (January 2011) to be installed. Personnel still housed at rental property. ✓ North Kohala — ADA site work in progress, interior work started 12/6/2010 — completion in 5-6 weeks. Personnel still able to occupy part of the station along with the rear building. WA • Pohoiki Radio Re -Location: 11-12-10: Provided Helco with new antenna schedule with smaller profiles to run the wind load analysis in an effort to reduce the size and weight of antenna. Promotions and Hiring: Open -Competitive Recruitments: • WSO: Hired three WSO's for Puna-2 full time (one temp) and 1 part time. • Fire Fighter Recruits: 83 candidates going through interviews and compass last and this week. Will be completed by this next Friday and hope to move forward with recruitment in January. Possible March hire. Internal Recruitments: • EMS BC: Lance Uchida promoted to this position effective December 1 St • EMS FMS III: Trying to get moving on this recruitment. • Human Resources Technician Emergency Operations Bureau Special Operations: • Aquatics Competency Certification Program Support Services Division EMS Bureau: • Chiefs Uchida and Kosaki attended TB screening class certification program. Working on implementation program within department. • Next MICT class in January. WIE Training Bureau: • Preparing for driver training for 39t" class. Class finished classroom section of EMT -I and began clinical phase at stations. • Volunteer Training Section: Completed FF1 curriculum with volunteers. Prevention Bureau • Three new inspectors progressing well; completed 4 months of probation. • Since August when new inspectors started, averaged 200 inspections per month (vs 50 with Gantry/Bobby) • Fireworks sales coming up on December 26. New Projects/Business: • Hawaii Fire Chiefs Association Conference — November 18/20, Kauai. Employee/Public Relations • Hawaii Island United Way: Results of Bag Brigade: - Waikoloa Village Mart: $895.56 - KTA-Kailua $667.27 - KTA-Puainako $1,199.96 - Totals: $2,762.79 • Station/Division Decorating Contest: Deadline to submit entry is December 15; judging December 18 & 19. 1St- $200; 2nd - $150; 3rd - $100; 4' - $50. Invite Fire Commissioners to be judges. Will e-mail all by December 16 which stations/divisions have entered. EIE
